The Regular Meeting of the Enfield Town Board was held on the
above date with all members present.
MINUTES OF PREVIOUS MEETING
Mr. Roger Laue moved to accept the minutes as presented. Mr.
Larry Stilwell seconded the motion. Motion carried.
COMMUNICATIONS AND NOTICES
1. NYS Equalization and Assessment - Re: School District Tax Notice-
Notice from each district to be sent on taxes - Town can issue
warrant back - school district will send warrant without.
Two notices received so far - Newfield - $11,329.41 and Trumansburg
$186,558.80.
2. Harry Mazourian - Dept. of Planning - 1984 Population estimates for
revenue sharing. 1980 - 2375.
3. Tompkins County Health Dept. - Natural Lean Processing - New waste
handling plan sent to Tompkins County Health Dept. - not deemed
acceptable by health dept.
4. Carlton Thall received letter from Mr. Mobbs - Re: Snow removal -
fixed amount for miles plowed - $271 per mile - 4 equal payments.

PRIVELEGE OF THE FLOOR
1. Marnie Kirchgessner - Report for Enfield Community Council.
1. Enfield News Letter will go out September 20th if any of
the politicians and potential politicians would like to
put something in the newsletter.
2. Harvest Festival to be held on October 5th - Audition for
® amateur night to be held on September 26th for ages 8 - 18.
3. Would like an article on reapportionment for the news letter.
4. Fall program begins the week of October 7th.
5. PTO negotiating for after school program - ECC willing to give
it to them.

® Mr. Roger Laue questioned when the ECC would have the dock removed -
Issue with health dept. not solved yet - need fire company assistance..
2. Dennis Hubbell questioned if any information on funding for fire
hall come through yet. Shirley Egan, Town Attorney, sent memo to
Supervisor Roger Hubbell - Town cannot build fire house - can town
hall -- Could with fire district.
There is a case where village owned fire hall - Municipally owned
and had incorporated fire company.
Fire company cannot get municipal rate.
Dennis Hubbell stated if funded by fire company monthly payments
on $439,000 would be $3,416 for 30 years, and is open for
suggestions. Shell and complete apparatus room would cost $250,000.
David Bock questioned what figures were we discussing before on
remodeling and adding a couple of.b3ys - Dennis Hubbell stated
$100,000 - suggested to architect on renovation now - architect
2/3 of cost.
David Bock - addition would have to be out back - new building to
house extra trucks and need room for expansion.
• Dennis Hubbell - feels that would not save anything - department
would have 2 seperate stations and split membership - morale problems.
David Bock questioned building fund balance for down payment-
Bob Stage stated approximately $8,000 in town monies.
Dennis Hubbell - carnival fund paid for storage building.
Dennis Hubbell - if possible would like to see a new building -
heights of door the biggest problem - if renovated there would be
no room for expansion later - would be money down the creek.
Larry Saulsgiver - last study revamping old station $165,000 for
building work - new septic and water system needed - revamping
could be done $300,000 just for revamping.
3. Representative .Tim Mason of District 15 - introduced himself -
Effective January 1986 the district expands to Enfield - declared
himself as candidate and wants to get feelings on concerns of the
town.

4. Larry Saulsgiver presented 1986 proposed budget for the fire company.
S% base figure used, over last year. This year the same except for a
few exceptions with insurance and vehicles the biggest increase.
David Bock questioned if there was an OCIA inspection expected - would
not pass if they did inspect.
James Mason. states there is a concern around the state - strict on
protective gear - municipality liable if someone. gets hurt.
Dennis Hubbell reports there are only 4 breathing apparatuses in
good shape. Letter in mail today - trying to make law must wear
self-contained breathing apparatus to go into buildings.
David Bock questions about last years budget on fire prevention and
fire investigation as to whats been done with it.
Larry Saulsgiver reported that smoke detectors were sold at the
carnival - 60 sold at 1/2 cost. _
Fire Investigation - Equipment and tools for fire investigation
team were purchased - camera most expensive.
David Bock suggested smoke detector sales at other than the carnival
like possibly at the Harvest Festival.
Larry Saulsgiver - Financing of building - if indeed proceed with
monthly payment as stated - new building would delete several items
in budget - budget would double present tax rate.
Jack Hubbell - House numbering - Town of Danby Community Council -
numbers given to town clerk and donations asked. House numbers
should be visible from the road. Jack showed the board the letter
that is sent to the people in Enfield giving the new numbers.
Trumansburg goes by box number not house number.
DAN WINCH REPORT
1. Mr. Winch gave some more background on Mr. Jim Mason -
-Chairman of Public Safety and Corrections committee
-Chairman of special jail construction committee
-Member of Budget and Administration committee
Jim Mason stated Fire Coordinator Jack Miller asked for
additional funding for county team in budget - 10 members-
groups of 2 - camera for each team - reimbursed mileage if
requested by fire dispatcher.
Mr. Winch also .reports that they have received the budgets -
times being set up to review and hope there is throw away
items - much time to be spent on reviewing.

HIGHWAY SUPERINTENDENT REPORT
Carlton Thall reports that the cinder spreader need to be replaced -
autocar being repaired - wants to put in untested rear end in - $1,500,
truck for spreader is okay.
Roger Laue questioned if he has any lines on used one.
Larry Stilwell stated no used one worth anything should start looking
for new one.
Carlton Thall - Seneca Supply probably best place to purchase.
$12,000 for machinery replacement in budget.
David Bock - have prices at next meeting - under $5,000 no bidding process-
over $5,000 need to get specs. , etc. for bids - should get going before.
winter.
Roger Laue questioned hoe work schedule is going - Harvey Hill Rd. one
more coat to be done. Mr. Laue also questioned on where to use the
remainder of the #1 stone that is left over. Carlton stated up by
David Bock's and on Enfield 'Center Rd. .
David Bock questioned about shoulder 'cutting - Carlton reports that
Townline Rd. to Black Oak Rd. not done and VanDorn Rd. not done.
• -'David Bock stated Porter Hill Rd. not done in a long time - Carlton
stated that Woodard Rd. was hand patched last week.
Roger Laue asked if the mower had been used - Carlton reports that
they just got it going.
Carlton also reports that everything has been mowed once this year.
Jeff Brainard states that on Tucker Rd. near Jean Sloan's that the
water from the pig farm is running down the road as there is no room
in the ditches. Carlton stated he would try to ditch there.
Jeff Brainard also reports the pipe needs repairing - bolt up -
Carlton to see the county about it tomorrow.
Jeff Brainard states it seems like wasing money to put oil on the

David Bock feels May-June best time to be oiled - can be done before
school'`s -out shoulld be primary objective another year.

OLD BUSINESS
1. Larry Stilwell - change door to town hall to open out. - Small
entranceway for protection needed.
2. Roger Laue - Re: Primary - Jim Bailey will be available.
Dennis Hubbell - they will level with stone for now for the
fire hill entrance temporarily.
Roger Hubbell - need flag for extra district - needs to be
displayed outside of every polling place.
Roger Hubbell - bill for voting machines needs $4,000 transfer
from A1190.4 Contingency Fund to A1450.2 Election Equipment.
David Bock made the motion to transfer the funds. Mr. Larry
Stilwell seconded the Motion. Motion carried.
Roger Hubbell - NYS Electric & Gas Co. bill of $397.41 to be
added to General Fund audit. Mr. Larry Stilwell made the motion
to add. the NYS Electric & Gas bill to the General Fund. Mr.
David Bock seconded the motion. Motion carried.
3. Roger Hubbell received letter from Mr. Brown of the SPCA reference
the current dog control contract. Mr. Bock feels basic service
,proposal with 2 additions pretty good package - $3,000 reasonable
figure.
Roger Hubbell - Meeting on September 17th with supervisors and
town clerks to be held at Groton with dog issue as one of the topics.
4. Roger Hubbell advised that the truck and roller both gone and money
has been received.
5. Roger Laue - Re: letter from health department - Carpenter -
removal of septic waste near gravel pit. Gravel bank not in Enfield.
6. David Bock - Discussion on Fire Protection District - more compelling
reasons now because of the new building - especially for bonding
purposes.
Referendum question - mutual agreement - public should be included.
- - - --- -own not legally entitled to build fire hall.
Shirley Egan - Public hearing only choice for views.
David Bock - Bodding Authority for bonding- issue can be public.
referendum in fire district. Fire district procedure - commissioners
set budget and submit to town - General budgeting under regulations.
Mr. Bock feels worth considering for both reasons. Fire company
for financial arrangements and public can have input on issue.
Mr. Bock questioned financing in general - how can lending agency
only go on 1 year committment. Mr. Bock feels that in the .long run
the fire district is the best way.

Roger Hubbell - Federal grants available for fire districts -
districts eligible to apply.
Dennis Hubbell - Fire company for district - membership voted to
go district, question was how to split things and fees last time.
Larry Saulsgiver feels they messed up by not going to district.
David Bock - allocation of equipment bogged down issue.
Mr. Bock also feels they could have set down and talked and come
to any agreement - Fire company wanted to wait until district
was formed and deal with the commissioners.
Shirley Egan - Commissioners same contract procedures as with
the town board.
Replace building, adding equipment, etc. in future - question
as to who cwns and how to transfer.
Jeff Brainard states they did not have a good working relationship
at that time and there was ,a lot of apprehension. Need mutual
working relationship not shoved down throat, there was question
as to where their going.
Shirley Egan feels they should put aside recognition factors and
work for the community.
David Bock - What best serves public interest - public interest to
do least expensive.
-Bonding more favorable
-Project of this magnitude should be with public input
-District - public vote on bonding issue
-would build public. trust
Mr. Bock would like indication if we are going to go in that
direction.
Larry Saulsgiver would like to see something concrete from this
discussion and like to know where they stand and what direction
are we looking.
Dennis Hubbell - working with building committee - would hate to
have it go down the drain - if go to district and hash over another
3 years or more - go fire district just to put off.
David Bock feels district better way to go about the project -
with the .amount of work and information would like to see issues
decided by the public as soon as possible.
Dennis Hubbell - hate to start over again with fire commissioners.

• David Bock - states much more money now then when first talked about.
Also wants public to have more say.
Dennis Hubbell - doesn't want what already done to be lost.
Larry Saulsgiver - in favor of going fire district and go through
process again.
Dennis Hubbell - will ask again at general meeting of fire company.
David Bock - intention to try to get public hearing set up - possibly
at October meeting.
Shirley Egan - district has financial advantages.
pack Hubbell - feels must convince public.
David Bock - research and continue discussion.
Jim Mason - fire company can maintain identity with fire commissioners-
function independently with fire commissioners.
NEW BUSINESS
1. David Bock - Preparing preliminary budget - money should be
set aside for flag poles.
-Possible purchase of tractor and belly mover - state contract-
no need to push now - consider for funds in the budget.
Carlton Thall to bring in proposals for machinery updating - priority
list.
-List of all pressing needs with ballpark estimates.
