MINUTES OF PREVIOUS MEETING Mr. Roger Laue made a motion to accept the minutes as presented. Mr. Larry Stilwell seconded the motion. Motion carried. COMMUNICATIONS AND NOTICES 1. Letter from the treasurer of the SPCA. 2. Automatic Voting Machine Co. - Confirming order. 3. Notice - complete application - permit to Ralph Carpenter. 4. NYS Board of Equalization and Assessment - Re: Franchise assessments. MONTHLY SUPERVISORS REPORT General Fund Receipts 21,768.56 Disbursements 23,866.69 Balance 64,857.97 Highway Fund Receipts 16,332.89 Disbursements 14,340.54 Balance 112,855.53 PRIVE.EGE OF THE FLOOR 1. Ron Kerfoot - questioned status of the takeover of Eddy's road. Mr. Roger Laue stated that the guidelines and specifications were to be met by Mr. Eddy before the town could take over the road. It is now up to Mr. Eddy to get the road up to specifications. 2. Debra Feniello - Re: school bus travel on Enfield Center Rd. Debra Feniello had a map and letter with names and locations of all school children residing on that section of road. Debra will go to who ever she needs to try and get something done. She would also like the town to send a written letter to Mr. Curry with a promise to maintain the road in the winter so the bus can travel the road. Page Two 3. Denny Hubbell - fire company had a meeting with the architect - next step should be to see if money is going to be available before going any further. Least expensive building is $439,332.00 which suits needs. Price is good until the 'end 'of the year - after that they will have to start all over again. Original plan in 1982 was for $500;000 with twice the area. Mr. Larry Stilwell questioned if attorney Shirley Egan had got back on the referendum. 2 referendums - Mandatory or Permissive. Mr. Roger Hubbell stated she was researching. Mr. Roger Hubbell also stated that 5% of public taxpayers to sign petitions for permissive referendum, and that referendum vote can be" held at any time. Mr. Roger Hubbell states we should look at how to acquire funds and how to finance the project and the possibility of grants". Mr. Dan Winch suggested that many legal questions need to be answered before going any further. Denny Hubbell stated they need •to got going before $2,000 already spent is lost. Mr. Larry Stilwell asked 'Denny to contact FHA with figure to come up with a payment schedule. Denny replied he would get figures. Mr. Roger Hubbell to contact attorney to research bonding, etc. Mr. Roger Laue suggested getting members of the board and fire company with both attorneys together for a meeting. Marnie Kirchgessner suggested if the taxpayers are footing the bill they should have a say in 'how to use it. Denny Hubbell - must do study over to include more room for public use as community building. Jack Hubbell - have to push town attorney to get something done - already cost town for research •on fire district. Mr. Roger Hubbell 'to contact her the first part •of the week. Mr. Roger Laue and Mr. Larry Stilwell to coontact her also. 4. NIarnie Kirchgessner - 1. asked members of the town board and fire "company •to meet with health dept. and community council reference the pond - certification must be changed before next year - due to no overflow. 2. 'Compensation issue - re: taxes. Kids enjoy work and income - to keep program up - possible fund raiser to get pond up to specifications. Page Three DAN WINCH REPORT l: Jail 'Committee - meeting with MRB group review with public on plans for Jail design for less personnel to keep it running. Mr. Winch feels all matters answered well - dorms use for overcrowding: I. Budgets being received - committees will be busy. 3. Health department reorginazation - maintain decent program from Commissioner of Health to Public Health Director - 1%2 time medical director will be cheaper to pay 'salary: 4. Proposal of It tax on rooms for tourism. Mr. Roger Hubbell stated initial reaction not favorable by proprietors: 5. Mr. Winch spoke on concern of environment - 'taking care of garbage going to be costly in the future - would like to see Caswell Rd. site closed due to serious problems. Mr. Robert Scofield seconded the motion. Motion carried. OLD .BUSINESS 1. Roller and truck to go next week. - Mr. Thall states the guard rails were garbage. 2. Highway Superintendant Report 2 days cutting shoulders - 2 rain days. 3. Flagmen and signs to be used so town not liable in case of accident. 4. Mri, Larry Stilwell questioned if the men were using their vests. Denny Hubbell questioned about the lookers that were supposed to be purchsed for the men. Mr. Winch to check into getting some. 5. Roger 'Laue - Ann Rider to attend voting machine school - starting tomorrow in Jamestown. Voting machines have been shipped - adjustment made and handicap feature added at not cost as machine is different from the ones we already have. Question raised if Jim Bailey .is going to be available this fall for custodian. 6. Checks turned in now for extension of cable on Enfield Center Rd.- Haefele will be proceeding. Mr. .Roger Hubbell stated that Mr. Haefele will be looking Into doing more extensions. 258 signed up now as of July 5th. 7. Mr. Roger .Lane questioned if any further action need to be taken on the bus for Enfield Center Rd. - Letter to transportation to maintain road. Request county to raise limit on bridge. Page Five 8. Mr. Roger Laue questioned if the Dog Control Law is in effect. Stated that it is. 9. Mr. Roger Laue questionlDenny Hubbell on the new fire truck - Denny stated chassis to come in next week - estimate about January $72,000. Denny also .reports that problem with buying used engine due to door heights. NEW BUSINESS 1. Mr. Roger Laue has leaflet on Seminars for Fire Officers, municipal officers, etc., reference Liability and insurance •protection - September 15th in Cortland - $15 registration fee - 1 day session for those interested. 2.
