The Regular Meeting of the Enfield Town Board was held
on the above date with all members present.
MINUTES OF PREVIOUS MEETING
Amend amount of gravel to 400 yards.
Amend Town is responsible for deck of bridge.
Amended audits - Delete Ithaca Agway for $60.14 and delete
Cole Muffler for 22.13.
Mr. Larry Stilwell made a motion to amend the previous minutes
to reflect the above changes. Mr. Roger Laue seconded the
motion. Motion Carried.
Supervisor Hubbell asked to have the May minutes to change
the audit for Fix-It Man to $104.25 from $105.25.
Mr. Larry Stilwell made a motion to have the minutes reflect
the change. Mr. David Bock seconded the motion. Motion carried.

1. Voting Machine Service Co. - new voting machine for $2,895
delivered. Same machine as previously purchased with 5 year
warranty. Automatic Voting Machines Co. has reconditioned
machines at $1,800 with a 5 year warranty. New computerized
machines also available.
2. SPCA Report for June 1985.
3. Equalization & Assessment - residential ratio 74.60.
4. NYS Dept. of State - local enforcement of building codes
effective July 1, 1985 must comply with minimun standards.
5. John Miller - Fire Coordinator - ref: Grant for County Emergency
Dispatching Center - $150,000.
PRIVELEGE OF THE FLOOR
Marnie Kirchgessner reports that there are approx. 100 kids
enrolled in the Summer Youth Program. 5 samples needed for
the swim program before permit to be issued.
Work gloves will be needed by Monday for project.

Marnie also reports that enrollment seems higher than last year and
that there are 8 kids being paid through the summer program.
DAN WINCH. REPORT
Reference to Enfield Center Rd. bridge - Mr. Winch contacted
Bill Mobbs who states superstructure is okay - deck is towns
responsibility. Letter from Senior Civil Engineer Jeff Paddock
to Bill Mobbs reference reassigning limit of tonnage to 15 ton.
Busses will not use because they must turn into the second lane
at the intersection and because of the steep hill.
Mr. David Bock states that the parents of the children will have
to go to the school district to get busses down there. There is
no sense changing rating if no busses will go down there.

PUBLIC HEARING -• DOG CONTROL LAW
Persons attending the Public Hearing were Donna Laue,
Marnie Kirchgessner, Etta Gray, Sue Thompson, Jack Hubbell,
Mary Tutton, Caroline Bingham, Raymond Jordan, Eva Krayniak,
Jean Owens, Glen Griffin, Christie Sepos, Kathryn and Daniel
Griswold.
Christie Sepos - agrees with law.
Jean Owens - addresses and speaks to all problems:.
Caroline Bingham believes that the dog ordinance in imposing on
constitutional rights. Mrs. Bingham addressed several sections of
the law, such as Dogs barking - people talk to each other. Damage
to property - tell dogs where to go to the bathroom. Mrs. Bingham
feels we are giving park police and dog control officer a lot of
power. Minors cannot own dogs. Violations and Penalties - whose
going to enforce it? She also feels that the trailer park is not
the towns responsibility and that the owners of the park and town
should get together to resolve. Agriculture Law dogs in stock on
your property you can shoot. Mrs. Bingham feels we need 'to have
horse, kid, cat and motorcycle ordinances if we have this dog law.
Christie Sepos - Vandemarks cannot enforce town iaw.
Eva Kraniak - passionately in favor of dog control law.
Mary Tutton - can't shoot dogs within 500' of dwelling - she has
no dogs of her own but has everybody elses.
Marnie Kirchgessner in favor of law, but not to shoot pets.
Kathryn Griswold - In favor of law as she has a small child and if
she is playing in the yard she does not want someones dog coming in
and hurting the child.
David Bock - fines remain in town with this law.
Caroline Bingham - if we go this far - everyone need to pay higher
taxes - not raise dog fee - who will pay to enforce this law. Mrs.
Bingham also feels it is part of life to live to be bit by dogs -
• going to lose freedom in country.

Eva Kraniak - her grandchildren cannot walk to her house 1/2 mile
away because of dogs.
Mary Tutton - All other towns have law except us - SPCA cannot do
anything without law. Justic_+ cannot enforce without law.
David Bock - SPCA limited only under Agriculture and Markets Law -
cannot bring charges. Without cooperation of owner - nothing can
be done without the law. Town-wide problem not just the trailer
park.
Eva Krainiak - had relatives biked from Cleveland and the only problem
they had with dogs was in Enfield.
Mary Tutton - a salesman told her that the only problem with the
Enfield area is dogs.
Caroline Bingham - doesn't think ordinance will solve the problem -
everyone should pay equally.
Kathryn Griswaid has dog and does not want others to come to attack
their dog.
Caroline Bingham - feels not responsibility of the town but should
be the owners responsibility.
Marnie Kirchgessner - people opposed to a leash law.
David Bock - we need law to charge people under.
Caroline Bingham - feels law infringes on constitutional rights -
will see in future.
8:30PM - Public Hearing closed.
The Regular Meeting of the Enfield Town board was reopened.
Dan Winch - every proposal on Rte. 96 not approved. Roger Hubbell -
decision by state within the year.
Roger Laue - What influence if all of the west side got together?
Dan Winch - everyone effected by proposal because of Tompkins Community
Hospital.

OLD BUSINESS
1. Discussion held on purchase of voting machines - will need
transfer of contingency fund to election equipment.
Mr. Roger Laue made a motion to purchse 2 reconditioned voting machines
at $1,800 each without Handicap feature - non-printer style.
Mr. Robert Scofield seconded the motion. Motion carried.
2. Bids on truck and roller - Tioga County offered $1,500 for the
roller. Mr. Fletcher offered $300 for the truck, Mr. David Bock
feels we should take their offers. Mr. Thall to call them tomorrow
and advise them.
3. Mr. David Bock questioned if anything from Shirley Egan yet on
Advisory Referendum.
4. Too late for referendum to get on ballot for term changes.
5. Mr. Carlton Thall advised they are cutting shoulders on Rothermich
Rd. Mr. Roger Laue questioned if there are enough funds available
for gravel. Mr. David Bock qeustioned if there is enough gravel on
hand for immediate need.
6. Mr. Roger Laue questioned if guard rails are needed on roads that
i are being ditched. Mr. David Bock suggested to survey the town and
see what's needed and have the figures at the next meeting.

7. Dog Ordinance Law -
Roger Hubbell - our law very leanient compared to other towns.
Law can now be enforced by SPCA.
Roger Laue - Allows avenue to follow if there is a problem.
David Bock - No way in past to address problem - law only changes
recourse for grieved parties.
Mr. David Bock moved to adopt Local Law #1 of 1585 as proposed.
Mr. Larry Stilwell seconded the motion. Motion carried unanimously.
8. Mr. David Bock questioned possible town action on junk yard
ordinance. Mr. Roger Hubbell read Sec. 136 of the General Municipal
Law covering junk vehicles. Mr. David Bock feels the town does
not need to take further action as General Municipal Law take care
of it.
9. Discussion held on cemetaries upkeep and equipment. Clyde Hall
and Allen Hubbell doing Rolfe and Presbyterian Cemetaries.
Roger Hubbell to check on new mower.
NEW BUSINESS
1. Carlton Thall went to Highway School - liability insurance on
roads being dropped other areas.
2. Assessment Review Board - only Doug Willis and John & Dorothy
Lynch came. Mr. Roger Laue states $31,445,000 Total Assessment.
3. Roger Hubbell spoke with Alfred Eddy who thinks town should
take over road as is - advised it must meet specifications first.
4. Mr. David Bock feels the town board should send a letter of thanks
to Jim Stark for taking the board in the parade.
5. Mr. David Bock would like the town board to add to the agenda a
regular report from the highway superintendent.
6. Mr. Roger Laue questioned about the use of Men Working signs of
road work ahead - Mr. Carlton Thall stated the men negligent in using
them.
7. Dan Winch stated that the county is selling used guard rails.
Carlton Thall to check for usable rails.
8. Mr. Roger Laue questions when they would be starting work on
Aiken Rd. . Mr. Carlton Thall stated within the next two weeks.
Mr. Roger Laue made a motion that the meeting be adjourned.
Mr. David Bock seconded the Motion. Motion carried.
