November 7, 1984
The Public Hearing on Federal Revenue Sharing was called
to order at 7:30 PM. $13,700 in revenue anticipated - used
for highway road improvements. No discussion followed.
The Public Hearing on the Preliminary Budget was called
to order at 7:36 PM. Total appropriations - $423,980.25.
Received from taxes $257,912.25. 7.7% increase in taxes. Sales
tax received reduces town tax rate. $12,000` in equipment
replacement fund. CHIPS money received will be the same as
last year, which has to be spent within two years of receipt.
Public Hearings closed at 7:44 PM.
The regular meeting of the Enfield Town Board was called to
order with all member: present.
Mr. Roger Laue moved to accept the minutes of the previous
meeting as submitted. Mr. Larry Stilwell seconded the motion.
Motion carried.

- Aid programs sending more money
- PICK program working well
- $3 million property tax in whole county
- Services not to be cut
Equipment budget is ok
- Hospital still negotiating
January 1st Tomtram to start - $1 fare - possibly
Ulysses bus to stop at Rte. 79 - designed for
commuting workers - if you don't use it, you lose it.
They are working on logical routes.
Nothing on jail project yet.

PRIVELEGE OF THE FLOOR
Marnie Kirchgessner asked board to pass a resolution to
authorize project application for state funds for Cumnunity
Youth Program.
Charlie Sheffield questioned about cable television.
Mr. Lee Haefele sent out letters for town. Corning and Dundee
only replies and they are not interested. They had 10 days to
reply and that was up on November 7th. Project moving along
quite well - possibly finalized by the first of the year. Prospects
looking well right now.

1. Resignation of Justice Merton Inman
2. Ed Hughes - salary increase to $1,500 per year.
3. Board of Representatives - needs resume for representative-
presently Tommy Brown.
4. Letter from Bonnie Howell, Tompkins County Hospital
Administrator reference DOT's 96 bypass proposal which
she is against.
5. Tompkins County Municipal Officers Meeting to be held on
November 28, 1984 at 6:30 PM at the Valley House - reply
by November 23rd.

UNFINISHED BUSINESS
1. Cable TV Franchise - Mr. Larry Stilwell made the motion to
enter into a franchise with Haefele TV, Inc. . Mr. Robert Scofield
seconded the motion. Motion carried. Resolution as follows':
WHEREAS the Town Board of the Town of Enfield has been
considering the granting of a cable television franchise, and
WHEREAS the Town of Enfield has, after deliberation, decided
that cable television is a desirable service for the residents of
the Community, and
WHEREAS Haefele TV, Inc. has made application to the Town of
Enfield with a request that the r'unicipal.ity seek permission from
the New York State Commission on :able Television to follow the
Alternative Franchise Procedure, and.
WHEREAS Haefele TV, Inc. has proposed to make service available
to the residents of the Community within 90 days of receipt of final
operating authority and has agreed to post a construction bond to
insure such performance.
NOW THEREFORE, be it resolved that the Town of Enfield petition
the New York State Commission on Cable Telwision for permission to
follow the Alternative Franchising Procedure with the intent of awarding
a franchise to Haefele TV, Inc.
2. Appointment of Town Justice to replace resigning Merton Iiiman.
Mr. Roger Laue read letter received from the Republican Committee -
Betty Howard nominating .lake Smithers to the position.
Discussion held with Mr. Smithers. lair. Roger Laue moved to appoint
Mr. Jake Smithers to replace Merton Inman's unexpired term to be
effective December 1, 1984. Mr. David Bock seconded the motion.
Motion Carried.
3. SPCA proposed 1985 Dog Contract discussed with. Mr. Jim
Anasiewisz, director of the SPCA. Town can contract for one year
and can cancel within 30 days.
4. Polling Place - Mr. David Bock stated that there is not enough
room in the present place, and that a bigger place is needed before
next year. Would like to see the place to accommidate both districts
as the women would like to stay together. School and fire house
suggested as options. Election District will change next year.
5. Mr. David Bock moved to include the NYS Electric & Gas bill of
$303.70 in the General Fund bills. Mr. Robert Scofield seconded the
mot-ton. Motion carried.
NEW BUSINESS
1. Mr. David Bock moved to authorize :a resolution for the Project
Application for state funds for Community Youth Programs. Mr. Larry
Stilwell seconded the motion. Motion carried.
2. Mr. Roger Laue moved to appoint Tommy Brown to the Planning Board.
Mr. David Bock seconded the motion. Motion carried.
3. Budget adoption - Personal Services - Ed Hughes salary to '$1,500.100.
Dog 'Control - $4,428.00 - Revenue :to stay same.
Total $104,8'23 - revenue up $42.8.00.
Highway - Equipment Reserve Fund - $12,'000 put in high interest account.
Fire Protection - Mr. Roger Hubbell stated that he has bad kao reply from
the comptroller''-s office yet. '$54,470 requested - $44,00 in contract
for expenses and truck replacement fund.
Jeff Brainard stated fire compaay will not contract for $44,470
on advise of state comptroller and legal council.
Mr. Roger_ Laue moved to adopt preliminary budget as amended for 1985:
Mr. Robert Scofield seconded the motion. Motion carried.
4. ;Discussion held on health insurance coverage for retirees:
Board needs to adopt town policy about health coverage: Board
feels no coverage to elected officials only -full time retired
employees, with over 10 years service.
The following resolution was offered by Mr: David Bock,
who moved its adoption, seconded by Mr. Roger Laue.
The Enfield Town Board adopted a policy on health insurance
eligibility as follows:
1. Only full time employees eligible for participation in
health insurance program.
2. Employees who retire from town service with minimum of
10 years full time employment shall be eligible to continue coverage
during retirement.
5. Someone needed to do the douse enumeration - Iradel road is
not completed yet. Mr. Denny Hubbell suggested that someone in
the fire company be eked to do it as the fire company needs
to know where numbered locations are.
6. Veteran'"s exemption discussed. Mr: David Bock proposed the
following Local Law # - 1.484 - policy on veteran's exemption:
A local law not to have the exemption of section 458-a of the
Real Property 'Tax .Law apply to the 'Town of Enfield.
SECTION I - Pursuant 'to the authority of subdivision 4 of
section 458-a of the Real Property 'Tax Law, the Town of Enfield
elects not to have the exemption of such section 459-a apply to
the town.
:SECTION it - 'This local law shall take effect immediately
upon filing in the office of the Setrearty of State.
Mr. Stilwell setondeed. Motion carried. Public Hearing to be set
up at next meeting,
