The Public Hearing on Local Law #1 of 1984 - Town of Enfield
Uniform Fire Prevention and Building Code Administration and Enforce-
ment was called to order at 7:30 PM.
Jeff Brainard 'questioned circumstances under which permit will
be required. Ed Hughes responded that the law does not apply to general
maintenance or replacement, or to any farm buildings; other construction
would require permit and subsequent inspections.
Hearing closed at 7:45 PM.
The regular meeting of the Enfield Town Board was called to order
with all members present.
1. Minutes of the previous meeting as submitted by the Town Clerk
were amended as follows.
• -Delete $31.00 payment to Fingerlakes Cooperative Insurance.
-Add $149.31 for NYS Electric & Gas Corp.
• -New Business - delete "Board to take action first of year."
-New Business - Paragraph #4 - delete mentioii of names of roads,.
-Communications & Notices - delete "not".
Mr. Stilwell made a motion to approve the minutes with the above amendments.
Mr. Scofield seconded the motion. Motion carried.
2. PRIVELEGE OF THE FLOOR
-Lee Haefele presented cable TV proposed franchise. Town will refer
to Atty. Shirley Egan. Discussion followed. Q. Does municipal law
require public hearing to award franchise? Mr. Haefele would like adoption
to take place at the November meeting.
3. COMMUNICATIONS AND NOTICES
-Rabies clinic to be held October 24, 1984.
-.Advisory,, equilization rate - 1983--$98.13 - 1984 - $98.55
-Town and County Aid payment estimate - $307.00.
-Town has 17 properties with Veteran's Exemptions (avg. $36,600) ,
could rise if town accepts new state guidelines.
-Fire department proposes contract totaling $54,470 for 198.5 (up
from $36,400)

• 4. REPORT FROM JAMES RAY
-asks comments on county budget problem, specifically optional services
such as Gadabout, OAR, Suicide Prevention, etci could be cut. No concensus
on specific cuts.
-is town interested in gaining TOMTRAM service at high local expense?
($30,000/yr subsidy plus $1.50 rate per ride) . Consensus was that sufficient
ridership unlikely.
-Q. re: SPCA contract with individual towns on a fixed fee schedule
basis. County has decided not to be involved in dog control. SPCA's request
from Enfield is double the previous contract. Town to request SPCA director
come to next meeting.

seconded the motion. Motion carries.

6. UNFINISED BUSINESS
-Mr. Bock made a motion to adopt Local Law #1 of 1984 -
Town of Enfield Uniform Fire Prevention and Building Code Administration
and Enforcement. Mr. Scofield seconded the motion. Motion carried.
-Historian has ordered flag.
-Re: Election Day - discussion of rearrangement of room to allow
two election districts. Mr. Laue to talk to election inspectors:
-Thall to get old roller cleaned up for sale.
-Sold old pickup truck for $326.00.
-No one has expressed interest in Justice of the Peace position;
chairpersons of political parties to be contacted.
-Emergency Response Authorization
Whereas in the event of flood, fire, natural disaster, etc. , it may
be necessary for the emergency use of town equipment and personnel to
protect citizens and property with the town.
Whereas the Enfield Town Highway Superintendent may receive a request
from a local police officer, public safety office, fire chief of volunteer
fire department, or other public official for equipment and. personnel.
Be it resolved that the Enfield Town Board authorizes the highway
superintendent to use such equipment and personnel, to the extent he deems
necessary, to protect citizens and property of the town when properly
requested by local official, etc. who acting in the best interest of the
town to minimize damage and effects of such emergency.
Mr. Laue proposed the adoption of the above resolution. Mr. Stilwell
seconded the motion. Motion carried_.

7. NEW BUSINESS
-Firemens Contract: Committee meeting scheduled for October 17, 1984
to discuss fire company proposal - 7:30 PM at the fire house.
-Veterans Exemption: Town must take action in order to piz�serve right
to control exemptions later on. If no action, full exemption is automatic.
Town to hold public hearing at December meeting after deciding what local
law to propose. Four choices exist:
1. Adopt full exemptions
2. Adopt lower exemptions (75% of maximum)
3. Adopt lowest allowable exemptions (50% of maximum)
4. declare no exemptions.
-Resolution transfer from contingency account to A1420.4 $243.19 and
to A3310.2 $158.93.
Mr. Bock made a motion to adopt the above resolution. Mr. Scofield seconded
the motion. Motion carried.
-Budget Review: Supervisor presented tentative budget; included were
increases in payroll as follows:
4 Councilpersons $630 to $660 each
Justice of the Peace $3780 to $3875
• Supervisor, $3675 to $3875
Town Clerk $4725 to $4875
Highway Superintendent $17,325 to $17,805
Deputy Highway Superintendent $7.05 per hr. to $7.50
Machine Equipment Operator 6.55 per hr. to 7.00
Part-time stay at $5.50
Dog control allocation 3,000 to 4,000
Allocate $12,000 as downpayment on possible machinery purchase
Mr. Bock made a motion to adopt the preliminary budget. Mr. Stilwell seconded
the motion. Motion carried.
Public Hearing on Budget and Federal Revenue Sharing to be set for November 7,
1984 at 7:30 PM. Mr. Stilwell made a motion to have the public hearings on the
above date. Mr. Scofield seconded the motion. Motion carried.
