Rockefeller Governor of .New York State Executive Chambers _ Albany, New York Sir: At its regular February meeting, the Enfield Town Board, County of Tompkins, adopted the following resolution regarding State avid under the Donovan Plan: The Enfield Town Board has developed a project plan, made application and received , approval for participation in the Town Highway Improvement Plan for 1972. The necessary Town funds have been appropriated and raised. by taxes to share the cost with anticipated State aid revenues. Without State aid this project will not be completed as planned and with the precedent of cuts in aid in ;the first year of the Donovan Plan is likely to influence our Town highway improvement Flans for the next ten years. The experience with cuts in State aid for Highway Traffic and Transportation in 1971 without prior notice of any kind, prompts us to urge concerned State officials to give their most.serious consideration in the funding of the Donavan Plan ,for this and Doming years. This program is of modest cost in comparison to many public works projects in the State and is of benefit to large numbers of rural and suburban people throughout the State. This type of ongoing program, oriented toward local service roads also seems particularly important at a time when the President and Secretary of Agriculture have combined their efforts to implement other major programs of rural development.
