RE: 2008 CLAIMING FOR FUNDS
am sending a copy of the approved 2008 contract between the Town of Enfield and
Tompkins County for County Youth Service funds directly to Supervisor Frank
Podufalski for the Town files.
As in the past, you will prepare the claims on behalf of the Town (payments will be
made directly to the Town).
The Town of Enfield's total 2008 allocation of County Youth Service funds is not to
exceed $5,937.
2008 CLAIMING
To receive County Youth Service funds, your municipality must complete program
expenditure reports and county vouchers to be submitted to the Tompkins County
Youth Services Department.
• The County Youth Services Department provides claim forms. However, if your
agency has the same information we ask for in a different format (computer printout,
etc.) you may submit that instead of transferring the data onto our forms.
• Claims may be submitted either monthly or quarterly.
• Please refer to your contract for the reimbursement rate of your funds (i.e. 50%,
100%, 65%) or feel free to call me with questions.
Enclosed you will find a supply of updated claim forms and County Vouchers for 2008.
You may make copies of these forms as needed.

$2,362- Summer Camp, amount to be paid in a lump sum. An actual expense report must
be submitted by year-end.

AGREEMENT
AGREEMENT, made as of the first day of January, 2008, by and between the
COUNTY OF TOMPKINS, .a.municipal corporation of the State of New York with main
offices in the Tompkins County Courthouse at 125 E. Court Street, Ithaca, New York,
hereinafter referred to as "the County and TOWN OF ENFIELD, a municipal
corporation of the State of New York with offices at 168 Enfield Main Road, Ithaca, New
York, hereinafter referred to as "the Town
WITNESSETH:
WHEREAS, the parties hereto wish to enter into an agreement to participate in
the Tompkins County Youth Services Program,
NOW, THEREFORE, in consideration of the promises, covenants,. .and
agreements contained herein, the parties agree as follows:
1. The term of this agreement shall be from January 1 through December 31, 2008.
2. The Town agrees to provide the youth services as described in its program
proposals on file at the County Youth Services Department in accordance with
locally approved planning group guidelines.
3. Town agrees to designate and maintain an active youth planning group to perform
the functions outlined in the attached Tompkins County Youth Services Department ,
Accountability Checklist.
4. The Town agrees to provide the necessary record keeping and monitoring to comply
with the program reporting and claiming procedures of the County.
5. Claims for reimbursement for payments made by the Town may be submitted
monthly or quarterly. In any event the Town agrees to`submit all claims within 30
days after the end of the calendar year.
6. The Town also agrees to submit all program reports required within 30 days after
the end of the calendar year.
7. County's reimbursement to the Town will not exceed the sum of$5937.
■ Summer Camp - $2,362, this amount will be paid to the Town in one lump sum
once the contract is signed. Actual expense report due by year-end.
■ Municipal Jobs - $3,575, this amount will be reimbursed to the flown as 60116
reimbursement of properly documented, allowable expenditures.

8. It is understood that the Town will refund to the County any unused funds,that have .
been paid in advance if a:program does not operate or,report as planned.
9. It is understood between the parties that any persons hired or contracted with by the
Town are not employees of the County;
10.Tompkins County encourages the payment of livable wages whenever practical and
reasonable.
11.It is the responsibility of the municipality to execute any subcontracts with 'other
providers authorized in the Program Plan and Budget and to provide the Tompkins
County Youth Services Department with a copy.
12.No youth shall be denied access to any county-supported program because of race,,.
creed, color, gender,sexual orientation, national origin, disability, or ability,to pay:
13.The Town certifies to the County that the programs.and services to be provided and
described herein are accessible for: the handicapped in accordance with. the
provisions of Section 504 of the Federal 'Rehabilitation Act.of 1973.
14.The Town agrees that it will comply with federal, state, county and other applicable
laws regarding work under municipal contracts, matters of employment, length of
hours, Workers' Compensation and human rights, which pertain to this agreement
and the services to be provided.
15.If any claim, action, injury, death or damage to property or persons,arise as a result
from performance of the locally approved youth program covered by this contract,
the Town shall indemnify, hold harmless and defend `Tompkins County and its
officers, employees, agents and elected officials, with the exception of all actions
and claims arising out of the negligence of Tompkins County.

County Youth Service Funds, Municipal Jobs Funds and Contract
Listed below is your Town's eligibility for State and County funding for 2008.
Enclosed also are 3 copies of a contract for acceptance and use of these funds.
2008 Eligibility
State Aid for Recreation: $1,081
State Aid for Youth Services: $1,281'
Municipal Jobs Funds: $3,575
Total State and County Funds: $5,937
If you agree and understand the information recorded as accurate, please sign and
return all 3 copies of the contract by April 11, 2008 to Tompkins County Youth
Services Department, 320 West State Street, Ithaca, NY 14850.
Once we have received a signed contract, a packet on how to begin claiming for your
2008 funds will be forwarded to the appropriate person(s).
As in the past, there are several requirements your municipality must comply with in
order to receive County and State Funds. You must have an identified group whose
responsibility it is to assess your municipality's high priority youth needs. Each program
funded must submit a year end' report. Annual report forms will be sent directly to the
Enfield Community Council President. A minimum of 50% matching funds are
required for all funding categories, municipalities may match these funds with a variety
of resources.
Be sure to notice any vacancies your municipality may have on the County Youth
Services Board and/or your local Council. A full roster allows for better planning and
helps to assure duties are completed.

2008 State and County Funding
Municipality: TOWN OF ENFIELD
1. You are eligible to receive $1,081 in NYS Office for Children and Family Services
Recreation Funds and $1,281 in NYS Youth Service Funds. Recreation funds may be
used for youth service programs, but youth,service funds may not be applied to
recreation programs.
You have chosen to exchange your Office for Children and Family Service funds for an
equivalent number of County tax dollars. This allows for only one application, one
budget, and one contract, as well as prompt payment of claims by the County.
2. You are eligible to receive $3,575 in Municipal Jobs Funds.
3. Your municipality, as we understand, will allocate county and/or state funds to the
following programs. (Please correct any inaccuracies)
