Henry Hansteen called the meeting to order at 7:05 p.m. Henry Hansteen chaired the meeting and
Joe Dawson, Alternate, was asked to sit in as a substitute voting member of the Planning Board.
Henry Hansteen made a motion and seconded by Rich Teeter to accept the minutes of the February
6, 2019 meeting. Minutes passed unanimously.
Henry Hansteen introduced Pat Head who is submitting building permit for two apartment sites two-4
unit on Enfield Center Road (10.-1-5.29) and two-4 unit at 1795 Mecklenburg Road (9.-.1-12). The
Mecklenburg Road site has an existing well and septic system. Alan Teeter stated that this site would
have to be reviewed by the County Planning Department because of the location on a State Highway.
They have 30 days to comment on the site.
Beth McGee asked Pat Head if the apartments would be “affordable housing” he stated rent would be
competitively priced - in line with other apartments in the area of the same value. Pat Head stated
drawings submitted with the application were based on the apartments owned by John Rancich on
Mecklenburg Road.(1798-1804 Mecklenburg Road). He thought he would p robably change the plan
to concrete slab instead of a full basement.
The Tompkins County Health Department will need to approve both sites for the water and septic.
Alan Teeter will review the applications also. Both sites will need a Public Hearing through the
Planning Board.
Alan Teeter stated that the SEQR needed a Lead Agency. Henry Hansteen motioned and seconded
by Rich Teeter that the Planning Board be appointed as Lead Agency for the SEQR. Motion passed
unanimously.
Henry Hansteen directed the Planning Board through the Short Environmental Assessment Form Part
2 – SEQR application, for both of the above properties, which was submitted by Pat Head.
Rich Teeter motioned and seconded by Henry Hansteen to accept both applications as submitted.
Motion passed unanimously. A Public Hearing - Legal Ad notice will be published in the Ithaca
Journal on March 23, 2019 and on the Town of Enfield’s website – www.townofenfield.org for the
Public Hearing to be held April 3, 2019 at the Enfield Community Building.
Applications will be held in the Enfield Code Enforcement Office.
Henry Hansteen stated that Dan Walker would be attending the Town Board Meeting to discuss any
concerns, suggestions that the Planning Board had regarding the Comprehensive Plan. He
encouraged other members to attend.

Henry Hansteen asked Beth McGee about town property maintenance regulations.
Discussion regarding property maintenance included:
Town has an obligation to follow NYS laws regarding property maintenance and
regulations.
An inventory of property in Enfield needs to be obtained which contains: “Zombie” and
condemned property.
What is the policy for handling different types of property and does it help in better
handling a complaint about properties? This now involves State regulations.
Concern regarding the house located at the corner of Enfield Center and Enfield Main
Roads. The house involves asbestos which needs to be removed before the house can
be torn down. The owners are working on a solution for the problem. Could a “fund
raiser” be established to help the owners in the removal of the asbestos and house.
Perhaps a memorial park could be placed there so funds could be raised for the park
first which would include funds for removal of the house. Maybe the property could be
resold to the donors of the park.
Current regulations state they can not make the owners take the house down but can
regulate they make the house “safe” against hazards.
How imposing should the law be for the town regarding “Zombie” and abandoned
properties.
The Town wants to build up its tax base so that people would be attracted to live here
so property maintenance needs to be addressed.
Beth McGee asked current landlords who were in attendance at the meeting what requirements that
they abide to by to keep their property maintenance in good repair.
The landlord would have to be able to live there
Do their own inspections of apartments/homes/mobile homes often
Housing assistants – Section 8 inspects homes/apartments
State Laws – property maintenance
Enforcement is difficult through Code Enforcement
Concerned residents of the apartment/home can ask for inspection if there is a problem
Rental properties do not have to have insurance on the apartment/home
Town Board has little power to do anything regarding homes
3 or more units Enfield Code Enforcer inspects once every three years
Can’t inspect private homes unless requested by occupants
City and Town of Ithaca has strict regulations on maintenance of properties
A motion was made and seconded to adjourn the meeting. Meeting adjourned at 8:15 p.m.
