INSTRUCTIONS
REGISTRATION DAYS IN CITIES AND VILLAGES OF 5000 INHABITANTS OR MORE.
First Meeting,Fourth Friday before Election. Second Meeting,Fourth Saturday before Election.
Third Meeting, Third Friday before Election. Fourth Meeting, Third Saturday before Election.
REGISTRATION DAYS IN ALL OTHER DISTRICTS.
First Meeting,Fourth Saturday before Election. Second Meeting,Third Saturday before Election.
The board of inspectors of election shall also, if ordered so to do, meet on the second Saturday before the general election for the purpose of correcting the
registers by adding to or striking off the name of any person pursuant to an order of the court, justice or a judge thereof as provided in section three hundred
thirty-one of the Election Law.
Hours of registration,see section 153 Election Law.
No inspector shall on any day for registration be absent during the hours fixed for registering the names of electors.
IN DISTRICTS WHERE PERSONAL REGISTRATION IS NOT REQUIRED.
This new register of electors combines the old register, poll books, and enrollment books heretofore used,columns i to r8 inclusive are the only columns used
in non-personal districts.
Column r is for the registration number which should be filled in after the last day of registration,commencing with the first name on Page A, and ending with
the last name on Page Z,the numbers.being in numerical order.
Column 2 is for the enrollment number and should be filled in when the elector enrolls; if the elector enrolls at registration time each inspector places the
number in his register;if he enrolls at election time each Poll Clerk places the number in his book and the inspector designated to write the names and addresses
into the enrollment blanks places the number in the two other registers in his charge.
Columns 3 and 4 are for the names of electors registered and the names should be written in full and done in a plain legible hand, and the name of an elector
should be on the same relative line in each book.
Columns 5 and 6 are for the post office address of the elector; a voter living in a village where the streets are numbered should have his street number and
name of street entered against his name; if the person presenting the name does not have that information the inspector should require him to furnish it before
registering the elector. A person who lives in a country section should have the number of his R. F. D.route entered against his name;if it should be a Star Route
indicate in the R. F. D. No. column by placing the letters "S. R." in that column and indicate by number if any;the address should be plainly written.
Column No. 7 is to be filled in by the Commissioners of Elections after election is over;LEAVE IT BLANK.
Columns 8, 9, and io are to be used only at the Spring Primary for taking the poll of that election.
Columns Ir, 12, and 13 are to be used for Fall Primary for taking the poll of that election.
Column 14, 15, and 16 are to be used only at the General Ejection for taking the poll of that election.
Column 17 is for the date of the Registration of the Elector and should be filled in on the day the elector is registered.
Column 18 is for Remarks with regard to registration, if any.
The enrollment box is in the custody of the Chairman. DO NOT PLACE ANYTHING BUT THE BLANKS MARKED BY THE ELECTOR IN THE
ENROLLMENT BOX. YOU HAVE NO RIGHT TO UNLOCK THAT BOX AFTER IT HAS BEEN LOCKED ON THE FIRST- DAY OF
REGISTRATION.
Box containing enrollment blanks should be returned to Board of Elections within twenty-four hours after close of polls on election day.
ENTRIES UNDER HEAD OF REMARKS.
The words "to be challenged on election day" shall be placed opposite the names of persons registered if any voter shall make oath that he has reason to r
believe that any person on the register of voters will not be a qualified voter at the next election. 1
When the name of a person who has signed a challenge affidavit shall be registered,the inspectors shall enter in the clounm headed "Remarks" on the register ,)
opposite such name the word "affidavit," giving the consecutive number printed on such affidavit.
The fact that the statement filed with the inspectors by persons claiming to be persons mentioned and referred to in section one hundred and fifty-one
of the Election Law is attached to register shall be noted in the register opposite the name of the person so enrolled.
The inspectors are required to make a note upon the register of each instance in which an oath of illiteracy or physical disability is administered, and of the
cause or reason assigned.
Inspectors are to make a note upon the registers,*opposite the names of persons enrolled or striken off therefrom by order of court, justice or judge, of the
date of such order,and the court,justice or judge issuing it,and shall certify forthwith to the officer with whom the copy of such register is filed, the change or changes
made upon such register.
DUTIES AT CLOSE OF MEETINGS.
At the close of each meeting the inspectors shall fill out and sign the certificate contained in the last pages of this register,and shall also detach the challenge
affidavits signed by the persons challenged during the day and deliver them to the sheriff.
At the close of the last day of registration the inspectors shall file the book of unused challenge affidavits with the officer from whom it was received by the
inspectors.

REGISTER AT ELECTIONS.
The inspectors of election, at the opening of the polls of every election, shall have in their possession the register of voters of their district for such election.
No person shall vote at any election unless his name is on the register of voters of the district at which he is entitled to cast his ballot.
At the close of the canvass of the votes of any election,or within twenty-four hours thereafter,the two enrollment book copies of the register of voters used by
the inspectors and one poll book copy thereof shall be filed with the board of elections of the county in which the election district is located.
The remaining Poll Book Copy of the Register must be filed with the town or city clerk.
NOTE.-Boards of inspectors will find in the Election Law,and the amendments thereto,authority governing their acts as a board of registry, to which attention is directed for further
and more detailed instructions.
