Article 24 of the Education Law, section 652, provides that the trustee or board of trustees of every school district (except in cities) shall

Contract Districts
The school census is required in districts which contract with other districts to provide instruction for their children. Only through the school
census can evidence be supplied that all children of the district are receiving instruction as provided by law. In making contracts for instruction

Preserve this list of the children of your school district carefully. During the year add names of children who move into the district. Add
names of children born. Enter facts where children leave district or leave school as provided by enrolment regulations in register, page 1.
