PRESENT: Ann Chaffee, Henry Hansteen, Rich Teeter, Dan Walker
MEMBERS EXCUSED: Joe Dawson, Steve Givin
Dan Walker called the meeting to order at 7:05 p.m.
Dan Walker made a motion and seconded by Henry Hansteen to approve the minutes
for the September 5, 2018 meeting. Motion passed unanimously.
Dan Walker and Henry Hansteen stated they had received calls from Town residents
regarding the David Burns proposed project on Iradell Road. There was a comment
that this project, if done, will have to have a public hearing.
Dan Walker passed out copies of the proposed Solar Energy Law for the Town of
Enfield.
Town board will issue Solar Law Special Use Permits for large solar farms. The
Planning Board will review all permits before the Town Board approves them.
Dan Walker read over the law.
o Page 3 – Definitions for the following be added to cover the reference
within the law for each: Planning Board – Town of Enfield Planning Board,
Tompkins County, Ithaca, NY; Town Board - Enfield Town Board,
Tompkins County, Ithaca, NY. Needs consistency in the usage of these
terms in the law.
o CEO – The Code Enforcement Officer of the Town of Enfield, Tompkins
County, Ithaca, NY.
o Page 5 – Suggested that the use of Herbicide Material Safety Data Sheets
be added to the Property Operation and Maintenance Plan for the listed
chemical herbicides proposed for the project.
o The references to Town Board and Planning Board throughout the law
needs to be checked – example page 7 numbers 7 and 9 should it be
Planning Board or Town Board.
o The SEQRA Review page 8 – double check on who is responsible for this
and on it is handled.
There was discussion of different set-ups of solar farms.
Building Permit Process is handled by Alan Teeter, Code Enforcer.
NYS has a Unified Solar Permit and Alan Teeter modified this permit for use in
the Town Enfield. A copy of the permit can be obtained on the Town of Enfield
website.
Town Board asked Dan Walker to come up with a “Solar Permit Check List”. He
is modifying the Town of Ithaca’s “check list” for the Town of Enfield. Dan Walker
and Alan Teeter will review the changes and additions. They will then share the
“check list” with the Planning Board.
The Planning Board was asked to let Dan Walker know of any additional
changes to the Solar Farm Law and “check list”.

The next meeting is November 7. Henry Hansteen stated he would not be able to
attend the November meeting.
A motion to adjourn the meeting was made by Dan Walker and seconded by Ann
Chaffee. Meeting adjourned at 8:15 p.m.
