Patty Millard, Recording Secretary; Dan Kwasnowski, Plaruiing Director; Jane Nicholson, Plaruier Elected Officials: Mary Ann Sumner, Town Supervisor; Joseph Solomon, Town Board Liaison Others: Deb Teeter, CCE; Craig Wilkins, town resident The meeting was called to order at 7:05 p.m. NYS Agricultural District Program D Teeter attended on behalf of the County's Ag and Farmland Protection Board. They're about a 113 of the way through a 300 day process of the 8 year review of agricultural district 1, which is essentially the cast side of the lake. She handed out brochures and displayed a map with the Agricultural iaistricts based on 2011 assessment information. What the Ag & Farmland Protection Board is doing taking a look with the towns and asking if there is any land in the district that would make sense to come out of the district because it's been subdivided and developed and there's no farmland nearby OR in the case of some of these parcels that are outside of the district and are receiving agricultural assessment, does it make sense to officially invite them to join. The way this county has typically operated is, if property is considered coming out or going in, we write the landowner and explain the rationale and what the in or out means and ask if they have any issue with that. We've always honored land owner requests. But we don't do that without talking to 'Towns first. The Planning Board asked her to explain what it means to be in an agricultural (ag) district, other than an extra level in SEQR review. In a Town with municipal senlices, what it would mean, if services were added to a parcel in an ag district, fees could only be based on existing structures, not on possible build out of the property. 'That's one protection. Another protection is that ag district law can supersede municipal law in the event that a farmer is harmed by a law that the town passes. Ag & Mkts can help the farmer through this process of appealing to the town to either rescind the law or not enforce it in this district so that the agricultural use is not hindered. The two questions she has for the Town Planning Board are: Is there anything going on in Dryden that would indicate we might wait to consider taking some of the land out of the agricultural district? Maybe there are some subdivisions which aren't reflected in the map. Second, there are some parcels that appear to be getting agricultural assessment that are not in the district. The one that the board was most curious about is the one that is owned by Kerm Marquis. Either he is farming it or Vaughn Sherman is farming it. It is in back of the Prince property, which he is farming. I PB 11 -17 -2011 Page 2 of 3 ® Some parcels have been added or removed based on parcels that have been sold, transferred, combined, or divided and these questions will get cleared up when D Teeter meets with assessment. The board looked over the map and some areas were pointed out that need to be reviewed. J Laquatra suggested a detailed review of the map might be a better way to make sure parcels aren't missed in this process. D Teeter and D Kwasnowski are Doing to set up a meeting to review the map in detail the week after Thanksgiving. Town Board Charge Supervisor Sumner joined the meeting to discuss the charge the Town Board gave to the Planning Board last month. She reviewed the section of the charge that seemed to have been missed. Three of the first four items that the Planning board suggested the Town work on (Stormwater, road protection, noise) are areas that either are done or in progress of review. At some point in the future, the town will be impacted by some form of industrial activity. Depending on the type of activity, there are different impacts that can occur. The town needs to plan how to mitigate those impacts before they occur. That is what the Town Board is asking the Planning Board to look at. First, to identify forms of industrial activity that could potentially occur in the Town of Dryden, and second, what types of impacts could be expected based on this list. Lastly, to prioritize the impacts and which we should research in depth and work on protections for first. D Weinstein stated the following to clarify: for each of these impact areas listed (in the charge) you would like a level of concern and a description of why we think it falls tinder that level of concern. Supv Stunner and D Kwasnowski agreed that is what the Town Board is looking for as well as a brief list of possible action the town can take to mitigate that impact. Some information Supv Sumner suggested the Planning Board review included: TCCOG website article "Municipal Tools for Addressing Potential Gas Drilling Issues" CaRDI Reports Greenplan Report — This is the company that did a study for Middlefield. They are also doing a study for Tompkins County but it won't drill down into enough detail to be extremely helpful to towns. The study should be available in early December. After looking at these items, the Town Board would like to know if the Planning Board feels it would be beneficial to do a town specific study of this type for the Town of Dryden. A lot of the information in the Middlefield study wouldn't be helpful to Dryden because many of these topics have already been addressed by the Comprehensive Plan. M Hatch suggested possible outcomes of, for example, road protections might end up being things like no trucks on certain roads, permits and/or load limits on certain loads. Or even to do more studies on current traffic patterns and where they would change based on certain industrial uses. if we were to use that idea on socio- economic ideas like housing, if there were to be pressure on rental housing, what could we conceivably do about that'? PB 1147 -2011 Page 3 of 3 J Laquatra stated that is why existing studies for communities that have already been affected would be helpful for items like housing. Supv Sunnner and Planner Nicholson will find and send out more information to the Planning Board over the next week to help with this process. J Lalley suggested they invite the other boards to attend the next meeting to help brainstorm ideas. The next meeting will be December 15th0 Training Initially, there was to be a training tonight. Since most of those present have already fulfilled their training requirements, this will be postponed. Minutes approval September minutes: Motion to approve with corrections by J Lalley, M Hatch seconded. All in favor. Minutes were approved as amended. October minutes: tabled until next month. Town Board Zoning Law update The first public hearing was held last night at the Town Board meeting on the Proposed Zoning Law. The public hearing was held open. There were a few comments handed in.
