Planning Board
April 22, 2010

March Minutes — tabled until next month
The Board requested that 11'atty resend the March Minutes when the April minutes are sent.

SEQR for Manhattan Estates Subdivision r`
T Hatfield acted as scribe while the Planning Board reviewed SEAR Full Environmental
Assessment Forni fart I and made additions, corrections; and deletions as necessary. The
Planning Board then filled out Part 2 of the SEQR Full EAF. The completed form is on file with
the Zoning Department in the appropriate Subdivision File.
On a motion made by M Hatch, 2 "d by']-* Hatfield, the Board unanimously passed a negative
SEQR. declaration.
Nest steps, there will be a public hearing lbr preliminary and/or final subdivision approval. Prior
to that hearing, the properly owner's association or whatever mechanism B Cornelius will put in
place to maintain the roads and common areas needs to be approved by the Town Attorney. "Phis
responsibility could stay with the parent parcel so that it is 1B Cornelius' responsibility. There
will be other standard conditions of approval, as well. There could be a public hearing next
month with subdivision approval conditioned upon a successful agreement between B Cornelius
and the Town in regards to maintenance. The plat would not be signed until the agreement teas in
place, but the approval could be given with this condition attached. The designation for the right -
of -way needs to be documented as well for the town to perf>rm pond inspection.
Zoning Law Task Force Update — Weinstein
Need to confirm whether the task force has fulfilled its charge. There have been
. recommendations put together by them and given to The Planning Board. Those now need to be
reviewed by the Planning Board. The main activity of the Task Force could be to look al the

comments received by the public and prepare responses to those comments. Recommendations
can be created as well for any comments that warrant action by the Planning Board,
Next Steps for Zoning Ordinance Work
Is there need 1-or more public input sessions before we proceed? Until the draft is updated, there
doesn't seem to be. There has been a lot of feedback received. U Kwasnowski has started going
through the comments and grouping them. The Planning Board asks that the Task Force work
with U Kwasnowski and Behan to work on the public feedback responses. They have been asked
to use the feedback to make a red -line copy of the drab with changes and that document will be
brought back to the Planning Board.
After the comments have been compiled and responded to, at least one more public input session
should be held to review the comments received and what changes were or were not made in
response to those comments. This would be a final step prior to giving the final draft of the
proposed local law to the `I'ov%ii Board. The public can be made aware of what changes were
made in response to the feedback they gave at the public meetings. This meeting could be held in
June or July with a final draft recommendation going to the "[ uwn Eioard in August.
Varna Hamlet
There is interest on the part of Cornell, Lucente, Varna residents and the IIosvvil, to sit down and
have a conversation about what can be done to help Varna. "I`here is a Varna Community and
Commercial Revitalization Plan. Jim Skaley prepared this document and it was passed by The
Varna Community ,Association. It became part of a proposal that was sent in for a Revitalization
Grant for the Varna I-lamlet area. The document was available to Planning Board members who
wished it in hard copy along with a memo summarizing, a meeting D Weinstein had with Varna
community members today. He will forward the documents electronically to all members. A
Hamlet master plan has been suggested as a possible avenue. There may be enough interested
parties to and this work which is estimated to cost $50,000. J L.alley will work on pulling
together a meeting within the next 3-4 weeks. Hopefully the timeline can be such that it can be
put together in time to be coordinated with the zoning update.
The next Planning Board meeting will be May 201h at 7:00 pm at the Dryden Town Hall.
On a motion duly made and seconded, the meeting was adjourned at 8:39 p.m.
