Planning Board
December 18, 2008

Staff Present: Dan Kwasnowski, Environmental Planner; MaryAnn Sumner, Supervisor.
Absent: Joseph Solomon, Town Board Liaison.
Meeting called to order at 7:00.
David Weinstein made a motion to nominate Barbara Caldwell as Planning Board Chair for 2009
and recommend the Town Board to approve appointing Joseph Lalley for another term on the
Planning Board as his term ends this year.
2nd by Joseph Laquatra. All members voted in favor. Motion passed.
Supervisor Sumner - Twon of Ithaca arranged for an assessment of the area around Sapsucker
Woods because of the growing development pressure. They now have a moratorium on
development in that area and they are planning to extend it. Supervisor Engman spoke to
Supervisor Sumner about the impact that may have on adjacent areas of the Town of Dryden.
There is a significant reason to consider maintaining some open land in that area for wildlife
corridor and to protect the unique ecological communities. We might want to consider joining
forces with some of the areas adjacent to the Town of Dryden. This copy is for the Planning
Board. More copies can be made. A copy will be given to the Conservation Board as well.
Discussion of drafting a letter to Rocco Lucente letting him know about the assessment and the
open discussions with the Town of Ithaca and that it may affect his proposed subdivision. We
could also reiterate the other concerns that were raised during their site plan review. D
Kwasnowski to draft a letter to them.

Supervisor Sumner shared Design Guidelines and Comprehensive Plan with the Town of Ithaca
at this meeting as well. They were very well received. They're working on their Cotnp Plan at
the moment as well. (Note: Drawings are proprietary, but everything else is not.)
Amendments to Zoning
D Kwasnowski forwarded amendments from Attorney Perkins to Planning Board prior to the
meeting.
Some concerns: while this is in keeping with the way our current zoning exists, the way this is
set up, the only time the Planning Board comes in to any use of the new guidelines is if there is a
subdivision. Otherwise, it's all in the hands of H Slater & D Kwasnowski. That is the only power
the Town Board has given us so far (subdivision review), but this is an opportunity to actually
say, shouldn't the Planning Board .weight in at least with a recommendation if there are major

deviations from existing zoning that have been proposed because of the new guidelines;
especially since we aren't redefining subdivision at this point?
This is a bridge just in case the Amended Zoning Law takes longer than planned. This makes it
so we can use the Design Guidelines now. The ability to address individual lots and the new
subdivision process will be addressed in the Amended Zoning Law.
Discussion of implications of zoning amendments and transition.
Zoning amendment; Page 2 and 3a, remove "in the case of a subdivision."

NM Hatch made a motion to recommend the Town Board passed the zoning amendments with a
change noted.
2nd by D Weinstein. All voted in favor. Motion passed.
Official Map
Some of the trailer parks have road names that duplicate other roads in the Town of Dryden.
Those are listed. There is a proposed trail on here. Private roads are listed as well. Discussion of
why trailer park roads are listed differently than a private road?
J Laquatra made a motion to recommend the Town Board adopt the Official Town Map as
proposed with the addition of the Ithaca Trail — Last Ithaca Recreation Way.

Tentative Work Plan for 2009
1. Phase 111 of Zoning Rewrite.
2. initiate concept and start to update the Comprehensive Plan (by 2010). This would start after
adoption of the Zoning Ordinance.

b. Riparian Buffer Ordinance
c. Recreation Master Plan
4. implement Training Plan.
M Sumner would like us to look at creating opportunities for formal training for the various
Town boards. She would like ideas and has also been talking to other neighboring towns
about joining forces in putting on this training.
Keep in mind the NYS Planning Federation has training available in October each year.
The Fingerlakes Institute did training in Geneva this past year, as well. Found out it was
geared towards Planning Board i\Members. D Kwasnowski will let the PB know this next
year when it's scheduled.
If there are other trainings everyone hears about, please let Dan, Joy or Patty know so we can
compile a list.
SF,QR is a good one to put on the list, especially since there were changes recently.

5. Subdivision and Project Review.
Possible other additions as needed through the year.
Open Space Plan
One thing the Conservation Board is looking at is conung up with is guidelines for open space by
zone.
Riparian Buffer
This will be a separate local law.
Concern in looking at all these different pieces about the person that comes in who is not familiar
with all the pieces and they suddenly find that they looked at the zoning ordinance, but then you
say there are all these other pieces as well. How do we put all these pieces together in a
document for the public?
There are some tools you can use. One of them is Unified Development Code. That's where
instead of having a local law here and there, you have a book with all the Local Laws listed as
chapters. When you make a change, you can just swap out pages and you still have all your local
laws, all of your development code and zoning code and subdivision code. We just did one in the
Village where Dan lives and put them all in one place. It was a feat in itself. I'm hoping once we
have these new laws passed that we can do that.
Training
Local Law requirement is 3 hours, state law is 4 hours, per year. The Town Board will be
updating that (Local Law) this year to be in compliance with the State Law. The Town Board has
approval over what training is acceptable. It is very important to keep training up to date.
Oath of Office
Discussion of whether an Oath of Office is required.
Phase IiI Workscope
Do we want to schedule an extra meeting in January / February to accommodate the next public
information session? Discussion of whether to meet every 2 weeks starting in January until a
draft is done.
Regular January and February meetings stand. PB will schedule 2 extra work meetings to get to
the drag, and then have 2 public information sessions. By that time, the other boards will have
given comment. PB will then have 2 more work sessions to incorporate feedback, final draft then
goes to the town board. They will have at least a public hearing; will decide whether to do
another public information session at that point. Goal is May ToNN7i Board meeting.
Discussion of lot line concept from Behan that is in the Draft zoning ordinance document Dan
handed out. There is a piece in the Comprehensive Plan that looks at this. Need to be sure this
. hasn't changed.
