i\9eeting called to order at 7:02.
Discussion of unofficial copy of Zoning Amendments that was given to Behan that has
amendments incorporated in to the text as opposed to the copy we give when a Zoning Book is
purchased for $5.
Discussion of training requirements and how to obtain those hours for those who were unable to
attend the training recently. Joe LaQuatra is certified to give CEUs. Barbara Caldwell will
request that the "Town Board authorize this training using topic he wrote a recent paper on
®regarding Urban Sprawl titled "The Changing Nature of Housing Markets in Upstate New
York."
Approve Minutes from prior Planning Board Meetings — April, May, June, July. Joe Laquatra
made the motion, David Weinstein seconded. All in favor. Motion passed.
Transportation Generic Environmental ILnpact Statement. L <xoks at growth in the county and
where transportation needs to change. One of the top projects is the Varna Trail, which Dan
Kwasnowski is currently working on. Dan gave an update on the progress and obstacles
encountered to date in the Game Farm i Mt. Pleasant area.
Letter to Barbara Caldwell — upgrading the central heating plant. Dan Kwasnowski summarized
project — Genung Road to plant — most occurs on Cornell Land in Town of Ithaca, couple miles
through Town of Dryden. They had to do a stormwater plan. it doesn't cross CascadiIla Creek.
They were able to keep the work all on one side. Stretch by Turkey Hill, sensitive wetland —
doing horizontal boring underneath. The pipes — they're switching from coal to natural gas — not
entirely, but 80 or 90% eventually.
Design Guidelines - Environmental Assessment Form and Zoning Amendments. Dan
Kwasnowski updated PB on status with Town Board. They felt they needed to discuss them
further. The Town Board has tabled this discussion to next month.
® David Weinstein made a motion to forward Zoning Amendment changes to the Town Board and
request that they pass the Zoning Amendment and approve the Design Guidelines in the process.

Next Town Board Meeting is September 100i. Barbara Caldwell asked Patty Millard to pass
along a request from the Planning Board to include the Design Guidelines on the agenda for the
next Town Board Meeting.

An updated copy of the Conservation Subdivision Regulations was sent out by email with a
Draft 2 of the Use Regulations chart and definitions.
1Vhy are we using the term Residential Neighborhood instead of Suburban Residential (SR)?
Sonic of the names were edited and don't match the Comprehensive Plan any longer. We'll
•definitely review all the names before we're done. Conservation District name was also
discussed.
Started with Use Regulations table and went back and forth between that and the Definitions list
making edits and additions.
Suggestions for additions and changes.
Under Agricultural Group:
Agricultural Use Definition - Discussion of farm stands and where it falls. Anything that's not
permanent is allowed. Kind of like a yard sale. if you're big enough to be a business, then you
tall under this definition.
Discussion of CSA — Community Supported Agriculture; included under Agricultural Use
Definition.
Under Agricultural Group.
Add Equine Center to chart and definition — larger horse operation — SP for Rural Residential
Artist Studio 1 Craft Workshop — adjust definition to include multiple people or specific
manufacturing processes or something that doesn't exclude someone with just a loom in their
living room being forced to get a permit, but makes sure there aren't any noxious fumes or the
like being used.
® Automotive Repair Station — Body shop and painting are excluded from Gasoline Station but
isn't. specifically included anywhere. Include it here.

Automotive Sales — add motorcycles
Discussion of farm worker housing and where it falls — under State Law.
Under Business Croup:
Allow Bed & Breakfast in SR (RN) by SP.
Contractor's Yard, remove from RA altogether
Gasoline Station — SP instead of P in CC and LIO
Hotel /Motel — SP in 1.:10
Change Industry / Manufacturing to Industry / something else Why not I.:ight &: Heavy?
Difference between Inn &. Hotel? The Inn discusses residential character; Hotel adds meeting
rooms and recreation facilities. Behan will review Inn & Hotel definitions — PB not comfortable
with current definitions.
Mining — Gas leases out there right now. This needs to be addressed somewhere; especially with
residents being approached right now. Also underground storage could be. a concern. DEC
regulates as well. Nk ill see what state says and what town's role is and go from there. There are
no definitions in relation to this section. Dan K will take a look at that and let Behan know if it's
covered under stormwater and existing section without needing new definitions.
Nursery / Greenhouse — SP in RR
Discussion of di fference between Professional Office and General Office.
Recreational business — possible SP in LIO
Change Restaurant to Restaurant / Tavern
Where are bars permitted? Nowhere. Remove from definitions list or indent under restaurant if
it's only there for the sake of having a definition.
Retail business — P in CC instead of SP (like Service Business)
Retail Shopping centers / plazas — need to have separate discussion. Maybe limit 4 of stores or
size of development.
Retreat / Conference Center — Discussion of allowing by SP in Rural Residential — leave as is.

Accessory Units — add must be smaller than main home — make attached. Part of primary unit
OR part of secondary structure-, like karate. Do you want no separate entrances as part of the
definition?
Under Community Group:
Nlunicipal Use — review this definition.
Public Safety — P in CV and SR (RNT)
Under Recreational Group:
No changes noted
Material Storage Yards — please address this topic. Not to be allowed as a principal use; but need
to be defined.
Mobile home lots — found sections in old zoning ordinance — they were repealed in 1993.
Conservation Subdivisions:
Reviewed highlights of conservation subdivision distributed prior to meeting.
Not that conservation subdivision procedure is overly complicated, it's not that much more
complicated than a conventional subdivision, but it would be nice if someone came in with 100
acres, you could have 50 homes on that - maxinnIm. Isn't there a difference between someone
that wants to put 50 (tomes on that acreage and someone that \wants to put up 20 homes? With 20,
they still couldn't be able to get past the frontage requirements. They would still have to come in
under conservation subdivision, but maybe there's a way to make it jUSt a little bit easier for
them. This is consistent with some of the examples in the design guidelines that were developed.
The idea was to try to differentiate between Low Impact Conservation Subdivision and a
Standard Conservation Subdivision.
Reviewed definitions of both types of Conservation Subdivision; Calculation �9ethod vs. Yield
Plan Method; Conservation Analysis. Provisions for dealing with the types of development, lot
sizes, area and dimensional requirements, how to make sure that the open space is permanently
protected. Will go through in more detail next meeting.
Discussed public workshop. Not ready for that yet, but after the next meeting, may be ready to
schedule the next public meeting.
Behan will have Lot Examples that were requested for the next meeting.
Next meeting: September 25'x' — would like to start earlier. Tentatively 6:30 pm.
