AGENDA* Final Subdivision Hearing for Armitage property and
Comprehensive Flan Discussion
B, Caldwell Called meeting together at 7:30 and stated that Daniel
Armitage has brought up a proposed a two-lot subdlvtsion
on or about 110 and X 20 Wood Road-
H- Slater Stated that section 281 hasn't been applied and has no
reason to be put in place-
B. Caldwell Asked what the status was about long driveways.

H. Slater Answered that there are no county laws but offly state laws
that it must be clear for emergency vehicles but has already
been passed by fire chief and him,
D- Gross Told board that the storm water control will have to be one
of the ;terns looked at for future projects of this nature due
to some changes in DEC policy.
B, Caldwell Asked for a
motion to
close
hearing,
Torn Tatfield second
motion, and
everyone
voted
to close
hearing.
D. Weinstein The SEAR was examined and everything was fine with
both the board and Mr. Armitage's ideas. Then proposed to
check the box indicating that the motion would not have
any adverse effects on the environrnent; seconded by Torn
Hatfield and approved by everyone.
Negative Declaration.
B- Caldwell Asked for a decision of the proposal as a whole.
T- Hatfield Authorized the sub division as requested and Mr. Crawford
second and had Mr- Weinstein and Mr, Hatfield in favor
and no one opposed. Subdivision Approved.

B. Caldwell Announced that the Deputy Commissioner for county
planning was there to talk about the county's
comprehensive plan
J. Jurkowich Stated that the county comprehensive plan was to be sent
out done on November 19, 2004 and that everyone would
be getting one soon. Continued with a brief over view and
history.
Stated that after going to every town and village and talking
to people both in boards and citizens that there was some
changes made_ Then took 61 action items that the
legislature will hopefully adopt.
Continued with explaining experiment of looking at town
developments and putting in place the 61 new ideas and
keeping the other the same then checking the
transportation, environmental, and community impact of
both. Also a fiscal analysis was done on the impact
regarding schools and municipalities. This experiment
showed them both turning out mostly the same, but slightly
less sensitive habitat disturbed and reduced traffic impacts
with the measures proposed by the plan.
D. Weinstein Asked how many changes if any were made from April to
now.
J. Jurkowich Answered by saying that there was a new introduction that
says what the impacts of the plan would be, added
highlighted section about being a college town and the
importance of Cayuga Lake, and added new section on
existing housing stock in county.
T. Hatfield Asked if this was a vision piece of the county and if the
towns are being told to adapt to this.
J. Jurkowich Answered by saying that she hopes this could be a piece to
start conversation about issues and that the individual
boards could work together with the county to make a over
all plan. Continued to say that the county is interested in
making a survey on commuters who work in Tompkins
county but live outside to see why they do not live in
Tompkins_
T. Hatfield Asked if the northeast corridor study is still being
incorporated

J. Jurkowich Said that some of them were and some were not but not all
of the material was touched on in the plan.
T. Hatfield Said that he would like the county to look at the outlook to
business and the attitude to business in the county since it is
hurting us in both sales and property tax.
B. Caldwell Asked if there was anything in the county study on median
housing costs and why ours is that much higher.
J. Jurkowich Answered by saying that people want to come here so that
pushes up pricing due to the low supply and that this area
does not have enough high end housing in the county.
T. Hatfield Stated that the starter home inventory is also very low and
that it costs more to rent then to buy a home. Also brought
up the point that people are not informed about the
problems with housing and the relationship to the
community
J. Jurkowich Made the point that higher density housing should be
looked at in areas where the water and sewer pipes are
available so that new ones don't need to be put in.
T. Hatfield Asked for some examples of issues that were not looked at
by the local boards but were looked at by the county.
J. Jurkowich Answered by talking about a town that looked only at land
use and conservation issues and not at how land use affects
the local community and economy.
D. Weinstein Asked what was the purpose of the project to make an
official county map.
J. Jurkowich Responded with say that it was to protect state and county
facilities including roads and to address cross border issues.
J. Crawford Stated that he thinks that this plan should be give to high
schools so that the youth can understand what happens in
their own community.
B. Caldwell Thanked Ms. Jurkowich for her appearance at the board
meeting.

D. Gross Passed out an informal proposal from the agricultural
community to revise the agricultural goals section of the
comprehensive plan.
R. Beck Stated that the agricultural community is seeing problems
with changes suggested by the plan for land use and zoning
of Dryden.
D. Weinstein Asked when the agricultural group would be ready to make
proposals since the Planning Board was looking to have a
public hearing in the upcoming year.
R_ Beck Answered that it is unknown when the group could put a
proposal together.
T. Hatfield Stated that he believes that the agriculture group needs to
work to come together with the town and try to work it out.
R Beck Stated his concern for conserving large tracks of ground
without areas of residential housing.
T. Hatfield Answered by saying that the comprehensive plan is looking
at agriculture and that the group may be seeing what has
been happening not what will happen. He went on to offer
to make some suggestion to Mr. Beck to take to the
agricultural group.
R. Beck Questioned how much the community wants to protect
agriculture by keeping housing developments out of
agricultural land.
T. Hatfield Expressed interest in attending an agricultural group
meeting and clearing up misunderstandings between the
groups.
R. Beck Stated concern with a situation of retiring farmer selling
off front lots but other local farmers not being able to
compete with the land developers and buy that land.
