Counq Comprehensive Plan
• Barbara Caldwell attended an update meeting on the County Comprehensive Plan. Items of
discussion were a fiscal analysis, issues related to agricultural preservation, and future
development scenarios.
• Though the county has made this plan: implementation will be largely up to individual
municipalities, and the county will help.

• A public hearing is planned for December 7`h, with adoption hoped for Dec
Joan Portzline Phase Tfl.. Sketch Conference (Wood Rd and Sheldon Rd)
• Joan shared her plans for two additional parcels of 5.01 acres each. The following issues
were discussed:
o Some areas of the parcels to be designated as unbuildable to preserve views.
o Driveway being put in, to be shared by four parcels (two are flag lots). Henry is finding
examples of successful maintenance agreements for shared driveways.
o Number of road cuts to be expected, could be up to 5.
o Deed restrictions that lots cannot be further subdivided unless all parcel owners agree.
o Further division of some of the smaller lots would make it a county subdivision.
o There is a precedent for use of 25$ by 125 foot strips to meet frontage requirements.
o Tots with long driveways are sometimes assessed higher.
Bernie Cornelius — Yellow Bard Road Manhattan Estates Subdivision
• Shared an update and new map with stormwater management drawn onto the map. Steven
McElwain described the stormwater management system. However, a written plan with
calculations included is still needed for TG Miller to review. The plan will include detention
ponds, an existing pond, swales, haybale barriers in road ditches until rip -rap is installed, silt
fence around topsoil piles, seeding of exposed areas. Calculations will use the rational
method.
• Working with John Andersson from the health department, they have brought in topsoil to
meet requirements for septic systems.
• Discussion about responsibility for maintenance of stormwater facilities. Debbie will get
model from Ithaca_ Preference for homeowner's association rather than deeding to the
Town... however, the Town should be allowed access if needed in the future. Facilities must
allow for maintenance access.
• Mention of the use of pervious pavement as a suggestion for future projects.
• Jack Bush, Highway Superintendent has been out to see the road that is going in.

1'ewn's Draft Comprehensive Plan
• Because it has been almost 1 year since the public information meetings on the Draft
Comprehensive Plan, the Planning Board would like to set a target date for a formal public
hearing. "There was discussion of January or February. January is preferred, depending how
things go with the agricultural committee. The Planning Board hopes to receive the revisions
from the Ag group by the December meeting.
• The Plarming Board would like an updated version of the plan showing all changes made,
before the hearing. The group would like to have copies of the revisions to the future land
use plan map. Debbie will send around the PDF file from George.
• George Frantz has started to revise the map showing proposed bicycle and pedestrian trails.
• George Frantz has written up a summary of what a Purchase of Development Rights program
for agricultural lands might look like.
