JANUARY 21, 1999
AGENDA: LONG RANGE PLAN FOR THE TOWN OF DRYDEN
MEMBERS PRESENT: ACTING CHAIR JOSEPH LALLEY, GORDON DEIBLER,
MARTIN CHRISTOFFERSON, DAVID WEINSTEIN AND
LYNN GRIFFIN.
ALSO PRESENT: TOWN SUPERVISOR, JAMES SCHUG; HENRY SLATER
AND JOHN TOTTEY.

The meeting was called to order by Acting Chair. Joseph Lalley. The Town Board has requested
that the Planning Board revisit the issues involved and complete the project of upgrading the
Long Range Plan (Master Plan) which was started in 1990.
Mr. Lalley conducted a short narrative for the current members of the progress which was made
when this project was started.
(1) Thomas Niederkorn, a Planning/Environmental research consultant was engaged
to assist the board with the project.
(2) A pre- addressed, post paid survey was developed and distributed by mail to all
Town of Dryden residences.
(a) The results were entered into a data base for analysis.
(b) A presentation of the results was held at various areas of the Town.
Discussion and citizen comments followed each presentation.
Mr. Lalley felt the first part of the project proceeded according to plan and by revisiting the
issues, and clarifying our expectations when engaging professional help, this project could have a
positive conclusion.

Supervisor Schug suggested: (1) The Board set the parameters. (2) Obtain the
information to update the old book. (3) Conduct another survey keeping some questions
the same to compare results. The Town has tried to resolved some of the concerns
pertaining to Youth Recreation. Residence of the Town of Dryden but associated with
another school district or area and would like to know how successful the projects have
been.
Mr. Lalley suggested that Planning Board Members:
(1) Review the Table of Contents of the 1968 publication "THE DRYDEN
GENERAL PLAN" and identify the portions to include in a new update.
(2) Review the survey and list questions or comments by the next board meeting in
order to complete an updated survey.
(a) Distribute the revised survey to other Town Boards, etc. for comments.
(b) Spring or Fall Survey? Survey should be mailed by April or wait until the
fall for best return..
(3) Determine which tasks the Planning Board will undertake and which will be
delegated.
(a) Require of the planner /professionals how they would support us rather
than tell them what we expect, or how we want to be supported.
