The meeting was called to order by Acting Chair. Joseph Lalley. A motion was made by Erica Evans and a second by Robert Fletcher to approve as submitted the minutes of April 17, 1997. So Moved. Pleasant Rd. i tt BOARD CONCERNS DISCUSSION The Board reviewed before discussion the April 14, 1997 communication from David Herrick, P. E. and the May 14, 1997 letter from Supervisor Schug. Mr. HOVANEC suggested a two phase development, developing one half of the road with a turn around on the east side of the property where it would be advantageous to connect to services. CONCLUSION: The road would be built and submitted as a whole in order to facilitate emergency vehicles and plowing. ROAD FRONTAGE with the revised plan of building one Town road leaves two lots with nonconforming road frontage. Planning Board has authority to allow for less road frontage in a subdivision RECREATION AREA to be transferred to the Town or Land Trust for a "park like Setting ". Erica Evans noted there was a study completed of the plant /vegetation life in this area and will provide same if available to help draft a proposal for the Finger Lakes Land Trust. The Town would like the proposal to stipulate that a Park Area be provided for public access. The possible site to be located in what is know as the "Ridge Area" RIGHT OF WAY easement to be transferred to the Town of Dryden. STORM WATER ISSUES: Developer will develop swale. Developer will consider moving water flow toward the property lines where an existing natural flow leads to a small creek or water run. Drainage ditch may need increasing. LONG FORM Environmental Assessment Form will be needed with this subdivision. SKETCH CONFERENCE - DAVALL SUBDIVISION The Board reviewed the letter of May 14, 1997 from Supervisor Schug, and the May 15, 1997 letter from David Herrick, P.E.. LOCATION: 25%30 Acres South of Lake Road. A. To be developed as 5 building lots. B. Each lot will be approximately 5 acres in size. C. Size will not be determined until after a survey which will define the high water mark on the Lake. CONCERNS 1. The environmental issues pertaining to runoff and waste water quality before reaching the Lake. 2. WETLANDS: May not be an issue but will be addressed. 3. Noted that Cornell and the State of New York are working to clean and ensure that future development proceed to enhance the vegetation and quality of Dryden Lake.
