8:45 JOHN DAVIS REPORTED ON WATER QUALITY MANAGEMENT
Mr. Davis reported that some time ago he contacted a few
people at Cornell having heard about some work that was being done
to model the effects of development on ground water.

modified in some way. I suspect that maybe in some areas,
depending on the soil types, we might have a requirement for three

Mr. Davis stated he thought the Board was obliged to do
something in this way to know what the effect of certain proposed
subdivisions were going to be on the ground water and asked how
else could we comply with the law, (Nitrate emission into ground
water) unless we do something like this? The R -A Zone may not
be an issue, as purposed, the whole thing could be tied into
nitrates in essence. However it was determined before using this
for the bases of policy or ordinance regulations the law needed to
be looked into and a copy of the law obtained.
The model could provide storm water run off for policy
purposes.
Mr. Davis is interested in conferring with other Towns, and
planning boards to determine their interest in ,joint project
funding.

Nitrate contamination from private systems vs. public sewage
treatment plants were discussed. One solution being the treatment
plant emptying into a wet land area to complete the cleansing of
nitrates.
Mr. Lalley suggested that the Health Department develope some
density levels for septic systems lower than what it is now. 1vm

Mr. Davis made a request to draw up a proposal to develop this
model in two parts. The first part enabling the use of the model
now, plugging in soils data (amount of development /type of soil),
and the other part being correlated with the GIS data. The GIS
data is also correlated with the tax map and existing development.

Mr. Davis discussed briefly the aquifer in the Village of

way for development north of route 13. He is going to check into
the facts.
