CARRIED.
May 10, 1990 minutes approved.
Town Supervisor James Schug appeared before the Board with the
Town Engineer George Schlecht to clarify /suggest how approval
should /may be given.
, 9
George Schlecht suggested that before the Board gives
preliminary approval to a project with a condition that a specific
area /item meets with the Town Engineer review /approval, that perhaps
a preliminary approval should not be given until after the review.
If negligence in another part of the project /design is seen
while reviewing the specific request, the Town may find itself in a
very difficult position of withdrawing what was preliminary approval
conditioned on reviewing only one item.
As he is paid an hourly retainer from the Town he reviews only
the specific request, however if something is obviously not right,
it is hard to overlook.
That it be made clear to the applicant that they /he does not
have preliminary approval until after we've had a chance to review
the project and make our recommendation.
Mr. Schlecht was asked by Barbara Caldwell if he was getting a
feel for the type of things being referred and should /what other
aspects should they have him review.
Supervisor Schug stated that the Board not hesitate to have him
review any aspect of a project they had any doubts about.

SKETCH CONFERENCE - SAMUEL CINCOTTA SUBDIVISION
8n45 PM
Present for the presentation was Samuel A. Cincotta and Surveyor
James McNamarea Preliminary Plans /Maps of the revised subdivision
Is were presented for review to the Board.
Mr. McNamara stated hopefully they had addressed the concerns
of the April meeting and wished to hear any concerns, comments, or
recommendations the Board might have.
THE FOLLOWING WAS DISCUSSEDn
1. The grade of proposes road would be 10 percent or less and meet
requirements. Q
Lot one has access off Route, 13. rUt 5.101 C►.CU y 6&
There is no feasible way to connect with knoll Wood Drive -
Keech property.
4. Conforming curve of proposed road.

5. Proposed curb cut/on to Route 13 might be moved further to the
east. It would result in a longer dead end road but would move
the cut further away from the existing Knoll Wood Drive curb
cut .
6. Board was concerned rest of property, which has not /may not be
sub divided, would not have proper dimensions for future
development.

7. Lot size according to the surveyor are now at the minimum which
are necessary for Health Department approval (which is reviewed
per lot and as a whole), soil not the greatest.
84 Suggested developer look at Flag lot planning which meet Town
and Health Department requirements.

At the same time makes your development a lot easier in terms of
your front end cost of building roads. It also enables us to
pull the proposed curb cut onto Rout 13 further to the east so
that we're further away from the existing Knoll Wood Drive and
the existing Love Inn curb cuts.

Mr. McNamara was concerned the back lots may not sell,

Chairwomen Caldwell stated it was her understanding the Board
had granted preliminary approval and never got to the point of final
approval. Since then you have decided you really want to modify your

Town subdivision criteria was discussed as this would now become
a whole new issue. Mr. Gardner may not subdivide at this time but
sell only the two lots within the time period. Mr. Gardner will
check to see if the five year criteria of selling more than two
parcels within the time frame is not violated as his original
purchase may have come off a prior situation.

M. Lavine asked M. Walbridge if the Town Board had taken any
action on the information hearing of the "RA "Zone held on May 319
19900 She was not aware of any, however, she had received letters
from individuals and would get a copy to the Planning Board. People
had phoned her saying they didn't speak up at the meeting or hadn't
appeared because they didn't realize the importance.
Ms. Caldwell stated that John Lalley had been looking at soil
types and M. Lavine was able to find some other communities ord. on
this type of situation.

Mr. Lai-ley reported by next months meeting he will be able to
give a report.
April 12, 1990 minutes were approved with the corrections and
additions being written by B. Caldwell in the minute book.
