PLANNING BOARD, APRIL 121 1990

MEMBERS PRESENT: Claudia Brenner, John Davis, Michale Hattery,
Richard Heidt, Joseph Lalley 111, Mitchell Lavine and Barbara
Caldwell, Chairwoman.
The April 12, 1990 Planning Board Meeting chaired by Barbara
Caldwell was called to order at 8:00 PM.
PUBLIC HEARING FOR ROTUNDA HOME IMPROVEMENTS
Gene Rotunda stated he was proposing four (4) lots on
Ferguson Road as a subdivision, there is one house built on
parMl "A" and is for sale. One additional home is allowed to
be built, however in order to built more then that he is
required to subdivide and this will become a four (4) lot
subdivision.
He stated they were leaving a sixty (60) foot section in the
middle of the property which is approximately ten acres, in case
_they ever want to bring a road down into the residential portion
of the Varn property. The front property of Varn is zoned
commercial and the back portion is zoned residential, therefore
the sixty foot section was being left in order not to land lock
the property in case someone wanted to develop that portion of
the property. At that time there was a possibility of an
additional two lots on his, however at this time he was only
purposing four.

B. Caldwell: In the past, in other proposals we certainly have
felt that unless there was a substantial reason
otherwise, that we prefer separation from
different types of activities. This is one reason
we're asking the length of the road.
K. McMahan: The Idea of being in a more residential area has a
certain positive aspect since we have kids, and
more houses and more families, but the idea of
SEMI'S coming through doesn't seem to be helpful
to anybody, so I am gladtr to hear that that is
your disposition.

J. Lalley stated for the record two letters had been
received. One from the County Planning Office agreeing that the
Planning Board should be Lead Agency, and another from DEC
saying based upon their maps they show no protected streams or
regulated wet lands or environmentally sensitive areas.
Gene Rotunda inserted that John Anderson from the Health
Department has no interest in this, they have already specified
sand filter septic in that area for individual lots.
FULL ENVIRONMENTAL ASSESSMENT FORM was completed by Joseph
Lalley, III, assisted by Mitchell Lavine.
Some concern during the EAF evaluation of compatibility with
neighboring land usage was discussed by the Board. A
determination was made that it could be resolved by
indicating on the record that any future road would not
penetrate the commercial zone in order that it remain
compatible with small to moderate impact.
B. Caldwell inquired if there were any further questions from
the public?
Receiving none a motion was made by J. Lall-ey second %by J. Davis
that the hearing be closed.
Vote: Yes (6) No (0) HEARING CLOSED
Mitchell Lavine moved based on the review of the EAF which was
done to give a negative declaration, Joseph Lalley second.

Mr. Cincotta has approximately 960 foot of road frontage on 13,
460 feet or so in the proposed site and the depth of the
property is approximately 3,000.

provided to applicants by the Zoning Officer when applying for
subdivision approval.

VARN SUBDIVISION:
A detailed 3 —D model was displayed for review.
The following was noted.
10 They are going to connect an up with an existing trial with
the Town of Ithaca. A trial will be put through which will
connect up with Sky View at the same time they are going to
request to take a water line across. Eventually connect
with the trails that connect up with Pine Tree. Planning on
bringing up the Sewer Line from Slaterville Road up through
and connecting it to the old system. They will also be
discussing this with the Town of Ithaca.
2. Last time they were before the Board they received
preliminary approval and a negative declaration on the
Environmental Impact Statement. -� A review of the traffic,
the drainage, etc., water line, sewer line, will be Town

3. Ran into some problems with Town Board, 281 designation and
also with the way they had completed part 2, (lack of)
filling out part 2 of the EAF.
4. The Town Board has now voted on a resolution giving 281
approval.
S. A copy of the 37+ letter has not been received, in order to
review and possible eliminate some of the concerns of the
Board.
