Amendment (5) Adopt Local Law N (1) of 1989-By a vote of the Dryden Town Board on
May 9th, 1989 adopted the* ( Local Law # 1 of 1989 Ib gulating Septage and Sludge
Disposal in the Town of Dryden ), Said Law shall become effective, ( July 1st, 1989)
A copy of this law can be seen at the Dryden Town hall.
Amendment N (6) Adopt Local Law #(2) of 1989. By a vote of the Dryden Town Board on
May 23rd, 1989 at a Special Meeting Held.at the Varna Community Center, the Board
Adopted the: ( Local Law # (2),Establishing the Sewer Rent Law for Dryden Sewer District
# (2) in the Town of Drydenl•Said Law shall become effective upon filing with the
Secretary of State and compliance with the provisions of the New York General Municipal
Law.
Amendment # (7) Amends Local Law #(2) now to known as Local Law N (3) Of 1989, By a vote
of the Town Board at a Special Meeting held at the Varna Community Center on June 27th;,
1989, the Board Adopted the Amended Local Law N (3), Establishing the Sewer Rent Law for
Dryden Sewer District # (2) in the Town of Dryden. Said Law shall become effective upon
filing wlth the Secretary of State and compliance with the provisions of the New York
General Municipal Law. Said Law replaces Local Law N .(�) of 1989 and is available for
public.use at the Dryden Town Hall.

Planning Board

Members present: 6. Rotunda, � i �r , B. Caldwell, presiding. The meeting was called to
order at 7:30 p.m.
Continuation of the Doug Sutton Subdivision Hearing,(White Hollow) Etna Road- The Board
looked over the EAF submitted by Mr. Sutton. He said the road would not be built until phase 3.
Public comment- Mr. ?,724 Irish Settlement asked what the future possibilities were of
building next to this as he is waiting for water and sewer and where the roads will be for a
better overall plan. Mrs. Caldwell said roads are not part of phase 1. There is room for them ,
but, they are not fixed. If some sort of a joint project were to be worked out, a narrow strip
could be sold or divided to do a joint road. Mrs. Catherine Brown, 515 Lower Creek Rd., asked if
the road would be built to Town specs and how big are the parcels. Mrs. Caldwell said yes and
size is from 1.1 acres to 2.2.
Mrs. Caldwell determined that this Board is the lead agency. On motion, second and all members
voting to make a negative declaration on the EAF, subject to Health Dept. approval. They have
ten days in which to respond. Mr. Slater will forward this information to the Health Dept.
Vote- all yes. Motion carried. The public hearing closed.
On motion, second and all members voting, on the proposal for phase 1 of the White Hollow
Subdivision, that approval be granted conditional upon the Town's satisfactory declaration and
also the Health Dept.'s. Vote- all yes. Motion carried. On friendly ammendment to this motion
for final approval for the complete package, allowing to sign the necessary maps, with the same
conditions. Second. Vote- all yes. Motion carried.
RA Zone Catagories Discussion
G. Rotunda said he had done some reading on the lawn vs. corn field controversy as to which wicks
water away better and would bring in his findings so when the question comes up, this board can
have some facts to present. Mrs Caldwell said Gary LaMott, Soil Conservation Service, has a
new publication out for lay people that would be helpful to have. G. Rotunda will try to get one.
Also there is a good slide show, Consider the Soil First, showing the effects of runoff which is a
big issue when talking about the RA zone.
Board member Buzz Lavine entered the meeting.
Language for an RA section paragraph by paragraph
Article VI: DISTRICT REGULATIONS R -A ZONES
Section 600.The intent and purpose of the R -A Zone is to preserve the quality and supply of
groundwater and surface water and to wisely manage the processes of erosion, flooding, and
stream siltation. The R -A Zone shall be an overlay zone to protect those areas associated with
steep slopes and /or poor soil.
Section 601. Allowed Uses. Language to be worked on by Ken Freidman,
Section 602. Assigned to Ken Freidman.

Section 603. Density and Area Requirements. The lot size shall be no less than five acres. The
minimum front setback shall be as in the underlying zone. Buzz Lavine is going to call John
Anderson and Gene Rotunda will call Mahlon on if this board can put anything in writing about
septic and sewer placement on lots instead of using setbacks.
Drainage Plan prepared by a licenced engineer will be required.
There should be no increase in runoff at peak flow during or after construction. Buzz will
work on lines 21 thru 23.
Question on pre - existing lots and 5X impermiabie surfaces.
Gene Rotunda is to check with Gary Lamont to see if there is a method or wording that would take
care of the issue of a drainage plan but would not cost.
Appropriate definitions of words to help define the R -A Zone- Timbering or wood lot
management skills. Also define overlay zone and include in the definition something about the
idea that it's more restrictive and why. Address the term underlying zone and define it within
this definition.
