Minutes - Planning Board, Town of Dryden 10/20/88

1. Public Hearing - Mark Stevens for 2 lot subdivision off Dryden Rd. near Shew
Furniture. Original project has been scaled down to a 2 lot proposal which is
being treated by the Planning Board as a new proposal. At this hearing Mr.
Herrick of T.G.Mi1ler presented the proposal which has been reduced to 1 lot
with a new Town Road. The new road will serve this one lot and will also
provide town road access to 2 pre- existing dwellings. Concerns were expressed
by Planning Board members about the Town's having a new road to serve suchi.a
limited number of dwellings. Part of the road's length is necessitated by,
the difficulties of the terrain and the need for adequate turning space fo'r
town plows. At our sketch conference we had asked Mr. Herrick to be aware
of three special concerns, - adequacy of underground water for wells, drainage
plan for area with special attention to impact on properties on Rt. 366, and
the possibility that there may be a classified stream which would be impacted
negatively by increased runoff. The lot which is up for approval is not the
parcel closest to the road (which at present will be retained and is in no
way to be considered an approved lot), but is the parcel adjacent to it. The
Health Dept. will allow a sand filter system on the lot under consideration at
this hearing. The road is in except topping (no written report on road
status has been received). Mr. Stevens has made a drainage way between his
property and the neighboring properties on Rt. 366. Three members of the
public spoke - Mr. Hildebrand regarding seeding of the ditch area to stabilze
its contours and minimize runoff, Mr. Armstrong of Shew Furniture regarding
potential difficulties with parking in winter for his building depending on
how the snow is plowed, and Mr. Tillapaugh to state that most of the issues
have now been worked out-and he feels the project is a potentially good one.
Public Hearing was closed. Environmental Assessment Form (EAF) was studied
by the Planning Board and adjustments were made to reflect the reduction to
one unit. Moved, 2nd Carried with Mr. Lavine abstaining to issue a Negative
Declaration based on our study of the material and our study of the project
in general. Mr. Lavine stated that he was abstaining not because he felt
additional information was needed but because he felt that the Town's acceptance
of a 600'+ road for such a limited number of dwellings was inappropriate. He
also expressed concern over the length of curb cut onto the new road from the
Shew Furniture parking area. Moved, 2nd,Carried with Mr. Lavine voting No that
we accept the 1 lot subdivision as proposed with the following conditions:'

Sup., c) road is deeded and accepted by Town or a bond, or other instrument or
.surety satisfactory to the Town Attorney is furnished by the.developer to make
sure-that-this road does become completed and deeded to the Town in a timely
fashion, d) ditches, open areas, drainage ditches to be seeded as soon as
feasible, e) written statement to be obtained from Mr. Herrick that drainage
solutions have been installed as described. In voting No Mr. Lavine expressed
his concern again over the road.
2. Sketch Conference - Kenneth Gardner - 4 lots Ellis Hollow and Hurd Rd.. Planning
Board reviewed proposal. Mr. Herrick stated that it may be ready for hearing
Dec. 15th but he will confirm with Planning Board in time for publication.
3. Sketch Conference - James Block - Hunt Hill Rd. - George Schlecht presented several
alternative layouts for the proposed land and the Planning Board commented on
same. Since both the Gardner and Block proposals may involve long driveways,
we may want to require certain driveway standards before C.O.s can.be given.
This should be discussed with the Town Attorney. The Block proposal will not
be ready for hearing in December.
