HomeMy WebLinkAbout1988-05-19u 0 TOWN OF DRYDEN Planning Board Meeting Minutes Thursday, May 19, 1988 The meeting was called to order at 8:00 p.m. Present: Ron Chase, Kenneth Friedman, Mitchell Lavine, Ronald Roberts, Barbara Caldwell, presiding Absent: Eugene Rotunda, Henry Slater 1. MINUTES OF PREVIOUS MEETINGS: No'minutes of previous meetings were accepted. 2. PUBLIC HEARING # 1 - Robert Keech (Revision in Subdivision) A public hearing to conside subdivision change on Beam Road, Dryden. This one -lot approved subdivision. PUBLIC HEARING # 2 - William Gettig (Subdivision) A public hearing was held to consider the application of William Gettig to subdivide a parcel of land zoned industrial park to be called Pine Woods Commerce Park. This subdivision would be located on Route 13 across from NYS Electric and Gas. The Total project is.22 acres that will be divided into 17 parcels. A copy of an Engineer's Report from Wood and Goodnough, Environmental Assessment Form, and Preliminary Plat Plan was presented to the Board. William Gettig reported - With the developmen would be an increase in traffic of approximate he talked to the Department of Transportation there are plans to put in a blinking caution 1 the road coming onto Route 13. He would like to Page 2 build the road in stages to coincide with the three stages of the subdivision. Total project completion is expected to take about 10 years, the first stage two to three years. The Environmental Assessment Form was presented to the Board. According to the Engineer's report the acreage has a 0 to 10% slope. It was noted that along Route 13 there is a possibility of salt contami- nation and that any drainage that would occur would be near lot # 2 and the detention pond. B. Caldwell - Requested that Mr. Gettig obtain a report from the Tompkins County Planning Department for the Board addressing the traffic and the type of impact it will have on Route 13. Also requested was a report reviewing the drainage into Fall Creek, R. Chase moved that we approve to go ahead with a contingent on the requested items. Approved. Carried, B. Caldwell - If there are no further questions, the public hearing was declared closed. 4. PUBLIC HEARING # 3 - Mark Stevens (Subdivision) A public hearing to consider the application of Mark Stevens for a subdivision off Route 366 new Shew Furniture to subdivide property into 11 residential lots. • B. Caldwell - reported that as of 4:00 p.m. today, Mr. Stevens had not presented the Board with any of the information requested at the public hearing held on April 21, 1988. Specifically requested was and engineer's report which would address, but not be limited to: dEtailed drainage /run- off plan during and after construction including plans for maintenance, percentage of amount of site cleared, topsoil reclamation /replacement, treatment of classified stream, percentage of slope over 15 %, recommendations for minimum impact solutions with 9% increase in run -off as desireable. I M. Lavine moved that we extend the current 45 -day period by mutual consent with the subdivider for the purpose of allowing time to review and consider at a regularly scheduled Planning Board meeting all of the information which was requested of the subdivider on April 21, 1988. Should the mutual consent not be granted by the subdivider by the end of the 45 -day period, the subdivider's application is denied. In any case, the extension should not exceed the regularly scheduled Planning Board Meeting in July, 1988. Ron Chase seconded. 5 Yes, 0 No. Carried, 5. SKETCH SESSION - Lott (subdivision) A sketch session was held to review the proposal from Mr. Lott for a subdivision between Hurd, Hollister and Midline Roads. Chairman Caldwell pointed out that this is something which is required prior to consideration of a public hearing and is not open to public comment at this point. My name is John Lott and I am here with my associate, Mr. Linn, to talk about the parcel of land that we would like to develop on Hurd, Hollister and Midline Roads. The parcel consists of 150 acres. The sketch plan in Page 3 front of you concerns itself with the northern portion which is for 21 residential lots and 30 acres of recreation and conservation. For the record Miller would be the architect. We will be meeting scheduled with the Tompkins County Health Department on May 20, 1988 (tommorrow). We would like our residential homes and lots to be priced below $150,000 each. B. Caldwell - Requested that Mr. Lott obtain approval from the TC Health Departmnet; obtain an engineer's study on run -off and drainage taking into account the new development; how the conservation and recreation areas will be developed and who will maintain it; legal arrangements and definitions of a Home Owners Association Ca formal structure); detailed Environmental Asssessment Form and a report from NYS Electric and Gas. Also Mr. Lott was advised that Mr. Slater, Dryden's Zoning Officer, will need to know if he plans to hold a public hearing regarding this subdivision by the first week in June. 6. P. U.D. ISSUE B. Caldwell reported that the the Planning Board comment on be prepared to make comments ?. PLANNING CONFERENCE Town of Dryden Town Board has requested that the P.U.D. issue and recommended that members and recommendations at our next meeting. B. Caldwell reported that there was a Planning Conference scheduled for Monday and Tuesday, May 23 and 24 and recommended that all members attend. 8a NEXT MEETING The next regularly scheduled meeting of the Town of Dryden Planning Board is scheduled for Thursday, June 16, 1988 at 8:00 p.m. 8* ADJOURNMENT There being no further business, R.
