Present: B. Caldwell, R. Chase, M. Lavine, J. Lee, R. Bobnick, R. Lampila
Also present: O. Dolph, S. Stewart, and approximately 6 members of the public.

called the meeting to order.
There.had been no quorum on
September
25th so
the meeting was rescheduled
for.Oct. 2nd and the Town Clerk
notified.
The purpose of this meeting was to
consider the material which
the Town
Attorney,'Mr.
Perkins, had.prepared
for us at our request.
Mr. Dolph, who had contacted the Planning Board regarding the Health Dept .
material which had not been available at our previous meetings, updated the
Planning Board. Mr. Dolph had received approval from Mr. Andersson today.
Mr. Fabbroni, the engineer for the project, made all the - changes to bring it up
to Mr. Andersson's requirements including the elimination of Lot 11. Mr. Dolph
showed the updated maps . showing the elimination of.Lot 11 with the land
divided between the neighboring lots. That was the only change on that map.
The other map showing the septic plans which Mr. Andersson has approved was
shown and discussed.
M. Lavine MOVED, R. Lampila SECONDED the the following resolution and asked for
its adoption_:
Pursuant to Part 617 of the.Implementing Regulations pertaining to Article 8
(State Environmental Quality Review,.Act) of the Environmental Conservation Law,
the Town of Dryden Planning Board.hereby assumes Lead Agency status with respect
to final subdivision approval for the following: Hunger ford Notch Subdivision -
Ormsby.Dolph, Jr.,Developer.
VOTE: ALL.YES CARRIED
M. Lavine MOVED that we issue a Negative Declaration under SEQR as Lead Agency
on this project with all reasoning as laid out in this:document dated September
25, 1986 referred to as SEQR Negative Declaration Notice of Determination of
Non- Significance and which hereby is attached to and becomes part of these
minutes [A copy of same is attached to the master copy of these minutes which
are filed with the Town Clerk]. Motion SECONDED by R. Chase.
VOTE: ALL YES CARRIED
R. Chase MOVED the following Resolution and asked for its adoption.
WHEREAS, Ormsby Dolph, Jr. has made application.for subdivision approval for
the Hungerford Notdh Subdivision off Ellis Hollow Road and Quarry Road in the
Town of Dryden, and
WHEREAS, the Planning Board has assumed Lead Agency status for subdivision
approval for this development, and
WHEREAS, the Town of Dryden Planning Board has made a Negative Declaration
pursuant to Part .617 of the Implementing Regulations pertaining to Article 8
(State Environmental Quality Review Act) of the Environmental Conservation Law
(that the project will not have a significant effect on the environment for the
reasons set forth in the Negative Declaration and which Negative Declaration and
the supportion documents for such Declaration are incorporated herein by reference,
and
WHEREAS) the developer has agreed to certain conditions.recommended by the
Tompkins County Department of Health, Soil Conservation Service and his
engineer's report and supplement report,
NOW, THEREFORE, BE IT RESOLVED as follows:
