Planning Board met April 17, 1986. B. Lavine called meeting to order.
• Members present: R.M.Bobnick, R. Lampila, B. Lavine, R. Chase, H. Slater,P. Underwor
& Z.O. S. Stewart. Absent: B. Caldwell. Also present: J. Lee, P. Winn,
R. Harkness, J. Murphy, G. Schlecht, C. Brown, K. Beldon, D. Martin,
J. Earle, and C. Lewis.
Minutes of March 20th read. H. Slater motion to approve. Seconded

No one present for scheduled public hearing for Dryden Enterprises.
Public hearing for Country Trace. G. Schlecht spoke for developers Winn,
Harkness, & Murphy who were also present. Looking for approval of Stage 2,
( 7 lot continuation of Bridle Lane) Subdivision began in 1977 with 3 stages.
Will need design variance for one lot ( only 109' frontage )
General discussion - grade of road ( less than 10% ), drainage, culdesac
design, road width, plowing, numbering of lots for reference ( 2 -1, 2 -2
etc. ) and one way circle.
R. Chase motion to close public hearing Seconded by P Underwood

• P. Underwood motion to approve Country Trace proposal as submitted with
variance on lot # 2 -3 ( 109' frontage ) to be acceptable in overall plan
and culdesac circle to be one way traffic with grass area in center.

Other business from floor - Group of West Dryden Rd residents present
with concerns. General discussion - group felt zoning regulations not
strict enough for mobile homes, mobile home parks - zoning should come
first, before mobile homes move in - K. Beldon submitted attached list
of information she felt pertinent to zoning mobile homes - would also
like to see occupancy certificates enforced - general feeling mobile home
parks & individual mobile homes depreciated value of surrounding property.
Catherine Brown requested to go on record for her area (Eight - Square
school house, S.W. of Rte. 13 & N. of Fall Crk.) stating residents there
wish to be notified of happenings in their area before public hearings take
place. B. Lavine explained that legal notices of public hearings were
published in newspapers & that it would be impossible to notify everyone
personally or by mail. Best way to keep informed would be to have
representative of group attend meetings or to call Board Chairperson
to check agenda of meetings & have representative report back to group
concerned. C. Brown also concerned that too many variances & special
permits were being granted.

Board was invited to drive out West Dryden Road. Suggested they may even
conduct next,public hearing at West Dryden Community Building. R. Chase
explained difficulties in changing location of public meetings for one
night due to subdivision hearings and number of people involved, and
correspondence that would be necessary for such a change.. Group thanked
Board for listening & extended second invitation for Board to drive out
West Dryden way.
B. Lavine had spoken to Gary Evans at some length concerning zoning so
ordinances. He suggested that G. Evans would be great consultant & has
been doing this type of thing for other muncipalities in neighboring
towns. Evans is willing to help & there would be no cost to the Town.
R. Lampila suggested Planning Board rescind resolution that Town Board
hire professional aid.
H. Slater motion that Planning Board withdraw previous request for
professional aid from Town Board & proceed with alternative plan of
seeking aid from County Planning Dept. in resolving current zoning
bottlenecks, issues, concerns, & redefinitions. Reason for this direction
being time element, concern of Planning Board & residents of Dryden in
resolving issues needing prompt attention. Seconded by R. Chase.

OCCUPANCY CERTIFICATE- Written authorization to occupy a mobile home
park or mobile home construction which has been constructed in com-
pliance with and which continues to comply with, the terms set forth
herewith.
Skirting and Enclosures: On individual mobile homes construction must
be within 90 days of occupancy. Any materials used for skirting or for
the construction of enclosed patios, garages or structural additions,
open patios, carports and individual storage facilitbs shall provide
a finished exterior apperance.
All mobile homes located on any land or premises in the Town of Dryden
at the time o enactment of this local law, either in a Mobile Home Park
or an individual mobile home premise must have an Occupancy Certificate
showing compliance with local County Health Rules and Regulations.

Sketch drawing of the mobile home lot showing the location or proposed
location of the mobile and any other structures, buildings or improve-
ments to be placed on the lot, with sufficient dimensions and information
to demonstrate compliance with.
A written statement from the Tompkins County Board of Health that the
mobile home has an approved water supply and sewage disposal system.
If a proposed mobile home lot will, when constructed in accordance with
plans submitted as part of the application, comply with the provisions
of---

43,560 square feet with a minimum of 30 feet from any road right- a - way
line and no closer than 25 feet from any other property line, expandable
rooms, enclosed patios, garages or structural additions, outdoor patios,
arports and individual storage facilities shall be included as a part of
mobile home in determining yard sizes.

MOBILE HOME -A transportable, single family dwelling unit suitable for year
around occupancy and containing the same provisions for water supply,,
waste disposal and electrical systems as immobile housing. The minimum
size of a mobile home not in a mobile home park shall be 12' x 70' or

14' x 60' with a minimum area of 840 square feet.
MOBILE HOME FOUNDATION _ All mobile homes shall be placed on
foundation of concrete blocks, poured cement or cement slab,

Mobile Home Stands- Each mobile home not loacted in a mobile home
park shall have a mobile home stand capable of containing the mobile
home in a stable psoition. All mobile home stands shall be construct-
ed of permanent concrete blocks, poured concrete, or concrete slab.
Fuel Supply and'Storage- Each mobile home not located in a mobile
home park shall comply with -
All fuel oil storage tanks shall be sequrely supported and fastened in
place, shall not exceed 275 gallons capacity, and be not less than 100
gallon capacity. Fuel oil storage tank installations shall be screened
from public view.
Outdoor Storage- Each mobile home lot not in a mobile home park shall be
kept free of inoperable or abandoned vehicles and shall not become a
storag° place for trash, rubbish or junk. Any solid waste containers
stored on individual mobile home lots shall be screeded from public
view and rodent, children and animal proof. Disposal of solid waste by
burning is prohibited.
If mobile home lot, existing at the timeof enactment of this local law
complies with these provisions an Occupancy Certificate shall be issued
forthwith. If said existing mobile home lot does not comply the owner
shall, within 6 months from the time of.application, either bring said
lot into compliance or obtain a variance in accordance with.
Occupancy Certificates shall be reviewed at least every three yars and
renewed automatically if there are not violations of the provisions
of this law.
