PLANNING BOARD
• Planning Board met on January
meeting to order. Members present;
R. M. Bobnick, Chr. B. Caldwell, B.
present; G. Rotunda, J. Harding, M.
& E. & R. Clark.'
HEARING I
January 16, 1986
16, 1986. Chr. B. Caldwell called
H. Slater, R. Chase, P. Underwood,
Lavine, & Z.O. S. Stewart. Also
Pirsic, J. Tucker, K. & J. Beldon,
G. Rotunda - Two phase subdivision off Yellow Barn Road - showed
overlay of tax map. Discussion; Phase I only. G. Humphrey had OK'd
plan for a "T ". J. Anderson ( Health Dept.) had suggested 2 culdesacs.
Board decided to use preliminary hearing to get public input -
Lengthy discussion - possibilities of lot lines, roads, culdesacs, phasing.
R. CHASE made motion to recess hearing until regular meeting next month.
P. UNDERWOOD seconded.

E. Sims - Four lot subdivision on West Dryden Road. No -one present.
HEARING III
M. Pirsic - Five lot subdivision on Beam Hill Road. B. Caldwell
read letter from Health Dept. (on file) General discussion; Lot line
placement, lot sizes, driveway locations & swampy area.
H.SLATER made motion to approve preliminary plat contingent upon
satisfactory completion of final Health Dept. approval.EAF,SCS report,
P. UNDERWOOD seconded.
VOTE ALL YES CARRIED
No further discussion.
HEARING II
E. Sims still not present. Board informed public present for that
hearing that Mr. Sims had attended December meeting with a very preliminary
sketch of his intentions. He was inquiring about procedures. Board had
explained requirements, & Mr. Sims stated he could have necessary papers by
Jan. meeting. General discussion from floor - J. Tucker spokesman for
neighborhood - Their concerns; possible lack of maintainence, over crowding
or density, lot sizes, road, environment, & zoning. Board thanked them for
sharing their concerns.
Board discussed updating plans & revising zoning ordinances.
B. LAVINE proposed resolution to Town Board requesting assistance from
consultant to develop doccument within next ten months & have it ready for
public hearing. R. CHASE seconded.
VOTE ALL YES
No further discussion.

CALDWELL: What about someone claiming hardship even if self - imposed'
EVANS: Board of Appeals does not have authority to consider personal
economical or health positions of applicant in variance appeal. On1;;
kind of hardship is vacant lot that can'tkused for anything allowec
in zoning regulations.(Something zoning is preventing you from usir
M.WEBB: We've got a problem then.
H.SLATER questioned whether new text world replace ordinance book
of general plan book.
EVANS: New document is to replace code regulation laws in blue
book. Parallel to it & general plan are intentional. Zoning regu-
lations must rely on combination. This has gone thru revisions &
refinements for years now, and when another good idea comes up, I
incorporate it. If you have any,I'd like to hear them.
H.SLATER: This book describes all of our do's & don'ts for each
zone. Seems to me to be general planning outline for all planning
activity.
EVANS: It is@ It's a land use & development code. It incorporates
zoning, subdivision regulations, enviromental reviews, flood area
regulations and S.P.R. All these procedural things. Rules and
ZBA uses in it's entirety, likewise with S.P.R. & P.U.D. It's
intended for "error on side of over - inclusive."
H.SLATER concerned with length & size of new book for aver.person.
EVANS recognized need for summary or chart which says in concise
way, what's in book. Thought it reasonable objective.
General discussion - -No one comes to Board meetings unless there
is problem. Would like to involve more members of community in
overall operations. Also discussed legal r- o -w's, denying access
once a year etc.
�--� CALDWELL9 Felt Hoard should concentrate on particular chunks of
ordinance.
H.SLATER concerned with size book would be.
G.EVANS stated there were many ways to reduce size(smaller print,
printing on both sides of page,etc.)
CALDWELL: Any particular sequence to proceed?
EVANS: Seems you should consider most difficult problems, by time
You're thru that, you're experienced and can finish easier things
quickly. It's whatever you feel comfortable with.
B.CALDW'ELL suggested beginning with subdivisions.
R.CHASE: I'd like to see overall plan of subdivisions. Every
thing should be listed on one standard form- -then Sib could simply
cross off whatever didn't pertain to individual case.
H.SLATER: Are we going to do subdivisions across the board or
for each zone?
G.EVANS: Subdivision regulations do not include minimum lot size
etc, They're different for each zone.
B.CALDWELL: It would be procedural -- setting up process in criteria
for subdivision but not criteria for separate zones. It will be
across board.
BOARD decided to begin with articles 4 & 5. Also hoping for a one
page summary maybe even w /map to simplify.
R.CHASE: Volunteered to use his computer to set up check list
and flow chart.

B.CALDWELL: Suggested secs_ ..ta'ry run off copies o r articles
4 & 5 for :Board members since copying was so expensive down-
town. Thought article 4 could be tailored in w /art.icle 5.
M.WEBB questioned time frame. Board felt that they would have
better idea after next work session, Town Board wants entire.

C.BHOWN questioned at what point public would be informed
that this process was underway.
Board felt they needed to come up with something on paper
first, then have public hearing open for discussion, I.f too
many present too often then can't even get started - -too many
disagreements of ideas,
C.BROWN felt that was true,
R.CHASE; If we did it when whole thing goes to Town Board
with information meeting before hand, we could make a copy
available for review, Then after public had time to review it,
have public hearing - -maybe possible to have combined. meeting
of Town & Planning Boards & public after draft written- -well in
advance so public could question either Board,
Special work session set for 8.00 PM on September 11th,
