PLANNING BOARD
-.01("
OCTOBER 17, 1985
,Planning Board met 10_17_85. Chr, Be Caldwell called
meeting to order 8:30 PM after Board had looked over numerous
fact sheets, pamphlets, & literature she had brought in on
Mobile Home Parks. Members present; R. Beck, He Slater,
R. Lampiia, Chr. Be Caldwell, P. Underwood, & Z.O. S. Stewart.
Absent; Be Lavine & R. Chase. Also present; Cuyler Paige,
George Miller, & Martin Pirsic,
M, Pirsic was interested in ideas from Board on sub-
division on land he owns on Beam Hill Road. Held been in
previously with rough ideas & alternatives on this land, and
wishes to avoid investing thousands of dollars for surveys,
Health permits etc. if his idea was not feasible. Brought in
maps & explained tenative plans for either 4 or 5 parcels to
sell to builders at a later date.
GENERAL DISCUSSION- Board suggested he talk to Gary Lamont
from Soil & Conservation Dept, Health Dept., and NYSEG. Also
questioned if he would have any objections to a stipulation that
only single family residences could be built in that area.
M. Pirsic said that is what he preferred. He will be in touch
at a later date and thanked Board for their time & suggestions.
BAILEY DRIVE - Maps signed9 Mahlon's office picked them
up from Be Caldwell's office. Apparently ready to close on
one lot. Had taken care of strip of land in back of Bailey's
house. Finished map did not have all contours, but land-.was
relatively flat anyway.
MOBILE HOME PARKS- Be Caldwell said she'd check with
Harry Missiria. He may have data on who is actually living in
parks in Tompkins County, if they have school age children, and
what services are generally provided within a park versus what
town or municipality has to provide for next meeting. R. Lampila
and He Slater will try to visit Jim Ray to discuss mobile home parks.

R. Beck will be iiiorking on physical layout & siting issues,
R. Lampila & P. Underwood - taxation & assessments, H. Slater -
manufacturing & housing trends. Each member will share their
findings at;the next meeting. Then will start going through
current regulations, one paragraph at a time to see "how new
information can update each paragraph. Obviously, any change
in ordinance will have to go through SEAR. (SEQR applies to
anything.) Long assessment form necessary for any park.
Believe Board requesting help would be Lead Agency,
C. Paige questioned if the next working session would be
primarily on Mobile Home Parks, B. Caldwell said it would be.
Board is basically meeting one particular type of residential
need. No mapping now, that will be a final part.
Decided next meeting will be Nov. 14 8 :OOPM for a work
session. Nov. 21 will be the next regular meeting.
H. Slater made motion to adjourn meeting. Seconded by
P. Underwood. Motion carried.
