The notes from the previous meetings and from the working session 11/29 were
reviewed. The suggestions to date for the MA and C -B zones have been worked up
in rough draft. Using that draft and a facility /activity workbook provided by the
County Planning Dept.,reviewed the draft for the M -A zone regarding Section 1200
(intent and purpose - no changes recommended), Section 1201 (Allowed uses - new list
developed), Section 1202 (Uses Allowed by Special Permit - new list developed), and
Section 1203 Prohibited Uses (Probably no change). There was some discussion on
Section 1204 but additional discussion is needed. The proposed C -B draft was not
reviewed but will be considered at a subsequent meeting.
The areas where` -we still had questions under Section 1200 (Allowed Uses) were:
Communication Service, Vehicle Cleaning, and Animal Care. Farming, gardening,
nurseries and greenhouses which are not on the allowed uses in the draft form

Day care facilities of various sizes were discussed. It was decided that this shoul'd
be a special permit /site development review activity only. While we wish to encourage
industry and manufacturing to offer day -care on =site for children of their employees,
or for several businesses to band together to have day care available for their
employees, we have special concerns over the safety and welfare of children. One
day care situation in an M -A zone might be highly suitable while another might not.
If this were to be handled by Site Development Review, the list of criteria to be
used should specify not only concern about the immediate facility but also about
current and potential nearby uses. It is also intended that any day care facility
in an M -A zone would be intended for use primarily by children of people employed
in the M -A zone.
G. Evans outlined for the Planning Board the history, current law, and various
methods of implementation for what we call a "special permit ". In 1976 the State
Legislature changed Sec. 2.74A of the Town Law to clarify this situation. Mr. Evans
will get some sample wording for us on this and on Planned Unit Development to
go over at our next meeting.
B. Caldwell will prepare a draft similar to the one used this evening with the
consensus to date for the C -A and R -D zones, the areas where we still have questions,
and a compilation of various suggestions and questions we might have.
We will try to consider some preliminary mapping at our next meeting, possibly
establishing general areas for each of these 4 zones and some rough guidelines.
It was felt that with this and our draft material to date it would be appropriate
to get reaction and input from the Town Board. We will ask for some time on their
agenda of 12/11 and bring them up to date and see if this is the direction they
