Planning Board I
The Planning Board met on October 18th, 1984 at 8 :00 P.M. with members
R. Lampila, Be Lavine, R. Chase, Chr. B. Caldwell, R. Beck, Z.O. S. Stewart
• and representative from the Town Bd, G. Schlecht.

Mr. Daniel Bailey of 42 Niemi Rd. was present to request subdivision
approval for 2 lots and 3 parcels and a road. The roadway is not right on
the boundary line, due to advice from his attorney to bring it in ten feet.
Be Lavine asked what the intent of the ten ft. by 60 ft, strip is. Mr.
Bailey wnats to plant grass and trees and will keep'it maintained.
A concern of the Planning Bde is that this road will not be double
loaded and will be a town road and whether a subdivision that can only be
single loaded should be considered for approval.
The property owners on the west of the proposed subdivision were present,
Fred and Jo Lengemann of 82 Niemi Road. Mr. Bailey said he had contacted the
Lengemanns about sharing the cost of the road on the 60 ft. strip. If the cost
would be shared, the road would be on the line. Mr. Bailey said he did not
hear back from the Lengemanns and moved the road ten feet in on his property.
Fred and Jo Lengemann said Mr. Bailey said Mr. Bailey came to them Wed-
nesday night and by Friday the road was being built. They really'did not
have a complaint other than they were surprised more time was not allowed to
make a decision.
Mr. Bailey has a meeting with the Health Dept. on Tuesday and has contact-
ed Greg Humphrey.
The Planning Bd. told Mr. Bailey the following things were needed for
a public hearing:
location of right of way of power lines
contours on his map.
Health Dept. approval
drainage problems
wetlands
check with Greg Humphrey
On vote for sending it on for public hearing, 4 -yes, 1- no.
A public hearing was scheduled for November 15th at 7:00 P.M. for
subdivision approval.
Members of the Industrial Development Committee were present with a mat-
rix that charts the requirements for different zones reflecting the require-
ments for the zoning now in effect. Bob Porteus let the Planning Bd. look
over the matrix for comment.
Dianne McFall explained "that the meaning of special permit had been
changed. They would all be reviewed by the Town Bd. even if they didn't
need a public hearing, making determinations on their own.
The list for special permit would not be expanded. The public hearing
process for the 3 areas was discussed. The I.D.C. in their recommendations
kept long range goals in mind.
MA- right now there is not one hundred acres in MA.
Discussion on public hearings and special permits. -- I.D.C. suggested
having the public hearing first and get-it out of the way and then have the
Town Bd. There was a question on spliting the concept of the resident. p.u.d.
CB- special permit for 1, 2, and multi family dwellings with a public
hearing. Not a long term goal of the Town Bd. Housing can't be eliminated
in CB, but made more difficult to get.
Be Lavine said that the public hearing can't be removed and is an integral
part of planning and cooperation within a development.

was
gone over.

- a checklist of things that have to be presented.
Bob Porteus felt a list of more rules and regulations from a development
aspect is not necessary.. If something is spelled out in a code, don't have
it so that a public hearing can change it.

G. Schlecht said for 95% of the case4, the permit process works fine.
Dianne McFall suggested that each zone be looked at and areas set aside
for MA then fit the special permit in the zones. The,IDC already has their
zones mapped out and will share them with "the P1. Bd.
The next meeting is scheduled for October 25th at 7:30 P.M.
The meeting adjourned at 9:30 P.M.
