Planning Board
Town of Dryden
February 19,1982
The members of the Planning Board met for the regular monthly meeting on February
.19th, 1982 at 8:OOpm. Members- present were: Chw. B. Caldwell, R. Chase, R. Gerbasi,
. Hunt, rep. from the Town Board, C. Evans, and Z.O. S. Stewart
Chw. Caldwell gave members reports of the 1980 Census for Tompkins Co. and the
`.Town of Dryden. The meeting was called to order at 8:35pm. in order to give the
Board a chance to.review the census and the Envirnmental Assessment Statement from
.'Mr. Dolph, the first order of business.
Chw: Caldwell asked for additions or corrections to the previous month's minutes.
There was clarification on a motion that. was made and the discussion. J.Hunt moved
%the minutes be approved and C. Evans seconded the motion. The motion carried,
B. Caldwell- The last time you were with us Mr. Dolph, we thought that things
looked pretty good on this four lot division, but, we did ask for this envirnmental
..assessment.statement.. This basically covers the whole proposal and at this point we
.are only looking at this envirnmental assessment form and everything will be kept on
;'file.. To the Board, Members: Do:.you see, based on this information that this particu-
..,:lar part will have any significant envirnmental impact?
J. Hunt- No ,.I don't.
B. Caldwell asked for a motion to that effect on these four lots.
J. Hunt stated that the motion should be for the four lots only as follows: That
` :the envirnmental impact be accepted and that there is no significant envirnmental change
.involved.
• B. Caldwell asked if there were any other questions that needed clarification.
J. Hunt said he felt that the Planning Bd. needs to get the language of the deed
.:restrictions in writing.,

Dolph's plans for the new members of the
Mr. Dolph asked if it is going to mean another meeting and asked if he could go
:=ahead and proceed with the land transfer.
Mr. Hunt said that would not interfer..with the sale of the Land, but, Last fall it
..was decided.-that Z.O.: S. Stewart was not to issue a building permit until all aspects
dealing with the Planning Bd. were carried. out. As far as the land transfer, Mr. Dolph
:should talk to his lawyer. Mr. Dolph said that he would probably drop off the deed
:.restrictions to B. Caldwell rather than come to the next meeting.
B. Caldwell said that she had received a. complaint on noise in Ellis Hollow from
:Mr. Larry Jackson of the Office of Envirnmental Planning Dept. of Public Service in
;Albany. This office called B. Caldwell saying they had a complaint on noise from the
;Pumping Station in Ellis. Hollow and did the Town of Dryden have a noise control ordinance
effect.
B. Caldwell said that this agency has certain.regulatory measures the an place on
e. .an operation like this. She.:said if anyone knew of complaints, they were o contact the
::agency .

CC. Evans said that he would check with the people he knew who live in close proximity
to the pumping station and see if they had complaints.
Chw. Caldwell -said another matter she was asked about was the current status on
Mike Peru's.Long Boat Key sub- division.
S. Stewart said that he would get the minutes from that meeting and the Bd. could
decide at the next (March) meeting what is in order as far as the time frame and
other stipulations concerning his hearing.
Chw. Caldwell asked if there was anything else any one had to bring before the
Board. J. Hunt asked if she had looked into condominium ordinances. She said it
comes under section 9B, a special section in the law and had done some reading on it,
but, had not seen any.good ordinances.
C. Evans said to check with the Town of.Erwin, as they may have dealt with the
issue,having condominiums in residentual zones.
B. Caldwell asked what S. Stewart, R. Gerbasi, and J.. Hunt found out at a meet -
ing they attended.
J. Hunt said they talked about the various means of planning and effectively
controlling a development and area restrictions. One new concept that he got out
of the meeting was transfer development rights.
R. Gerbasi said there were a number of comments on how to fit the cluster type
arrangement into the zoning ordinances by taking certain steps to get around or stay
within the existing law.
B. Caldwell asked if there were any other areas of concern for the next six
months that the Planning Board should look into. She doubted if there would be a
big push for twenty new projects.
The meeting was adjourned at 9:30pm.
