B. Caldwell began at 8:00 pm by saying that there are P1. Bd. members, Town
Board members, County Board of Reps. and many other interested people present.
She introduced Harry Assirian from the Co. Planning Dept. to explain about the con-
nector route.

In early summer of 1980 a group of representatives from Cornell, the County,
and the Town of Ithaca , formed a committee to study some existing traffic circula-
tion problems in the city of East Ithaca. There area number of traffic problems
that have existed for years_and in anticipation of the future and county planning
in the juture Town of Dryden planning, and Village of Lansing planning, all affect
what may happen to traffic in the area. The growth of the university, growth of neigh-
borhoods in the N.E. area of the Town of Ithaca, in the Town of Dryden, out Ellis
Hollow Rd, growth in the Snyder Hill area and all traffic circulation in E Ithaca,
Forest Home,- ,?riphammer and Pleasant Grove, and all through the county's largest
employer, Cornell. Areas of considerable concern starting with Rt. 79 and Pine Tree
Rd. intersection.having poor sight distance and turning radius', and following
thru to two difficult intersections- Pine Tree and Ellis Hollow and Judd Falls and
366. Traffic coming from Dryden and 366 area clashing with traffic from Rt. 79.
For years the traffic thru Forest Home has been a great concern with it's on lane
bridges and increasing traffic. The impact of the growth of the :university on that
community and increasing teaching and research facilities and-growth predictions made
t necessary at this paint to avoid compounding future traffic problems, and resolve
existing problems. A_small technical advisory committee was rounded with town,
county and iniversity reps. to do traffic studies on these roads and do envirnment
al impacrt studies on sensitive areas. Such as the orchards, plantations, arberit>>m
area expansion, prime ag. and wood lands golf course, Equine research, and Sap-
sucker Woods.
17 The two major intersect.innG could be addressed by re- aligning a portion of Pine
Tree Rd. and Ellis Hollow Rd. and creating a new portion of a road thru the Cornell
orchards. After studying existing loads on Triphammer, Pleasant Grove and Warren
Rd. , the solution to some traffic problems would not be the solution to every problem
created over 20 years . The Triphammer corridor and Warren Rd. are near capacity
now and with the growth from the Town of Dryden, the solution had to be further east.
We're not planning a major super highway, but, a new road with a modest 60ft. of
right of way and 40 -45 mph speed limmt. It's not a by -pass exprssway. The volume of
traffic on Ellis Hollow, Pihe Tree and Snyder Hill are equal during peak hrs. with
traffic converging on Judd Falls.
We are not looking for a road diverting out of co. traffic around Ithaca, but,
take care of local traffic problems.
Zoning leads us to beleive the Village of Lansing area will be a prime residentual
building area and the Industrial Park and Morse Chain will all contribute to contin-
ued growth in that part of town.
The project is broken down into two phases, south of 366 and north of 366. The
area S. of 366 is the current problem and N. of 366 is dependant on future growth.
The 19% grade problem of Warren Rd. and Forest Home and the 14% grade thru
Sgrade. reese Rd. would be alleviated by a proposed road with a grade of no more than 6%
Improvements would be needed on Caldwell Rd. Hill north of campus as it winds
down thru the plantations.
Another sensitive area is Sapsuckewoods and not to get a road too close to it„

The existing road running thru the middle is not an option to Rt. 13. The proposed
tretch would be 16,000 ft. from the sanctuary and would tie very close with the
own of Dryden's plan for the development of the Lucente property in the area.
Mr. Whin noted the tapes do not indicate a scale of alignment, but, are only
proximaties.. More exact locations would be int-the next phase (planning) when soil
samples are taken.
Questions from the audiance
Where it crosses Forest Home, will that be at grade level
Yes, it would be at grade- not more than 6%
Is there evidence that there,iare more traffic problems and accidents at the
junctions described? Yes, reports from the traffic safety board reports indicate so.
With the traffic generators in the N.W. section of the map, what is it going to
do to relievg traffic problems? You said the primary traffic generator is the 6niver-
sity coming in and out. How are these roads going to get people in and out more
effi ci en tl ty?
All of tfib traffic from Snyder Hill and Pine Tree would be diverted via the new
road onto campus keeping it off of Judd Falls.
What is the intent of the upper part from 366 north?
This provides a road with no more than a 6% grade for traffic from the N.E.
to the east and any future traffic growth, instead of using Warren Rd. or Pleasant Rd.
Many people asked if this is a realistic assumption to make:

It looks like you're bringing more traffic into the Varna area.

Mr. Aisgirian explained about the limitations of the terrain around Freese Rd.
He also told "how the plans had changed from the original alignment, but, because of the
building of the Arbiretumrplans, it was pushed easterly: The basic objective out
of this whole clan is safety. Where else can you have a 6% grade across Cornell?
B. Lavine pointed out on the map that the problems of the bad intersections of
Judd Falls would only be traded and new intersection problems created.
The concern of having the new road close to the trailer park in Varna was discussed.
Mr Aissirian explained that the planning for this has been carried out over a 10
ear period and Cornell's needs have changed and will continue to chang, thus, the
changes in the new road.
The question of how serious is this being considered came up.
Mr. Nordash the Town of Ithaca Supervisor, said Ithaca's perspective is that it
is urgent now, but, full potential won't be utilized until the additional growth
takes place. He stated that if a solution is not planned, Forest Home will be closed
to two way traffic.
Many different people had their own plans for where roads should go, building
bridges, moving hills, etc. Many people felt that the one with the most to gain
from this new road is Cornell University.
B. Caldwell asked if any Planning or Board members had any other questions.

C. Cotterill asked about time schedules.
The schedule shows for phase one, 79 to 366, that after the preliminary conceptual
study, construction could be complete by 1984. Then a study on how phase one is
�orking and phase two done by-1987. He noted this is being very optimistic.
C. Cotterill said the county will make the final decision on which phase is built
first, but, they would like recommendations from Planning and Town Boards to help
them make their decision.

Planning discussion. Be Caldwell stated that phase two looks like a long way off.
J. Hunt- If you cut off_the traffic at Judd Falls Rd. on the campus this would
resolve many problems making people from only one side and fewer people using it and
going out thru Caldwell Rd.
Be Lavine- That increases traffic in this stretch so, you have the same problem.
In his opinion, phase two is what the Planning Bd. is to give opinions on. He stated
it is the most expensive and will not serve any pruposes and serves the least use.

Be Lavine asked if anyone had anything to support the building of phase two.
He pointed out if they built only phase one Forest Home would have even more
traffic . If they did both parts, it would have the same amount. He felt spending
Orney on improving the two intersections would be better. (Game Farm Rd and Freese

Be Caldwell asked if Forest Home were closed off, how would the members be
affected? This was discussed and realized it would not be that bad.having traffic
going clockwise one way. They considered the speed of cars increasing.
Be Lavine said he would like to make a resolution as part of the recommendation
the Town Board that: They reject the concept of phase two as currently presented.
It was seconded by Joe Motsay based oii the discussion.
Be Caldwell said she has some concerns about Freese Rd. and the traffic it's
carrying and coming upon 366 with poor sight line. If phase one were built, traffic
would increase. Phase two might be beneficial for school buses on Freese Rd.
She asked if traffic.,-lights would help the intersection. It was decided if you
were below the crest and the roads were slick, you would never make it up. She
asked what could be done to make it safer, if you were coming out on Game Farm Rd.
and turning left to go to campus.
Recommendation: Make it a perpendicular turn, taking the turn out and making a
loop at the end so when addressing Rt. 366 uou would be perpendicular. It's
hard to judge speed of oncoming cars.
Vote: Be Lavine -yes, J. Hunt_ yes, Be Caldwell- nay.
OaA motion was made by J. Hunt that a recommendation to the Town Board be made 'to
ploy and_•get some�,p,rofessional engineering opinions on improvements that can be

The motion was seconded by Be Lavine . Motion carried.

The January Planning Board Meeting was. called to order at 7:30pm by Chairwoman
dCaldwell. Other members present were J. Motsay, B. Lavine, J. Hunt, C. Evans,
own Bd. representative, and Z.O. S. Stewart.
A public hearing was held to consider thiz application of Finger Lakes Stone
on a four lot_sub- division on R71iG Ho71ow Rd. on the Town Rd. between the Osborn
property and the power line. Present was Ornsby Dolph Jr. who presented a map for
members to see.
B. Caldwell asked if all of the lots are 200 ft and the Health Dept. can get
their circle on the lots.
Mt. Dolph said yes and there had been some soil sample testing done. He ex-
plained the reason for doing the sub - division now is that it is tied up in an es-
tate and would like to get it distributed. He explained that there is a 100 ft*
right of way for power lines and another 75 ft. between Corr Drosts and his corner
of the power °line. All lots are just under 80,000 sq. ft.
B. Caldwell asked about any experience of getting water in

had been filled out from Mr. Dolph. He said he had it the last time, but, forgot

from the others since it is next to the power line. Mr. Dolph said that his mother
and one of his sisters is going to own it together after the lot is in their name.
After that, he will have nothing to do with it. He said if someone came along
with plans, he would build on it, but, not to specs.
Mr. Dolph had a question with regards to building a house on parcel in the
spring. He doesn't have enough money to run a road up thru there and turn it over
to the town. Eventually, this lot is going to have frontage when the sub - division
goes thru. He asked what is the Board's opinion on a variance for a building
permit to build his own residence in the spring. He is presently living in his
office. He and Z.O. S. Stewart have discussed this.
J. Hunt said that on one lot it's pretty much out of P1. Bd's hands until
he's ready to get approval for the whole thing, which would mean going to ZBOA
and asking for a variance. Whether he would be granted the variance, he did not
know.
Mr. Dolph said that he had been befoxethem and they said he couldn't do any-
thing until it goes thru as a sub - division, which he stated he is doing now.
B. Lavine and J. Hunt both said, however, he's not thru it yet, but, going
hru the process.

C. Cotterill said he would like to add that the Town Bd. has said that they
don't want any permits granted where there is a lot without public road frontage.
If he wants to call all of his land one lot and that orders a public road, he can

Mr. Dolph explained that there is public road frontage for 114 of it. All
property over to Quarry Rd. is continuous, but, is in the name of Finger Lakes
Stone Co. and he would have to build in that name and then buy it for say a dollar,
but, he would like to ao ahnuf- it by a more direct means. He also informed the Bd.
members that before this, the Town of Dryden gave him a building permit dealing
with road frontage on Quarry Rd. and a piece of land that was all one piece and
had nothing to do with that on Ellis Hollow.

Ohat this is preliminary approval only. J. Hunt made a friendly amendment that an
envirnmental assessment statement he s>>bmitted, the long form, and sent to Barbara.
B. Lavine accepted that amendment and also added that approval be contingent
upon all other agencies. The motion was seconded. It passed unanimously.
Mr..ndlph asked about what kind of time they were talking about.
B. Caldwell said if he,could get all of his paper work done, they could give
final approval at February's meeting.
The hearing closed at 7:55 pm.

J. Hunt comments that there are no two lane bridges from Etna to Fall Creek
and wondered if there is a need for a two lane bridge.
B. Lavine asked if anyone had anything to support the building of phase two.
He pointed out if they built only phase one Forest Home would have even more
traffic . If they did both parts, it would have the same amount. He felt spending
Od oney on improving the two intersections would be better. (Game Farm Rd and Freese
on 366)
B. Caldwell asked if Forest Home were closed off, how would the members be
affected? This was discussed and realized it would not be that bad having traffic
going clockwise one way. They considered the speed of cars increasing.

B. Caldwell said she has some concerns about Freese Rd. and the traffic it's
carrying and coming upon 366 with poor sight line. If phase one were built, traffic
would increase. Phase two might be beneficial for school buses on Freese Rd.
She asked if traffic lights would help the intersection. It was decided if you
were below the crest and the roads were slick, you would never make it up. She
asked what could be done to make it safer, if you were coming out on Game Farm Rd,
and turning left to go to campus.

B. Lavine moved that _phase one_as _proposed; be rejected _as _proposed, and in it's
q ace concentrate on improving the intersections, the two ends of Judd Falls Rd.
between Ellis Hollow and 366.
He feels the expense of the proposed phase one will not do any more than a much
lower expense for improving the intersections at Judd Falls and Ellis Hollow.
J. Hunt seconded the motion. The motion carried.
