The minutes of last months meeting were` with no corrections or changes. N r. Don J ilbert, Chief of Dryden Fire Company, and Bob Arnold, Ast. Chief attended Planning Board, concerning a letter we had sent stating our concerns with wood burning stoves, installation and maintgnance. The Dryden Fire Company does not clean chimneys because a few fire companies have gotten sued because of damaged chimneys. They have the equipment that people can borrow to clean their own chimneys. Also have pamphlets at fire hall on installing wood burn- ing stoves. On October 12, 1980, they will have an open house and someone will be there to talk on wood burning stoves. The two main causes for fires are mainteraxice of chimneys and installation. `4r..Lavine asked what can be done from town level. Mr. J ilbert stated people should have someone to install the stove that knows what they are doing The fire company visits schools and passes out leaflets on fire safety, smoke detectors etc. They can inspect installations if asked but don't like to because possibility of being sued. Mr. Bonn suggested in fall, one of the companies like Agway or Briggs Lumber, have a type of program on installation of wood stoves. Mr. Dann stated same people show up at these meetings but they are not the ones who need the information. Feels that the insurance companies should do something because they have to pay out if a fire. Mr. Lavine will call a few insurance companies and ask a few questions concerning the wood burning stoves. Mr. Bonn wanted to know if any underwriters on stoves and if insurance companies are in contact with companies that sell the wood burning stoves. Hopefully some information for the next meeting. The board went over Mr. Hanshaw's Enviromental Assessment Form, as follows: 1) No large physical change in site and will not physically alter more than ten acres of land. 2) No major change of any land form on site. 3) Will not alter any existing body water. 4) Any impact on ground water quality - No. 5) Affect drainage flow - no 6) Threaten any plant or endangered 7) Any adverse effect on air quality 8) Major effect on visual affect or specie - no - no scenic views important to community - no 9) Any site of historic interest - no 10) K ajor effect on existing or future recreational 11) Major traffict problem - no 12) Objectionable odors or ele t 1 d' opportunities - no c rica isturbance - no 13) Iihpact on public health or safety - no 14) s rowth of more than 5% - no 15) Controversy on project - no P i Planning Board -2- August 21, 1980 The project would consist of six new lots on 10.4 acres. The soil is clay and gravel. The depth to bedrock is 50'. Slope on site - 0 to 10 %. Streams within - none. The description of site is 100 acres - 10 acre develop initially and 60 acres ultimately. Fbrty acres remain undeveloped. Length of project in miles - 872' x '568'. Extension of previous development - 16 %. Vehicular trips per hour upon completion - six. Anticipated period of construction - three months. Does project involve disposal of solid waste - no. Question by A r. Lavine, to discuss at next meeting. Would project increase in energy use - yes. The water usage per day wouldI� 600 gallons per day. .Zoned residential use. What local and regional approval - city, town and village boards, city, town and village planning boards, city, town and village zoning boards, city health de- partment. Lavine from John Anderson of the Health Department to Supervisor Cotterill about Owasco Water Shed rules and re- gulations. Comments on rules The board had no real concerns with regulations. Meeting adjourned.
