Mr. Douglas Sutton was present at the meeting to discuss the
map that the board looked at on April 17, 1980 meeting, concerning
his development in Ellis Highlands. Mr. Sutton pointed out that the
reason for the road change was:

second by Mr. Dann. All members voted yes.
Mr. Sutton will see Greg Humphrey concerning the road and check
with Attorney Perkins on mechanics. Chairwoman Caldwell received
map concerning above.
Other Discussion:
Census map have been received by Town of Dryden. Planning Board
may hold special meeting to go over maps in allotted time for filing
changes.
Supervisor Cotterill was asked about railroad overpass that will
be taken down on Route 13, in Varna. He knew about but that was all.
Concerning slow down -on new housing, Mr. Dann suggested having
a moratorium on new road construction as mentioned at previous meet-
ing. Mr. Cotterill stated that problem was not accepting too much
road but Highway Department has not built road properly before the
town accepted them. He stated.that alot of time is spent in repair-
ing because poor base and drainage put in. Believes Highway Super-
intendent should be there to check on them, when being constructed.
Mr. Motsay suggested Highway Superintendent okay road building

Possibly sign and date each step as approved.
Planning Board suggested Mr. Humphrey meet with them and let
them know what he requires concerning new road.

The planning board had no formal items for discussion at this meeting.
Mr. Hunt stated a correction in minutes of May 15, 1980 meeting concerning
sentence reading,.Mr..Cotterill stated_ that problem was not accepting too
much road but Highway Department has not built road properly before the town
accepted them. The supervisor was asking for a plan of inspection and stan-
dards for roads 'so -they -would be meeting specifications when finally accepted
by the town. The town highway department does not build roads.
The county planning..boafd had its meeting with'a light agenda,as re-
ported by Chairwoman Caldwell. A report;on health planning services and
Parkit group'. ThbcPatkit%group presented a film they had been working on
and then Martha Ferger spoke. .There was some discussion:.
Chairwoman Caldwell .brought a 1979.sold statistics sales book. It is
broken down,-by area, showing what's been selling by price, what type finan-
cing etc.. Also broken down by number of bedrooms. She had done some figur-
ing comparing, three bedroom., prices for the last three years, versus the
five bedroom -or larger homes for the past three years.. The larger homes are
appreciating at the same rate. Due. to energy,-location etc. was possible
reason why.
Also noted that the census data is not in as of our meeting.
Mr. Bonn asked about progress of Ag Districe #1 review. No one had .
heard anything further. Chairwoman Caldwell noted that.when they do re-
view, Ag District #1 could merge with another district or the new Ag District
#8:
Mr. Lavine noted that Owasco. Water Shed regulations are going into affect.
Everything he received concerning it or people he spoke .to, seem to think that.
Dryden does'not exist in the water shed. He foresees no problem for us, even
though Dryden does exist in the Water Shed. Regulations not any more stricter
than Health Department.
Some concern was-noted on the use of wood burl ng stoves. Some.problems:
1) using wood that is not.seasoned .
2) maintenance such as chimney cleaning etc.
3) proper.installation.
It was suggested that a letter be sent to the five fire companies in
towns of Dryden, Va -rna Etna, Freeville, and McLean, stating the boards'
concern and if they can assist in this area.
