Hennessy, Commissioner Region 3 Office: 333 East Washington Street, Syracuse, New York 13202 File: Pavement Marking Tompkins County Case 3792057 January 23, 1980 Ms. Susanna Lloyd Town Clerk, Town of Dryden 65 East 14ain Street Dryden, New York 13053 Dear Ms. Lloyd: Re: Route 13 This is in accordance with the May 8, 1979, Town of Dryden resolution concerning no- passing zones on Route 13 between Route 366 and Ringwood Rd. (CR 164). This past summer and fall, we have studied the section of Route 13 between Dryden and Varna and have made several changes in the pavement markings at various locations in order to present to the motorist a true picture of the actual passing or no- passing zones present on the highway. It is our opinion that the pavement markings now in existence on that highway are proper for the prevailing conditions. We cannot hope to succeed in getting motorist adherence to pavement markings if we restrict passing where any chance of a left turning vehicle exists. We must allow passing at all locations where it is feasible and desirable and to restrict only where necessary for sight distance restrictions or for major intersections or drives where there is considerable volume of turning traffic. It is up to the individual motorist to observe caution and to signal his intentions well in advance of a turn location so that any following or approaching motorist can be made aware of the upcoming turn. In conclusion, we have studied your requests, made the necessary changes, and feel that the markings now in place are proper; however, if condi- tions change in the future, there may have to be other changes made as tomorrow's demands so necessitate.
