Graham, Mr. Cor Drost had a problem concerning some land he bought, to sub - divide, in north.Ellis Hollow development. He needs a variance on one lot because it only has 90' frontage. The board felt, that rather than have a hearing for a variance, he should plan whole thing as a sub - division before selling any lots. Rocco Lucente - North Caswell Road Sub - Division The planning board had a walking tour, since the last meeting, of Mr. Lucente's land for future sub - division. Comment from board members on that tour finding: Mr. Bonn - still felt land was as he expected, drainage not good. Still concerned with overall impact of development and not convinced traffic as moderate as quoted. • Mr. Dann - south east portion a swamp and the rest clay. Mr. Kibel - nothing to add Mr. Lavine - agree with all comments except he believed drainage problem could be handled. In order to have his vote, some conditions concerning drainage would have to be written in. Would like to see perhaps a smaller de- velopment. After quite a lot of discussion on all above comments, Mr. Bonn made a motion that the board approve six lots for a temporary approval giving the Health Department an opportunity to give an opinion. The six lots would be #1,2,3 X7,16 and 48. Motion second by Mr. Dann. After discussion on the particular lots picked, Mr. Bonn would revise lot numbers. A question was put to Mr. Lucente if he had any objections to phasing and also find six-lots with road frontage for approval. After a brief caucus; Mr. Lucente presented the following proposal of twenty - four lots as follows, Lots #4 thru 9, 10 thru 16, 19 thru 24, and 25 thru 299 omitting six lots, #17, 18, 30, 31, 47, and 48. He woul� no more than six in a given year. Mr. Bonn withdrew his previous motion. It was second by Mr. Dann. The board felt twenty -four lots were still too many for one phase. After another caucus, Mr. Lucente said he would also omit lots #19 and 29, making a total of twenty -two Oots 0 A motion was made by Mr. Kibel for preliminary approval of twenty-two lots, those being ��.4. hru 9, 10 thru 16, and 20 thru 28, with road ending rather than going through but sixnaccumulatively no more than eight lots in any twelve month period. Second by Mr. Lavine, Mr. Bonn and Mr. Dann voted no and voting yes were Mr. Lavine, Mr. Kibel and Chairwoman Caldwell. Preliminary approval passed subject to Health Department approval and a DEIS. The board voted with reluctance plus all concerns mentioned.' Would like concerns taken care of by Mr. Lucente. Ag District Discussion: Mr. Dann stated an Ag District around Dryden is being formed. It would 011 odds and ends. He stated the land didn't have to connect. The following are to be asked at a July 16th meeting with county: 1) Will Ag District really proeoegt. the farmer.? 2) Is Ag District a reasonable idea? i tie up questions 3 I i Olanning Board Town Of Dryden -2- July 11, 1979 3) If it didn't protect farmers, what would happen to our food supply?
