Motsay Mr. Rick Parlette presented a petition from Etna Community Association with approximately seventy -four signatures opposing Mr. Rocco Lucente sub - division on N. Caswell Road. Their main concerns are conditions of roads, too many people in too small an area, more children for present schools and adverse affects on Fall Creek. Chairwoman Caldwell read following letter from Soil Conservation Service per- taining to soil conditions on N. Caswell Road, Lucente sub - division. 1) HA -deep very poorly drain soils form a glacial out wash material 2) HDC- 5 to 15% consisiting of deep well drained soils 3) PHA and B - 0 to 3% and 3 to 8% respectively. Are deep well drain 5) soils, formed in strataf ied sand and gravel deposits. It occurs in places where it receives seepage and run off from adjacent higher land. 4) RKA and RKB - 0 to 2% and 2 - 6% respectively. These are somewhat 9) poorly drained heavy texture deep soil formed in clay material. 5) WS - poorly drained soils, subject to intermittent flooding. A chart was included giving limitations data. The predominate soil on sight is RKA and RKB, WS. They recommend that due to the wet nature of soils located on the property, careful planning will be needed on controls of surface water. Ditches will be needed to take surface water to a safe outlet. The houses should have sur- rounding soil graded so that water flows away from houses into ditches. Footing drain should also be installed outletting into the ditches. Due to questions on drainage a walking tour of the land will be conducted June 28, 1979 at 5:00 P.M. A written plan was given to the board for study concerning points discussed at last meeting. They will phase development with six units going-up per year for eight years. Mr. Fabroni listed following 'points for record. 1) preliminary plan at proper scale 2) in Tompkins County 3) Curtis to immediate south and Mr. Lucente owns all remaining land around the perimeter of sub - division 4) park plan deeded with each lot when sub- divid &d. 5) existing culverts under Caswell Road are 18" or smaller - 0% grade due to debri 6) contouring is l' as to 5' required 7) streets built to town specifications 8Y storm drainage for crossing and culverts will be 15" to 18" 9) preliminary design of culverts crossing Caswell Road was submitted • with engineer report 10) Lot lines shown x.11) land from all factors they could study, appear safe for all build- ing purposes and lots are buildable 12) no dead ends Planning Board Town of Dryden 13) 14) 15) 16) 17) 18) 19) -2- no lots exceed 1000' streets and layouts will follow natural topography 60' right of way request waiver to curbs, gutter, sidewalks, driveway culverts and street lights submit natural treet cover satisfy June 21, 1979 storm drains other than waivers not jeopardize public health safety and general drainage upstream and downstream has been discussed an preliminary fashion as required welfare designed in They feel they met all requirements to preliminary sub - division plan. Want reconsideration of SEQR due to their feeling it wasn't followed properly. Request that first resolution adapted requiring DEIS to reconsider: 1) expense high for engineer work 2) will phase development as presented More of Lucente sub - division will be discussed at next meeting on July 11, 1979. Chairwoman Caldwell and Mr. Lavine attended a meeting with county concerning Route 13 and B -5 drawing presented. A comparison was made to the B -1 originally presented. A meeting will be held June 26, 1979 at 7:30PM. with Dryden Town Board and Planning Board to discuss alternates to Route 13. Mr. Lavine called the board's attention to an accident at Ellis Hollow Community Center where a three year old was badly injured when a dumpster, refuse container tipped over onto the child. A federal law bans the leasing, selling and use of the container. Legs can be welded onto bottom of container to widen the base. The County Health Department can be notified concerning these containers. Also a letter from Attorney Perkins to Mr. Lavine concerning transportation of nuclear waste was.read. Regulations must be done at state or federal level. A clipping from June 7, 1979 Ithaca Journal was enclosed concerning what one small town in Central New York did about the problem.
