Graham Mr. Lavine attended a SEQR workshop, held for the County level, at the County Planning Department, to get information for the town. He asked what should be done on town level. 1) The town will have to develop a.set of regulations under which the town will operate its SEQR procedures. hoped Either use these, a- set .re. commended to us or use the state procedures. 1) Class one actions automatically require EIS 2) Class two actions don't automatically require EIS Since the town board is not going to take up-SEQR project, the Planning.Board should prepare something concerning SEAR. and give to town board. 'The Planning Board has projects now where there are enviromental concerns. When EIS forms are received, a total of fifteen days is allowed for board to make a decision. -If nothing done in that period of time, a developer can go ahead on project as far as DEQR is con cerned. One recommendation was made on Class one actions, which.require EIS, before project is automatically required to prepare EIS, that need have fifty or more dwelling units. The number should be lowered, seems too high for our town. • Pamphlets, prepared by Cornell group on SEAR, were passed out to each board member for study. The Planning Board will hold a special meeting May 3, 1979, at 8:.00 Pm, to consider EIS forms presented at this meeting, April 19, 1979, for projects by Douglas Sutton, Jerry Weisberg, and Rocco Lucente, 1) Douglas Sutton, Ellis Hollow sub - division, Twenty -six lots on first phase. 2) Jerry Weisberg, Ellis Hollow Road Greenway. Sixteen houses, may need permit for greenway if wet lands. 3) Rocco Lucente Caswell Road sub - division. Forty eight houses. This will give board-members time to study forms. A request was made by Mr. Lavine, that EIS forms be submitted for enough in advance of Planning Board meetings, so they can be studied by members of board. It was noted that a letter received by Robert Keech concerning Rocco Lucente's sub - division was read by Chw. Caldwell. He hoped project would go .through, Michael Proulx -Long Boat Key Sub - Division Mr. Dennis Lowes, representing Mr. Proulx,, brought plans of project similar to those submitted December 19, 1978, with following comment: • 1) Copy of permit issued by DEC for work within 1001 buffer and within identified.wet lands on tract and copy of long form EAF, given to Planning Board. Together with DEC, permit was written as follows: 1) Grading of drainage easements any place on the tract, only ex- tend 100' past the develople section of each lot, The plans have been submitted to County Health Department but no response yet. Fore -see no problems with design of sanitary systems, Will have final approval of plans as soon as .permits are received and gott @n to Health Department, Railroad Recreation: Chairwoman Caldwell passed out copies of .management'structure for proposed railroad recreation which was brought.before County Planning Board-meeting, It would not entail any mandated expenditures on the part of the county or the town for recreational purposes but would act as a vehicle whereby if the county or town or a private group wished to contribute in work or. funding, the structure would be there. The whole right -of -way would not have to be developed all at once or for recreational purpose. Membership on body by whoever owned land and whoever leased land, As far as liability, permitted lands policy available to this body, This structure would be required to have insurance so town or county could not beheld liable, • Funding - funds be channeled through town or county, The group could not have power to tax. Not eliminate them from funding. This is just a rough draft but looks very good, Route 13: Town Board of Dryden, Village of Freeville and all bodies but -Ag district, agreed on B -1 as a corridor for Route 13, B -1 may have to be adjusted for Ag district. Mr. Lavine would back B -1 if all bodies agreeable and if done right, but would rather see existing Route 13 enlarged. Enlarging Route-13 would save money and dislocating of homes and businesses. Landf ill: Commitment from county for use of landfill until 1985, The county along with three other counties is exploring possible solid waste disposal system,-possibly using Cornell as a way to burn it up and provide alternate or additional source of energy. Resolution Route 13: A formal resolution, as attached, was presented by Mr, Lavine; concerning Route 0 1 3. Resolution was.second by Mr, Kibel: A copy to be given to Town Board for their ext meeting. I 1 Town of Dryden Planning Board -3- April 19, 1979 OResolution 72 - Change road name between Mineah and Ringwood Road The following resolution was offered by Mr. Metzger, at Town Board meeting, to name road runs from Route 13 to the intersection of "Midline Road and Ringwood Road shall be Mineah Road. Mt, Pleasant Road will now end at Mineah and - section now called Mineah Road running from"Mineah to Ringwood Road will be named'Mt. Pleasant Hollow Road. Second by Town Board member Graham. All voting yes, Chairwoman Caldwell stated, she wasn't happy with the resolution because still fore -see problems. The meeting closed with Mr. Lavine's concern with nuclear waste disposal question still unanswered by Town Attorney Amdur. Respectfully submitted. Joan Bray secretary N Resolution of Dryden Town Planning Board April 19, 1979 Residents of the Etna and Freeville areas have indicated concern over the safety of travel on New York State Route 13 between its intersection with Route 366, leading to Etna, and Ringwood Road (County Road 164), Particular areas of concern are at each driveway, where access from the far lane of the road may require considerable waiting time before making a left- hand turn onto the driveway. Several accidents and near- accidents have been reported at those driveway access points due to vehicles attemptming to pass while the driveway -bound vehicles were waiting for traffic to clear, or while they were beginning their left -hand turns into driveways, Egress from driveways onto Route 13 is also reported as dangerous due to vehicles passing in that section of the State road. Concern has also been indicated about travel safety within the same section of Route 13, at its intersection with Kirk Road, due to the lack of visibility of the intersection from both roads, Due to the above concern, the Dryden Town Planning Board resolves that appro- priate consideration be given to improving travel safety on the above -des- cribed section of Route 13. Toward that end, the Board resolves that the concerns be reported by the Town of Dryden to the New York State Department of Transportation with the recommendation that the section be posted with signs and enforced as a no-passing zone. i Resolution of Dryden Town Planning Board (4/19/79) Residents of the Etna and Freevil,le areas have indicated concern over the safety of travel on New York State Route 13 between its intersections �o with Rt. 366Aand,Ringwood Road.(County Road 164).
