The board reconvened its recessed hearing for Rocco Lucente, preliminary plan
for sub - division on Caswell Road, at Houtz Hall in Etna, N.Y.
Mr. Fabroni made a brief summary of previously submitted plans, as follows;
a
1) forty -eight lots to be built on approximately 1100 acres and completed
in five to eight years.
2) traffic projected, at the worst, about five hundred cars a day.
3) drainage- total area of 150 acres. Culverts under _Caswell Road would
be increased to 36" to take care of run off. In the subdivision
an area of 25 acres going to south into drainage area of 140 acres.
South stream to holding area about 10 acres in size. North -flat land
south of railroad track, a natural holding area for run off from 25
acres that would go to north.
4) water and sewer- would work out with Health Department after preliminary
approval of board.
5) park =three to four acres. South of old railroad right of way and Cas-
well Road. Tn flat land but seasonable wet. A share in the ownership
of the park becomes mandatory with ownership of one of the lots. A
membership corporation which would go with ownership of lots, the two
could not be separated. They would pay taxes and whatever else they
chose to do. The developer would own balance until last lot sold. Re-
strictions would be in the deeds.
The concerns from Etna residence were:
1) traffic -roads to be improved especially Caswell Road
2) don't want to see rental homes.
3) drainage. Impact on Fall Creek.
4) more children.

The board is still waiting for reports on envirnmental impact , Health Department
etc. from Mr. Lucents. A decision on the hearing will be made at later date.

A second hearing was held for Douglas Sutton Associates, 1665 Ellis Hollow
Road for preliminary plans for a proposed sub - division.
The area consists of 157 acres which lie between, Hunt Hill Road , Hurd Road
Ellis Hollow Road and Thomas Road. Adjoining sub - division of Peaceful-Drive, Hunt
Hill Grove and Ellis Highlands.
The land involves woods and open fields, trout stream. Wet lands would have
to be defined. Mr. Sutton wants to leave fields open as much as possible,
Phasing:
1) Phase one, shown in red on plan. Smallest lots on Huny" Hill Road,
1.3 acres. The largest being 3 3/4 acres.
2) Phase two - some how resolve center land. Would like to have horse
stable there. About ten homes being built in the woods.
3) A total of 44 homes with trails through area,
Three peepholes were dug and soil drained very well, Also four wells were put
in. In the green area on plan, there are two artesian wells.
A trout stream in the common land would be for home owners use, The houses
would be in the $70,000.00 - $75,000.00 range. Phase one would take about five.years
to complete with a total of twenty -six homes. Mr. Sutton would be the .developer,
The next step for Mr. Sutton to take would be to present some.reports, environ
• mental s.ietc., to the board,
The hearing for 10:30 Pm. for Jerry Weisberg, for sub - division called Ellis
Hollow Greenways.
At the last meeting, January 18, 1979, there was some question about the legal
ity of the Greenway. Mr. Weisberg now stated each lot would have a part of the green-
way. All other lot owners would have easement to greenway, Restriction that the
homeowner would have to maintain and have easement.
Concerning wet lands, the state will be designating wet lands at northernmost
extreme of lot. Only thing affected would be the path, but see no problem because
not ta be paved. He would like to take lot 414 and divide in two if too dry. With
the greenway the lot would be eight acres.
The area involved would cover 47 acres with fifteen lots, each having about 1.1
acres. The roads would follow contours and trees.
The hearing adjourned and to have some reports for board .next time,
Other business:
Mr. Lavine stated a concern with traffic accidents on Route 13, between Route
366 and the Love Inn, Mr. Lavine suggested it be designated a no passing zone, Also
Kirk Road visibility bad as stated by Mr. Dann. Mr. Lavine made a motion that both
•problems be combined in one and a recommendation be made by Town Board to pass along
to the state. Tt was seconded by T. Bonn and unanimously agreed,

A suggestion was made to extend Midline Road and call it Midline Road Extension.
Rename a small chunk of road, which was Mt. Pleasant Road. Ask residence for sugges-
tion for name of that chunk of road, possibly Ross Lane due to area was former Ross
farm. Town Board to follow through.

PETITION
We the undersigned, as members of the Etna Community Association,
object to the planned sub - division on North Caswell Road as
proposed by Mr. Rocco Lucente. Objections are based on the
following points, which are not necessarily all inclusive.
1. Existing roads in the immediate area are narrow and have poor
visibility. Widening of these roads would be costly and detremental
to property owners along said roads. Traffic flow in the Etna area
would be greatly increased.
2. There will be just too many people, many of them transient, in too
small an area.
3. The possibility of more children will place additional burdens on
our existing school facilities.
4. The developer's proposal includes many homes with rental units,
apartments, etc.. Etna does not want more high - density residential
developments.
5. The water quality, value and beauty of Fall Creek will be adversly
affected by additional drainage from a new development.
