Stewart Ellis Hollow Greenways Mr. Jerry Weisberg presented a plan for a development in Ellis Hollow - -Dr. Witlock land, consisting of fifteen homes. Total acreage of 46.64 acres. Overall density per house would be 3.1 acres. The building would be done on four phases with first phase starting in 1981 and phase four completed in 1989. The back section of land is quite wet and would not be developed. The greenway, a unique part of the development, would wind through the entire project with paths for bikes, joggers etc. Concerns on project. 1) Wetlands - see County Planning Board concerning amount of area takes up and if permits required. 2) Legality of the greenway. Mr. Weisberg will try and have these concerns answered for a informal talk at • February 15th meeting. Mr. Finger - County Planning Board -- Railroad Right of Way Mr. Finger presented detailed drawings on two right of ways in question, Dryden to Groton line and East Ithaca to Freeville line. East Ithaca to Freeville: 1) Starts Cornell community, Varna, crosses Route 13, Etna and onto village of Freeville. 2) Includes farmland, industry and residential areas. 3) Fall Creek in this area. 4) Incluses some bridges especially major bridge in Varna, concrete culverts, and cast iron culverts. 5) Desirable due to agriculture low, wet lands and roadways. Dryden to Groton: 0 1) Starts slightly in Dryden village, George Junior Republic, Freeville, village of Groton and past county line. 2) 57% forested, large amount wet land, especially Groton and Freeville area, 15% inactive agriculture, 18% active crop land and rest is resi- dential. i �I Planning Board -2- January 18, 1979 3) Desirable due to public park in Groton, sewage line Dryden to Freeville, Route 13 and 38 access points for sub - division. Recreation Issue. 1) Joggers, bikers, skiers, horseback etc. - keeps away from main roads. 2) Funding - federal and state funds available. 3) Liability insurance - approximately $80.00 a mile. 4) Maintenance - other trails on voluntary basis. Certain portions could be maintained by organizations. 5) Some areas designated for motorized use only. Some questions on issue: 1) Cost if we have to maintain. 2) Property damage by people who wonder off trails. 3) Land owners concern with trespassing, especially in agriculture areas. 4) What success other communities have that utilized these trails. A special meeting will be held January 23, 1979 at 7:30 P.M. with Town Board members for discussion of railroad right of ways, RBl area in Etna, Town of Dryden Planning book revision etc. Respectfully submitted, Joan Bray - Secretary
