Lawrence Fabbroni for Rocco Lucente -- Cardinal Drive Final Approval
Mr. Lucente presented a twelve (12) lot sub - division last August to the Planning
Board with water and sewer plans approved by Health Department. Tonight, Mr. Lucente
would like approval of the water and sewer plans for the sub - division.
Meadow Lark Road is now being developed and some years ago utilities were put in
there. They will loop water lines around Sapsucker Woods Road to existing utilities
on Meadow Lark Road and have a complete system.
Sewer utility would go only from Sapsucker Woods Road andas far as needed to pick
up twelve (12) lots. In future, based on elevation of manholes and Meadow Lark Road ,
future lots would be picked up sewer wise from manhole shown on map instead of from
extension.
Mr. Fabbroni is to.get a copy of a letter from DEC, to Planning Board, showing
the area involved not a wet land. The village of Cayuga Heights will accept the
additional sewage from the twelve (12) lots per letter shown by Mr. Fabbroni. The
Bolton Point Water Commission, also will accept the additional area they will have to
serve. The pressure would be -the same as on Meadow Lark Road. The town of Dryden
1 maintain the public utilities when approved.
Mr. Lucente stated the path that was put in from the end of Meadow Lark Road is
for dumping of tree stumps etc. only. Mrs. Levin also voiced a concern about the
additional amount of traffic on both road and intersection. The Town Board is to
look into the possibility of putting up a "danger intersection sign" or "curve sign"
as you approach the Sapsucker Woods and Hanshaw Roads intersection, instead of trying
to have property owners to cut back shrubbery.
Mr. Lavine made a motion, subject to completion of water and sewer and all pre -
vious. conditions, to approve the twelve(12) lots on Cardinal Drive. Motion was
seconded by Mr. Bonn.' Approved with three voting yes and one abstaining vote by
D. Levin.
Jim Murphy, Phil Winn, Bob Harkness - Route 38 Development near Crystal Drive
Mr. Phil Winn, Jim Murphy, and engineer George Schlecht presented phase one map
of the development showing lower fifteen(15) acres to be divided into thirteen(13)
lots. The thirteen(13) lot numbers being: 1,2,3,4,5,6,7,8,19,20,21,22, and 24. One
access to Route 38 with the road being called Bridle Lane.
The houses would be comparable to those on Crystal Drive price wise, style and
with basements. Each lot would have own well water. Restrictions on lots, as stated
Iiir. Murphy, would be no trailers or modular homes.
Lots three (3) and four (4) have an open drain, which is 20' easement ditch with
grass over it,for drainage. It was noted by Chairman Caldwell, that a special grass
be put in which would allow proper drainage but also slow down flow of water when a
large run off occurs. Also noted that lot four (4) is swampy but drainable.
Lot twenty -one (21) was concern by Mr. Lavine due to a possible errosion problem.

He recommended that house be kept up out of natural drainage area and minimum cut and
fill. The location of house could be moved without approval of Health Department. A
�triction for- citing when issuing building permit for this lot.
Each buyer of property toibe provided with a copy of engineers report which
states all conditions, so theylare aware of the situation.
Concerning the 50' right o f way to tie in for another access in case of emergency.
Mr. Clint Cotterill was at meetingand stated he would deed the piece of property over
to the town. Greg Humphrey, Highway Superintendent, has approved it`and will tie
into the new development, per fetter .
A motion made by Mr. Lavine to accept phase one with conditions mentioned con-
cerning lots three (3), four (4), and twenty -one (21) and each buyer be provided
with copy of engineers report. 'Motion seconded by Mrs. Levin. Unanimous approval.
Phil Arneson - Hickory Highlands
Basically plan is same as last modified one with the exception of a twenty -four
inch (24 ") culvert to bridge the ravine. Claude Dann voiced a concern about the com-
munity driveway. If neighbors aren't compatible there may be a problem with upkeep.
If a problem with neighbors, driveway could be made separate.
Claude Dann made a motion to approve plan with changing of property lines be-
tween lots three and four to coincide with contour of land, to make driveway pro-
perty line. Motion seconded by Mr. Lavine. Approval unanimous.
Pcmas Nederkorn - Neimi and Sheldon Roads
Mr. Nederkorn presented a plan at last meeting on Neimi and Sheldon Roads, to
divide one parcel of land into two lots. Lots would have septic tanks and sand
filters.
A public hearing, about this presentation, will be held August 24, 1978 at
8:00 P.M.
Lawrence Fabbroni for Rocco Lucente - West Dryden Area
Lawrence Fabbroni presentedla preliminary plan for a development of approxi-
mately forty -six (46)lots on Caswell Road.
Mr. Lucente would constructlhouses himself. Some houses would have apartments
with a value of $50,000.00 to $60,000.00.
It was suggested a revised plan showing a more interesting lay out of lots
than, the everything in a straight line, pattern presented.

Other Discussion:
Two property owners, Mnorx,'were concerned about what is the status with the
Orgoing in. A letter of credit was given to Helen Amdur, Town Attorney, and
oved. They ( Mnorx) have until June 1, 1979 to have road put in. Mnorx is to
maintain.road until the town takes it over. The properties have not had closing
due to this road situation.

Mr. Lavine gave a short report on the status of the Owasco Water Shed situation,
a part of Dryden is.involved. The state can put restrictions on the use of
water. There is a Tompkins County group now working with Auburn concerning this.
