Graham, Absent: Board member M. Proulx • I • Notice was made that on Dec. 16, 1976 a meeting was held by the planning board with Caldwell, Lyon and Buhl present. Since a quorum was not present, no official action could be taken. However, since there were quite a few members of the public present to discuss the role of mobile homes in the county, discussion did take place with action deferred until the January meeting. The latest Rt 13 map from the Tomp.Co. Planning Dept. showing a new set of alternatives was received for discussion and transmission to the Town Board. No action was taken on its proposed alternatives at this time. i B. Caldwell briefed the members on the Co. Planning Board meeting. There will be a forum on SEQR shortly to help localities with necessary implementation. Airport Hazard Zone - The County Planning Dept. has come up with some new I recommendations to more clarly define the hazard zone and we will start studying them next meeting. S There have been some Health Dept. problems with Mr. Lucente's development Is off Sapsucker Woods Rd. and we are awaiting clarification on them. �I< iz Mobile Homes - At request of Town Board we were asked to study the mobile home l: situation in the Town, especially in the Bone Plain /N. Wood Rd. area. There �t have been several meetings on this with much S g public input as well as individual • and group study and discussion. Based on that the Planning Board makes the following statement: a. We are not recommending a moratorium on mobile homes. l b. Mobile homes fill a definite housing need. Mobile homes on individual lots also fill a definite need in the Town of Dryden. We are not recommending that mobile homes be restricted to mobile home parks. c. The "junk" problems is not necessarily a mobile home problem but is to a certain extent town -wide. There are existing regulations for junk in the zoning ordinance. Perhaps they need additional interpretation, public awareness, and enforcement to a greater extent. d. We are making no recommendations on the question of mobile homes on permanent foundations at this time. We need additional information on taxation. e. We are recommending that a certificate of occupancy be required for all new homes including mobile homes. This should consist not only of a check to see that the property conforms to zoning requirements, but a certificate that facilities for water and sewage disposal have been installed as designed by the Tomp.Co. Health Dept. This could be handled as an addendum to the building permit which would simplify filing and cross checking. f. We ask the Town Board to request that the County Health Dept, check the Bone Plain - N. Wood Rd. area due to comments made from the public at our previous meetings about possible sanitary problems in that area. g. We recommend to the Town Board that skirting be required on all mobile homes, including those on individual lots, on the same time basis as we currently require skirting in mobile home parks. h. We have no specific recommendation on expansion of RB or RB -1 at this time but are open to petitions from residents. The Planning Board went on record in requesting that the Co. Health Dept, continue its testing of individual septic systems, raising costs if necessary'. While their accuracy is limited, they are of value. B. Caldwell
