Lee, Supervisor j Town of Dryden 940 Dryden Road Ithaca, New York 14850 Dear Gary: i I am enclosing a copy of the petition covering the Yellow i Barn Road - Ferguson Road Extension area requesting a change from RD 4 to RB residential zoning. Mr. Peter Curtiss has the original Tetition. i ! The enclosed petition is in its original form which specified ! that the northernmost boundary of the area would be Route 13. We • since learned that Mr. C. W. Sadd may have plans for commercial de- j velopment directly along Route 13, The northern boundary has there - j fore been withdrawn southward about 500 feet to the small bridge on Yellow Barn Road. Of the total homes and land owners (husbands and /or wives) in this latter area numbering 53, 47 have signed the petition. The area includes 27 homes and is well known to be residential. Much j of the land has already been approved for home building lots by ( the Tompkins County Health Department. The area compares favorably l with Ellis Hollow, Lake Road and the RB area of Turkey Hill Road C regarding drainage, land slope and residences per unit area. Much of the land in the southern half of the proposed area is steep. Steep land, no matter how well it drains, must be large to allow septic fields to be properly pitched since the tank effluent must seep in and not move rapidly edgewise. This is an important con - sideration in requiring lots of 40,000 square feet for residences. It is almost unanimously agreed by the residents here that lot sizes (15,000- 20,000 square feet) in the existing subdivisions of the area are far too small. Some residents have chosen to buy an additional adjoining lot to gain the additional space they desire. ! The existing subdivisions include a restricted covenant-- but it has ! I Page 2. The following members were present: Ryan, Han - ford, Curtiss, Sweetland, Kirchgraber, Bayley, Consultant Neider- korn and reporter Art Clark from the Ithaca Journal. Minutes of Feb. 13, 1968 were approved. The Town Clerk will keep a list of books that are loaned ! out. Small maps maybe given out to anyone requesting one. I • Consultant Neiderkorn went over the Future Land Use Map with the committee showing the future growth area. Consultant Neider- korn suggested that in the MA Zone - the board should have a pro- vision to be sure of control against water pollution. Consultant Neiderkorn also stated that the Town and Villages Planning Boards go through the General Plan very carefully and adopt the plan or at least correspond strongly with the Plan. If the Town Board likes the plans for Route 13 they should contact the proper authorities in Syracuse and also the Supervisor should get support of the Tompkins County Board of Supervisors and then the support of Assemblywoman, Constance Cook. The various boards involved should start working toward the plans of the Future Land Use Map. The various committees will report and deliver appropriate , materials to their respective boards. WHEREAS, the firm of Egner & Neiderkorn Assoc., Inc. have presented the General Plan Report.to the 701 Committee -Town & Villages of Dryden and WHEREAS, various maps, reports, charts, and other information was presented and reviewed to the Committee BE IT RESOLVED, that the 701 Committee accepts and approves the report. Please be there promptly, as there will be quite a bit to do. If there is anyone there from the public, with comments on zoning, etc., etc., I intend to give them until 8:30 (or 30 minutes after we start the meeting) and will then go into executive session - - -it is the only way we are going to get done. The only non - zoning business we have is a minor subdivision of Hap Sadd's. The main business will be to incorporate the many concrete thoughts we have into the ordinance, and /or to decide how far we want to go with any further changes. Also, a decision on Yellow Barm Road, with the thought that we might( ?) make a higher- density (but strictly protected) RB1 zone. We'll see. See you there. Thanks. Mr. C. W. Sadd R. D. No. 514 and 515 (on Corn Crib Road) as a.minor, subdivision, with subsequent approval of Stage 13-as A major subdivision (since it will involve an extension of a read - Spring Run - y which you do not want to build until 197. While there wag some disagreement in our interpretation of the ordinance as to. -whether or not to allow these two lots to be approved as a minor eubdIvision, the Board finally decided that they would have to be approved as a major subdivision. We will be able to accept this map for a major subdivision if you will add just a fear more things some contour lines to show general glope, adjacent property owners along Yellow Barre Road; also; correct Condon to Conger. I ,am quite sure w e will be able to.use the same map (reproduced again) for the major, subdivision approval- on the reminder of Stage 13 next year. Remembor that we will now need 5 copies of all 'Subdivision ma;0s... I will set up aE public hearing for your subdivision at our next regular meetp ing on Thursday, April 17,,.at 8 p.m. As. I mentioned,by phone; however,, this seems to be almost a formality and under-the circumstances I see no .possible barrier to our.pt6MPt approval that same night. Curtiss Chairman Town of Dryden Planning Board 1 a t MEMORANDUM TO: FROM: Planning Board P. A. Curtiss March 31, 1969 We will have a special work session (with refreshments) at my house this Thursday, April 3 at 8 p.m. (prompt, please!) There is much to do, but we'll aim for a faster pace than usual. In addition to the zoning clean up, with the expectation of an April 16 delivery to the Town Board, we will spend a few minutes discussing (1) the Dave Abbott apartment complex on the Lower Creek Road - Hanshaw Road - Route 13 triangle, and (2) a proposed Duane Hurlbutt apartment house extension on the Pinckney Road. Both are similar, on a different scale, and involve a decision as to whether the Planning Board is definitely "in" on subdivision approval of such development. I will see what Helen has to say before the meeting. Both are anxious to move; however, if they do fall under our jurisdiction, public hearings will be necessary. The Abbott one might meet with some objection, although the layout looks pretty good to me and I be- lieve it falls within the allowable number of units (in the R -C Zone) for the�'acreage he has.
