The Planning Board for the Town o,f Dryden met December 15, 1966
at 8:00 o'clock in the Town Hall with members Hardesty, Hanford, and
Chairman Curtiss, together with Emmons Ogden; Art Hall Mr. & Mrs.
Bud Cornelius; James D. Ha11, Cornell student; and Michael D. Shay,
Engineer.
Minutes o,f the last meeting were approved.

Mr. & Mrs. Leland Cornelius for 'approval o,f a major subdivision plat
entitled "Ringwood Knolls" located on the north side of Ringwood Road

A detailed drawing showing profile at cross section of proposed
streets was reviewed. 15 lots were marked and numbered on the sketch
plan, which showed power lines. Road specifications were read. Emmons
Ogden stated that to date Dick Case has not checked the road due to the
poor weather. Mr. Cornelius stated that a permit had been obtained
,from the Conservation Department to remove gravel from the creek.
Discussion followed on the pros and cons of a dirt road being owned
by the subdivider and /or the Town.
5.35 reads: Property line o,f all lots with accurate
bearings or deflection angles, and radii and arcs of all
dimension,
curves.
Upon careful examination of the sketch plan it was determined that
all o,f the ,formalities necessary for board approval o,f the subdivision
have not been completed. It will be necessary for the Corneliuses to
have an ACCURATE map o,f this subdivision showing location of watercl and
sewer service for each house with formal approval by the County Health
Department, and either the road accepted by the Town as a town road or
a bond equal to the cost o,f constructing a road to town highway specifica-
tions.
James D. Hall, Cornell student, explained that he had taken an
abstract to see what had been sold .from the Cornelius property and made

a sketch plan by using a 1001 tape. He was not ,fully aware o.f the fact
that the map had to be ACCURATE in order to comply with the town sub-
division law.
Chairman Curtiss stated that no public opposition had been
registered and that the Corneliuses could go ahead getting the survey
accurately done. The Board .felt that the Corneliuses and Mr. Hall are
currently well versed on the specifications necessary before ,final
avproval o,f the plat.
The question arose whether or not guard rails would be necessary
alon•q this road. Also, whose expense this would be.
Mrs. Cornelius suggested the name o, f Ringwood Knolls Drive for the
street name, although this is not definite.
Mrs. Cornelius stated she had received several .favorable phone
calls regarding the Public hearing tonight. Also, she called several
neighbors to ascertain their views on this new venture. She .further
stated that they wanted the hearing at this time to be sure there was
no opposition to the subdivision from the neighbors.

Four copies of the major subdivision known as Ifindy Knoll ass
submitted by Hap Sadd. This is considered a •final plat. The road is
nearly completed according to Dick Cases specifications. The specifi-
cations for water and. sewer lines were listed, although not shown on
the individual location. This supercedes plan dated 7131165. A
Public Hearing is scheduled for January 19, 1967.
Meeting adjourned at 10:45 and refreshments were served by the
Chairman.

MEMO T0: PLANNING BOARD MEMBERS
FROM: PETER A. CURTISS
There will be a regular meeting of the Planning Board this Thursday,
December 15, at 8:00 P.M. (also, a 701 meeting the night before for
anyone who can be there; unfortunately, I will be at a Reserve
meeting again that night).
We will have a public hearing for the Cornelius subdivision "Ringwood
Knolls." I still do not have a report on the road going in there,
but we will not approve the subdivision until Dick Case concurs.
Also, Carman Hill will probably be there with Health Department
approvals so we can approve his minor subdivision. Happ Sadd may
also be there with preliminary plans for a major extension of "Windy
Knoll." He has been trying to come up with a street name there - -any
suggestions?
I have heard via the Ithaca Journal that the Town of Caroline in a Town
Board vote 4 -1 decided to retain the name Ringwood Road on that section
we had thought was completely cleared for Ellis Hollow South Road.
This came as a real surprise to me. Has anyone else heard of this?
We can decide Thursday what to do. Mr. Denman has the notification
cards printed and is starting to address them.
I am very pleased to report that Rocco Lucente was receptive to our
recommendations concerning the Sapsucker Woods development and he
will come to us later with a 20 -house plan rather than the 48 -house
one we saw. The sewer laterals are being placed for the 20 -house
100' x 200' lots.
Attached are last month's minutes and the public hearing announcement.
See you all Thursday - -I'll bring some refreshments to brighten the
evening.
