Seventeenth Meeting TOWN OF DRYDEN PLANNING BOARD February 12, 1959

On February 12, at' 8:15 p.m., the seventeenth meeting was called to
order, with Mr. Sadd, y1r. Hanshaw, Mr. Paterson, yr. McGory, Mrs. Payne,
Mr. Abrams, Mr. Gridley, IhIe. Baker, Mr. Harrington, ETT. Rocco Lucente,
M:. Fay Ballard, Mr....� Anderson, sir'; George
and Mr. Harold present, Mr. Sadd asked the visitors
for the reasons for their being present. Except for Mr. Lucente, they stated
that they were interested in finding out about zoning in the Town of Dryden.
Mr. Lucente showed plans for a housing and shopping center in the
curve of the Etna- Hanshaw Road near the Lange farm, for which he plans
around 100, acres of land with over 200 houses, super market, department store,
etc. Mr: Sadd pointed out that as soon roads are built in the area, a
200 -ft. residential zone will be in effect there, and that the zoning of
a commercial district for the shopping center would be all that would be
necessary. Mr. Lucente left one copy of his proposed development with

the Planning Board.
Mr. Sadd asked for specific-comments from the other visitors present.
Mr. Ballard asked questions in regard to building permits., Mr. Anderson
asked why the lbwn•Board °had felt that zaing was necessary, Mr. Sadd gave
a brief but complete resume of the reasons for zoning. Lr. Harold
asked further questions.about building up to lot lines.
Mr. Harrington then stated his reasons for believing that all building
permits should be abolished for farmers, including in his explanations that
farming is a business and that -the Town Board would probably make exceptions
for businesses of other kinds. Mir. Sadd asked for a definition of the
farmers to be so priviledged. 11r. Harrington read the Hinition of "fa.rmfa
from the ordinance. Mr. Abrams pointed out that this included many people
living in heavily populated areas. Mr. Harrinton stated that he thought only

"real" farmers should be ekcepted from these permits and other restriction.
Ho stated that he felt that as soon as a farm is sold for other purposes,
it should become subject to the zoning restrictions regulating its use.
Mr. McGory asked-if tire Harrington would be in favor of free permits.
No conclusive decision was made on this point, _
Mr. Lucente asked if we would consider making the lot restrictions
as to size in square feet instead of lenght and width measuements, since
some lots might be on circles, with long depths but short frontages. After
a short discussion, this suggestion was dismissed.
Bringing out hearing notes, a comphrehensive review of the proposed.
ordinance was begun. At Mrs. Payne's request, more definitions were
considered. By taking a vote on each, the following decisions cvtrere made
in regard to definitions:
1. "Building" - Mr. Newman will be asked to formulate a suitable
definition:
2. "Dog Kennel" -,A definition from "Zoning in New York State" was
adopted.
3. "Parking Space" - Adopted from "Zoning in New York State" .
4. "Street" - -.It was decided to ask tire Newman to draft
a definition in view of S;;c:on 280 , girt. 16
of Appendix.0 of the Town Law.
Further changes or proposed changes were discussed as follows
Art.III Sect. 1, No. 7 Voted to delete "fur- bearing animals'
All in favor except Harrington and McGory.

Art, VII; Sect. 4 The words tin cans; garbage, tree trimmings,
and(pots and pans?) should be added. Unanimous.

feet to conform to residential.zone depth.

Art. VIII, Sect. 2. Delete the word "alteration" and substitute the
following: " A person can make any kind of an alteration within the exterior
of his home without a permit, and make necessary repairs to the exterior! The
intent of this restriction is to regulate an extention or addition to the
square footage of the building.
Unanimous.
Since it was close to midnight, the discussion of the ordinance changes
was concluded until the next meeting, February 24.
Mr. Gridley suggested thatthe members of the Tewn Board be invited to one
of these meetings. It was decided to have a special meeting to go overthe
proposed ordinance with the Town Board.
Meeting adjarned.
