The fourth meeting of the Town of Dryden Planning Board took place
at the Town Clerk's Office August 21, 1957. The meeting was called at 8:20 p.mo
with five members, one visiting Town Board Member (Mr. Alvord Baker) and the
State Commerce Department Bureau of Planning representative, Mr. George Haynes,
present.
The minutes of the last meeting were read and approved.
Mr. Guest introduced the individual members of the Planning Board to
Mr. Haynes, and outlined to him what had been done thus far.
Mr. Haynes began to speak on an informal basis, defined "Zoining ", ex-
plained briefly the mechanics of zoning including (1) preliminary report to Town
Board by Planning Board (2) public hearings held (3) final report by Planning
Board, (4) adoption by the Town Board by vote, and (5) publica.tion,distribution,
and posting of the ordinance.
The above outline having been discussed, Mr. Haynes answered questions
from the members of the Planning Board, his answers including the following items:
The present Town of Dryden map should be brought up to date and
adopted as the official map of the Town by vote of the Town Board. This should
be "blown up" so as to be easy to work frith.
Mr. Haynes suggested that the ordinance could be made more easy to
read by putting it in tabular form as well as written form, and showed a sample
of an ordinance in that form.

for nonconforming property to revert to conforming uses by requiring that it do
so after being partially distoryed by fire, remaining idle for so many years, etc.

ma.p. Mr. Sadd asked how accurate this inventory map should be. Mr. Haynes an-
swered that strictest accuracy would not be necessary, but that dots would not

be adequate. Frentages must be filled in. In answer to Mr. Hanshaw's question,
the interior of blocks made by farm roads should be filled in.
Answering Mr. Sadd, Mr. Haynes pointed out that under New York State
law the number of people elegible to register complaints against an ordinance are
limited to those whose property are a certain number of feet from the affected area.
The Town Board acts on all petitions.
In answer to a question by Mrs. Payne, he said that in the case of four
corners, two of which are residential and two of which are vacant, a preliminary
decision can be made by the Planning Board as to the status of the vacant corners,
which could be changed at the suggestion of those attending hearings as to
wheather the corners all remain residential.
Limited "home service" commercial districts can be made in a residential
• area at the time of zoning, so that certain types of useful services can be estab-
lished but no offensive ones. It is possible for the Planning Board to decide
which services to allow.
A building code is not necessarilly a companion to a zoning ordinance.
In answer to Mr. Guest's question, Mr. Haynes stated that a non-
conforming use of property, such as junk yard, could be limited to the portion
thereof existing at the time the ordinance is made effective.
In answer to Mr. McGory's question, Mr. Haynes said that a "junk yard"
can be described as any storage of salvage materials in an area over 200 square fee.
The concept of the material not being stored for the pupose of selling does not
affect the description.
Mr. Haynes suggested that members of the Board ask for the advice of the
• p eople who attend hearings instead of trying to "preach" to them.
After some discussion, of a ppint made by Mr. hanshaw and Mr. Guest, it

was decided that a "stopgap" measure to insure no fast construction of nonconforming
industry , sewage disposal, etc., would cause more trouble than it would save,
Mr. Haynes offered to come back again if his help is needed. He also

Mrs. Payne suggested that we ask the Town Board to replace Mr. Harrington
if he doesn't have time for the Planning Board. Mr. Guest mentioned that he asked
Mr. Gridley to Find out whether Mr. Harrington is still interested.
Mr. Sadd made a motion that we put the official map before the Town Board
for their approval at their next meeting. It was decided to take this up
our our next meeting, set a t August 27, so as to attend to the matter before' the
September 3 meeting of the.Dryden Town Board.
The meeting was adjorned by the 6hairman.
