Minutes, September 14, 2010
Present: Justin DiMatteo, JoFllen Bailey, Cynthia Waterman, Stephanie McConnell, Jeff

Justin called the meeting to order at 6:35, new member Jeff Walkuski was welcomed. Kris will
try to arrange a time to meet with Jeff to give him background orientation.
Minutes from August were approved with corrections.
Updates: Dryden Youth Fair (Justin) Justin, JoFllen and Stephanie monitored a DYC table at
this event on Sept. 11 at the fire hall; the first part of the event conflicted with a soccer clinic so
attendance was not large. However it was a positive networking opportunity and also good
visibility for DYC.
Recreation (Melissa): Very busy; fall programs are underway or in planning. Two, 3 & 5 k. fun
nrns, hosting cheerleading competition (10 towns), flag football. Working on capital
improvement grant process to provide town infrastructure funding for 4 community centers
(Varna, Etna, Ellis Hollow, Dryden Cafe); process is handled thru Rec. Commission.
Youth Development Task Force (Justin): hosting Search Institute for a full day ((8:30 — 3:30)
workshop on Oct. 2 at Dryden High; DYC invited to attend. Justin distributed handouts
describing Search Institute's 40 Developmental Asset approach to youth development. Some
® members requested more details about Oct. 2; Kris will scan & send the save the date card.
Municipal Youth Services Celebration (Kris): Reminder about the Sept. 29 event; DYC will
receive recognition. InShik will check her schedule to see if she can attend.
Other (InShik): InShik and Cynthia will attend the Sept. 15 Town Board meeting to present the
2009 DYC annual report.
Budget updates: Kris distributed the projected 2011 revenue and funding requests by programs.
The county administrator is proposing the elimination of all county funds for municipal youth
development programming as well as other cuts affecting countywide youth programs. If this is
ultimately adopted by the county legislature, it will mean the loss of $30,969 that DYC had
anticipated for 2011. (If this happens and the Town contribution holds at the 2010 level, it
would mean only $48, 114 for DYC for 2011.) All are encouraged to advocate with their county
legislators and to get the word out about this. For example, the Dryden Youth Development
Task Force is working under the assumption that existing programs will continue; they may be
allies in advocating for restoration. Additionally, since Town funds are provided to match
county funds, the elimination of county funds could affect the Town contribution. Melissa
reported that Mary Ann Sumner has put, in her 2011 budget, the same level of town funding
($44,252) as was in 2010. This still must be approved by the Town Board. Justin asked Melissa
to thank Mary Ann on behalf of the DYC for her support. In light of the funding uncertainty, the
DYC decided to proceed with allocations with certain assumptions:
• Town Will contribute $443252
• County will not eliminate its funds for 2011 and $$30,969 (plus $975 one -time) will
be available
• State fiinding levels have not yet been released; Kris' best guess is $2887 for 2011.
• If either of these assumptions does not prove to be true, DYC will reevaluate/
reallocate later in 2010.
Discussion of 2011 funding requests; allocations: vote: Kris gave clarifying information for
several of the funding applications. The V. Dryden application arrived late, not allowing for
time to clarify. In light of the elimination in 2010 of county municipal jobs funding for local
youth employment; DYC reached consensus to support local youth development programs
before supporting local youth employment programs. Any youth employment support will
depend on funding available. DYC looked at youth employment requests carefully; V. Dryden
funding would support 2 full -time summer jobs; V. Freeville funding would support 7 jobs at
summer camp; CCE municipal jobs would support youth helpers for paid program managers as
well as 3 youth jobs at Southworth Library. Stephanie moved, Cynthia seconded the following

Other: InShik distributed brochures from TC3.b1z highlighting new courses on green energy
technology; she is the program coordinator. Please spread the word.
Neat meeting: Will take place Oct. 191 6:30 PM at Town Hall. CCE staff are scheduled to
attend, Kris will confirm.
