Minutes, January 19, 2010

Justin called the meeting to order at 6:35 PM.

Report from CCE's Dryden Youth Services & OLJRS Dave was sick so Linda shared his program report
(see handout). Programs resumed last week, kids are still enrolling. Melissa and JoEllen have info about
fly fishing and archery grants (from National Rec & Parks .Assoc.) they will pass on to Dave. Julie (see
handout) is continuing to offer Teen Challenge as one of her RYS programs, it's been very popular. Her
other program is Cultural Cooking; she may explore having this evolve into an entrepreneurial /service
program. OURS has done lots of fundraising, most recently gaining over $800 at the Ithaca Alternative
Gift Fair. They held a community celebration in Dec. to acknowledge the DYOF grant they'd had during
2009. Several programs met during the holiday break, including 2 with a focus on boys and older
participants to address their diminishing interest and participation.
Linda shared budget updates: 2009 close out for both RYS and OURS and 2010 budget plans for both
programs (see handouts). RYS had some savings due to personnel adjustments; also took in higher than
anticipated program fees/donations. Overspent slightly on youth employment (6 youth in all benetitted:
2 as program assistants to Dave, 1 at'I'. Dryden skate park, 2 at library, 1 additional). Linda proposed that
"meaningful youth employment experience" is 100 hours. Since county support for municipal jobs was
cut for 2010, any youth employment spending is supported with other funds. OURS fundrassed $6602 in
2009, more than $1100 over what had been budgeted, but still needed a transfer of $724 from CCE
0 program reserves to cover the total costs for the year. finally, she is pleased that T. Dryden is providing
$5000 toward the van again this year which covers nearly all expenses.
Recreation updates Melissa has compiled participation numbers from 2006 -09 and will share with DYC
members soon. On ,Ian. 30 the wrestling tournament will take place, last year 300 participated (from the
broader region, not just the town). 14eb. 20 -21 are the basketball tournaments. Feb. 13 is the annual father
(or other significant male adult) /daughter dance (girls should be age 12 or less). There will be no Family
Fun nights at TC3. An anonymous donor wants to purchase a portable ice rink for Montgomery Park; V.
Dryden needs to approve this but Melissa is hopeful that they will. The Town is working to establish
some guidelines for dealing with conflict (among adults!) at sporting events. A major 2009
accomplishment of the Rec. Commission was the creation of a $250,000 capital reserve bind for the
future establishment and improvements to Town parks based on the Town's master plan. She is working
with the Human Services Coalition on a Healthy Places grant which would target Dryden and C. Ithaca.
Finally, at the request of Stephanie, Melissa agreed to convene a meeting with V. Dryden and V. Freeville
camp organizers to discuss ways of streamlining or possibly merging the camps (to continue having 2
sites but perhaps saving money with only one director, combined staff training, purchasing, etc.)
Minutes from November and December were approved unanimously.
Nominations and elections Stephanie nominated, Cynthia seconded, Justin as chair of DYC for 2010 and
JoEllen as vice- chair. All approved, unanimously.
Membership updates DYC members posted flyers around town about the 2 openings. Ithaca Journal
Dryden column included this also. T. Dryden put an ad in the Shopper announcing the openings. Kris
has connected with Charlie Dardia who is interested in the Town seat but unable to attend on Tuesdays for
0 the first part of the year. Stephanie will circle back to Jean Simmons re. the Freeville seat.
Workina calendar was adopted. Kris will ask Patty to post on Town's website. •
Goals Adoption of goals was tabled until Feb. Members requested time to review 2008 (and earlier)
goals. Kris will email to all. Members will discuss goals in Feb.

Updates from Kris Kris distributed copies of the new OJ Guide; it will be made available in schools and
the community shortly. She sent funding award letters (late Dec.) and requests for annual reports (early
Jan.). She shared a budget adjustment: NY state aid figures for 2010 are finally available and show less
funding than had been anticipated. For DYC there is $419 less. (Other reductions will affect the Town's
recreation funding and the Villages' ree. and youth services funding. Kris will notify these entities soon.)
DYC needs to reduce its allocations for 2010 by $419. Stephanie suggested that since V. Freeville hasn't
yet done its 2010 budget they could handle a reduction and supposes the same would be true for V.
Dryden. Justin moved, Cynthia seconded, a reduction of $200 to both V. Dryden and V. Freeville youth
employment and a reduction of $19 to CCE's municipal jobs. All approved, unanimous. Kris will send
revised funding letters.
Youth development task force At the Jan. meeting .Andy Young, school board president, clarified the
charge of the task force: all children, though some will have higher need. In Feb. Amanda Verba from
TST BOCES will present on youth development fi-ameworks, including Cornell's AYD (Advancing
Youth Development), NYYs ACT (Assets Coming Together) for Youth, Search Institute's 40
Developmental ,assets. Discussion will follow on what might be applicable for Dryden.

Other Justin proposed holding a future DYC meeting at the Community Cafd in an effort to build interest
and knowledge in the DYC. All thought this vas a good idea; perhaps the May meeting when CCE will
next attend and when our annual report should be ready would be good. Stephanie will explore
availability.
Next meeting will be Feb. 23. In addition to discussing goals we will review funding application process
and paperwork, evaluation planning and monitoring, and membership.
