Minutes
Present: JoEllen Bailey, Cynthia Watennan, Tom Quinn, Stephanie McConnell, Kris Bennett
JoEllen called the meeting to order at 6:30. Minutes from July were approved.
Program monitoring updates Kris shared her monitoring reports for Freeville Youth Jobs,
Dryden Youth Jobs, Dryden Police Dept. Youth Jobs, Dryden Jr. Police Academy, Brooktondale
Camp. Was unsuccessful in monitoring Dryden Youth Jobs at Skate Park (Tom also never found
youth employees there during posted hours). hiShik's monitoring report for Freeville Youth
Jobs was also shared.
To follow up on our July meeting to get additional information about the school component of
Police & Connnunity Program, Stephanie spoke with DES principal Sandy Sherwood and
Cynthia spoke with FES principal Audrey Ryan. Sandy felt the program was not effective as it
has been done in the past. She feels grade level assemblies would be better. The officer needs to
stay on topic and not be distracted by off topic questions. She suggested that Margaret Ryan
attend a grade level chairs meeting to organize a calendar and plan for the year; Stephanie was
not sure whether Margaret had done this since the meeting was scheduled shortly after her
conversation with Sandy. Audrey has never seen the program presented since she is new (1 yr.
only) and the program didn't take place during the past school year. She is leaning toward
® individual classroom presentations. She would like the program to continue; she thinks it helps
the students see the police as a resource.
Kris shared a copy of the letter sent after the July DYC meeting to Margaret that laid out steps
the DYC expects the Police & Community Program to take in order to be eligible for funding.
Tom agreed to draft a form for teachers /schools to use to provide feedback about presentations.
Budget Update Kris distributed her department's best estimate of revenue for the DYC next
year. She cautioned that until the county budget is approved, nothing is firm. This is likely to be
in November. State and county revenue will total $43,641, matched by the town, for a total of
$87,282.
Review and Discuss 2008 Funding Applications All had received and reviewed the individual
program applications.' Kris provided some clarifying information that she received after mailing
the packets to DYC members. No application was received by 'Town of Dryden for youth
employment nor from a Youth Conservation Corps type program. Kris had several meetings
with Jessica Houle and CCE staff to craft 2 versions of an application for the OURS program.
The difference is that one program provides .25 FTE staffing, the other provides .5 FTE. Neither
includes a cost for transportation; Kris and Jessica have met with Town Supervisor Steve
Trumbull to request that the town provide $5000 for 2008 and hopefully again for 2009 to
support the transportation costs associated with this program. JoEllen moved and Stephanie
seconded the following allocations:

*With the condition that closer scrutiny of this program occur during the year through updates
from the Police Dept. and checking in with the school as laid out in the July 2007 DYC minutes
and in the letter dated 7/31/07 sent to Chief N- largaret Ryan.
The motion was approved unanunously.
U cp oming Events of Interest `The County Youth Services Dept. is celebrating its 30`n
anniversary this year. On Nov. 1, 7 -9 PM at the Hilton Garden Inn in Ithaca, the Dept. will be
hosting a dessert celebration; invitations will follow but Kris asked all to "save the date."
On Oct. 17, Cooperative Extension and the County Youth Services Dept. are hosting an evening
community building workshop aimed at youth commission members, schools and other
community youth supporters. Dinner is provided. DYC members sounded interested and will
RSVP to Kris. Since the Oct. DYC meeting is scheduled for the previous day, DYC members
Local Incentive Grant DYC members reviewed the draft proposal Stephanie had drafted and
Kris had helped with. The project would provide funding to pay youth, working with Tom
Archibald at CCE, to collect information for, and create a Dryden Youth Employment guilde.
All thanked Stephanie for her work on the proposal and thought it looked great. Kris will submit
it on behalf of the DYC.
Other Cynthia suggested trying to move the Nov. meeting to a day that InShik can attend (she is
taking a class this semester on Tuesday evenings.) Kris will check InShik's availability on Nov.
14 & 15 and get back to the group.
The meeting was adjourned at 8:20 PM.
